Your letter is exactly what I needed to authorize the mobile home hook up for the McCoy's mobile home to the existing wastewater facility which states the sewer system has the capacity to serve this mobile home. I'd like to get some sort of current site plan and inventory of the units that are there and create a stream -lined mechanism for the addition or replacement of dwelling units on this property. As you know, the sewer system is of limited capacity which appears to be for 34 residents according to our record. Whether or not this is a good number or not depends on monitoring of the system's use, perhaps evaluating water use during the winter months when no irrigation is expected to be happening. I understand you would like a letter describing what we have in our file? It may take a week or so to reproduce but I think you should have a copy of the contents of ISDSfle`# �8"62 issued on August 5, 1988. The permit was for a new leach field (allowing the use of the old one in emergencies only), not approved for commercial or hotel use. There is no mention of tanks being added under the permit, however the final inspection conducted under the aforementioned permit was done in two steps, one to approve covering the tanks on October 11, 1988 and the leach field inspection occurred on October 19, 1988. The final inspection mentions 2 - 1,500 gallon tanks. I'll review the site plan and attempt a summary of what I believe to be there and what I believe to be a reasonable capacity. Do you maintain this system at a certain frequency? Please remind me of the history that must have pre -dated our local permitting program or which may have fallen under State review and permitting. As I recall, there was a State approved wastewater system and continues to be a public water system (for which I received your emailed monitoring plan - thanks) which served a lodging facility that included a kitchen. This lodging facility was the major source of flow to the treatment plant permitted as referenced above. As a result of the decreased flow through the treatment plant and the plant's relatively high maintenance -requirements we made application to Eagle County to install an engineered septage system of sufficient capacity to handle present and anticipated future flows of existing residences. On August 5, 1988 Eagle County issued Permit #0862 for the planned- septage system and construction began October 1, 1988 and was completed with final approval by Eagle County on October 20, 1988. All flow was diverted to the new system on October 20 and work began to deactivate the existing plant shortly thereafter. The new septage system is a parallel system to the existing plant and the design allows us to bring the existing plant back on line should the lodging facility ever be reopened. We request that your Department grant an exemption from the monitoring requirements of the current discharge permit until or if plant is reactivated. Attached you will find the Discharge Monitoring Reports for our facility at Bond for the months of September, October, and November of 1988. Also attached is a copy of the Eagle County Individual Sewage Disposal System Permit #0862 for the newly installed septage system. We would appreciate your assistance in this matter. Per our telephone conversation with you earlier this week I have asked Dan Brown of Black and Veatch to prepare a letter confirming the proposed use of the existing leach field instead of replacing it with a second seepage bed as shown in the attached drawing. The end of the perforated pipe in the existing field will be excavated and a capped riser will be attached. Also, a riser will be installed at a "T" in the end of the new seepage bed. The use of the fields will be alternated on approximately a yearly basis using the three way plug valve shown in the drawing. Lastly, the septic tank will be inspected approximately every other week by our water service personnel and pumped as required. As you have discussed with Byron Kelly, the D&RGW Railroad Company would prefer to install only the leach field to the east and utilize the existing 4-inch tar paper leach line as a backup. The D&RGW Railroad Company is concerned about excavating for the second leach field between the existing tracks, and substituting the existing leach line for the second leach field will save the D&RGW Railroad Company approximately $5,000. We have reviewed our design calculations and have found the D&RGW Railroad Company proposal to be acceptable. Each proposed leach field has been designed for the entire design flow, and the single leach field should be able to dry out between crew visits. We have checked elevations and the top elevation of the existing 4-inch leach line in the vicinity of the proposed connection matches the invert elevation of the proposed leach field laterals. As you suggested to Byron, we will install a vertical cleanout at the end of the existing leach line and at the end of the proposed leach field. The connection to the existing 4-inch leach line can be accomplished with a 6 by 4-inch reducer and a hose clamp. There is only one water source used by the system. That is the current well # 001 (c) Part 3 - Water Treatment Details: Provide a summary of the system's operating characteristics, including a schematic of all treatment processes and their associated temporal utilization that was assumed in the design of the monitoring plan (e.g., use of peaking facilities, alternative water sources, maintenance schedules that take facilities off line, etc.). This is a relatively small system producing an average of 1500 — 2000 gallons per day. Because of its simple design, there is no peaking facilities, alternative water sources or a need to plan for taking the facilities offline because of the available 100,000 gallons contained in the storage tank which enables the system to be shut down for extended periods of time. Treatment is accomplished with chlorine gas for disinfection and two 1 micron bag filters. (d) Part 4 - Distribution System Details: Provide a schematic of the distribution system identifying: (1) All entry points to the distribution system; There is one entry point — well #001 (2) All post entry point treatment facilities; Water is treated at the well head only (3) All storage facilities and other finished water reservoirs; The system has a 100,000 gallon insulated steel water tank which was refinished on the inside in 1990. (4) All distribution system monitoring points; All samples are taken from a tap at the well. Chlorine monitoring samples are taken at the end of the distribution system; usually at the Union Pacific Railroad depot. (5) Any master meters; There is one master meter located at the well. (6) All pump stations. The 1 h.p. submersible well pump does all the pumping for the system. (e) Part 5 - Individual Rule Sampling Plans: Each sampling plan shall meet all requirements of the respective provision, including: (1) Frequency and approximate time of collection; Because of the remote location of Bond Colorado, sampling occures once a week usually on Monday or Friday in the morning hours. (1) Sample site location identification and associated identification number; The designated location is the well ... #001 (2) If appropriate, justification for the site selection; (3) Sample preservation, quality assurance, and quality control procedures, including procedures for equipment calibration; Sampling and quality control are as instructed by the testing lab. (4) Analysis procedure (certified laboratory or on -site by a party approved by the Department); All of Union Pacific's drinking water testing is currently being done by Evergreen Analytical. (5) Monitoring results presentation format; The results are reported by Evergreen Analytical. (6) Procedures to assess and report compliance status for MCLs, ALs, MRDLs, TTs and, if applicable, disinfection byproduct precursor removal efficiency; The procedures to assess and report compliance is accomplished by use of the CDPH&E's web site. Chlorine residual is tested by a newly purchased Hach Pocket Colorimeter 2 testing instrument and reported quarterly. Total HAA5 and TTHM's are tested and reported yearly in August. (7) The rationale used by the system to identify the sampling locations selected to represent the distribution system, The locations were selected mainly due to being at the physical end of the system for chlorine residual testing and at the well for other required sampling. (8) A process to review and update the selected distribution system sampling locations to account for changes due to growth or other significant changes to the distribution system. The distribution system has the same engineering characteristics as installed in the 1940's and no growth is planned. 1.12.2 Monitoring Plan Submission Requirements (a) All Public water systems must submit Sections 12.1.11.12.1(a) through - (d), which correlates to Parts 1 — 4 of the monitoring plan, to the Department according to the following schedule: (1) Systems using surface water or groundwater under the direct influence of surface water, serving a population of greater than 10,000 persons - no later than April 10, 2002, or ten (10) calendar days following the end of the first required monitoring quarter thereafter. (2) All groundwater systems serving a population of greater than 3,300 persons, and all systems using surface water or groundwater under the direct influence of surface water serving a population of greater than 3,300, but less than 10,001 persons and using a disinfectant in their treatment process no later than April 10, 2004, or ten (10) calendar days following the end of the first required monitoring quarter thereafter. (3) All other community water systems no later than April 10, 2005, or ten (10) calendar days following the end of the first required monitoring quarter thereafter. (4) All other non -community water systems no later than April 10, 2006, or ten (10) calendar days following the end of the first required monitoring quarter thereafter. (b) Section 12.1.11.12.1(e), which correlates to Part 5 of a public water system's monitoring plan, must be submitted to the Department according to the requirements as may be stipulated in Articles 5, 6, 7 and 8. 1.12.3 Monitoring Plan Revisions A public water system is required to submit any changes related to the monitoring plan under Sections 12.1.11.12.1(a), (b), (c), (d) or (e) to the Department within thirty (30) calendar days following the effective date of the change. 1.13 Guidance Documents and Policy Documents 1.13.1 Guidance Document Availability (a) The Department has developed guidance documents designed to assist public water systems with understanding the regulations and to explain the specific requirements systems must meet to maintain compliance.
