This approval assumes only replacement of the mound and main- taining the existing tanks. The replacement of the mound must be built in accordance with the original plans with the following corrections: 1. Remove topsoil layer over an area 24 feet by 48 feet (1152 sq.ft.). The bed area should be backfilled with pit run gravel with high permeability. 2. Fill excavated area with medium textured sand as specified in original design. Minimum thickness to be 1-.-5 . feet 3. Place the 18'x42'x9" thick gravel absorption bed as per the original design. 4. Place six equally spaced distribution laterals consisting of 1-1/4 inch PVC pipe with 1/4 inch holes, on 30 inch spacing. The laterals to be capped on the ends. NOV 0 2 40 MY, k 6 At your request Tom Zancanella and I inspected the Wisconsin mound at the Owens home on Lot 4 Crown Mountain Estates on Friday October 21, 1988. We found the conditions to be as you had described them to me on the phone. The mound was seeping water along the low end at the interface between the mound and the natural ground as before. Some damp areas also appeared along both sides of the mound. Apparently the remedial action taken earlier has not corrected the problem. Based on our observations on that day and on the information gained from four borings through the mound we have some additional recommendations for repair. The outermost boring on the low side of the mound encountered sand to a depth of approximately 3 feet and then hit a clayey soil. We believe this is the newly installed trench. There was two inches of water in the hole indicating that the trench did not get into the gravel zone where the water would percolate quickly. We recommend that the trench be excavated deeper and wider to assure a connection between the mound and the gravel zone to assure that percolation will occur. The trench should be backfilled with pit -run gravel with high permeability. The mound must be extended on the lower end and both sides to cover the expanded trench and prevent seepage from exiting the basal area. Fill slopes should be increased to 6 horizontal to 1 vertical. We believe that the present mound, once corrected, will adequately provide wastewater treatment and disposal in accordance with the Eagle County requirements and sound engineering standards. Box 219 Glenwood Springs, Colorado 81602 (303).945-7755 Denver Direct Line: 893-1608 At your request Wright Water Engineers, Inc. investigated the problem you are experiencing with the recently installed Wisconsin Mound wastewater disposal system on your property in Crown Mountain Estates. The system was designed by Wright Water Engineers in accordance with Eagle County require- ments and acceptable engineering standards. The system was installed by Dreager Excavating and Eagle County personnel inspected the installation during construction. Wright Water Engineers was not authorized to super- vise construction or inspect the installation. Our field investigation on October 3rd revealed that the mound was leaking from the low side of the mound at the interface between the sand filter material and the natural ground. Upon further investigation we found that the 4 inch diameter PVC distribution laterals were installed with the per- forations on the bottom side. It is common practice to place the perfora- tions upward to allow each lateral to fill before discharging to the absorption bed. In addition, the inlet pipe to the mound was connected only to one of the six laterals. The plans (Figure 7-11) call for the inlet to be connected at the mid -point of each lateral. The errors in installation created a situation whereby the effluent is not distributed evenly throughout the entire absorption bed. In fact, observations of the exposed laterals indicate that the effluent was reaching only a small part of the mound. A second contributing factor may be the heavy clay topsoil below the mound. The plans called for plowing or ripping the surface of the topsoil and in- stalling the mound on top of the plowed topsoil, which is normal practice. We believe that Dreager followed the plans in this matter. We have discussed the problem with Sid Fox of Eagle County and have pre- pared a plan of remedial action. A copy of the plan was sent to you on October 6, 1988. Sid Fox verbally approved the plan on October 7, 1988. The plan calls for correction of the distribution piping to assure proper distribution of the effluent to the entire absorption bed. We believe that it is the responsibility of Dreager Excavating to perform this work at their cost. 7) Jim and Gail Owens October 12, 1988 Page Two We have also designed a supplemental drainage trench around the mound to intercept the flow of water along the interface between mound and natural ground. The trench is not a common practice, but is advisable in your case because of the unusually impermeable topsoil. The construction cost of the drainage trench should be at your cost since it is dictated by physical conditions of the soils and not by any negli- gence by Wright Water Engineers or Dreager Excavating. Dreager Excavating submitted a cost estimate to me on October 10, 1988 for $914 to complete the remedial action work. I relayed the cost estimate information to Gail on October 11, 1988 and indicated that of the total amount $524 was attributable to the drainage trench work. The $524 would be additional cost to you as owners and if you agreed to assume that cost you could authorize Dreager to install the trench. As you know this system has experienced some seepage at the inter- face of the mound and natural soil. Two conditions may be contributing to the problem; one being the impervious nature of the clayey topsoil and the second being a failure to distribute the effluent to the entire absorption bed. At this time we cannot determine whether the distribution problem is a result of design error or improper installation. We are proposing the following remedial measures to correct the seepage problem. 1. Expose the inlet pipe to the 4 inch diameter distribution laterals and expose approximately 3 feet of the six laterals at the mid -point. (Inlet pipe should be tied into each lateral per Figure 7-11). 2. Cut out a 2 foot section of each lateral and insert 1-1/4 inch dia- meter PVC pipes with 1/4 inch holes on 30 inch spacing into the 4 inch diameter tile. The 1-1/4 inch pipes to be capped on the ends. 3. Connect each of the new 1-1/4 inch distribution laterals to the inlet pipe. 3. Backfill with gravel absorption bed material and cover the system. 4. Remove the topsoil along the north and west sides of the mound and replace with medium textured sand as specified in the original design. (See attached drawing for trench details.) The above described work will assure distribution of effluent to the entire absorption bed and provide a cut-off for any seepage along the interface between the mound fill and the natural soil. The design included a location map which showed the mound located about 90 feet south of the house and no closer than .150 feet from the closest of three wells. Mr. Owens has requested our evaluation of an alternate location for the system. The enclosed amended map shows the proposed new location. We find that this new location is at least 100 feet from the nearest well and no closer than 30 feet from his property line. In our opinion the new loca- tion will meet Eagle County requirements and provide adequate distance to assure that the groundwater wells will not be contaminated. We used the 0=100 r Plat Map by Scarrow, & Walker, revised on 7/28/88, and field observations for the preparation of the design.
