As was mentioned, the problems associated with your septic system could have stemmed from numerous situations. Discussions with B & R Septic on December 28, 1989 would indicate -that the problem is most likely in the building sewer which goes from the house to the septic tank. Merry, RS Re: Site visit to 0322 awn Dr , Lot 18 Red Table Acres on January 10,1990 On January 10, 1990, Mike Whitaker, building inspector and I went to 0322 Fawn Dr., Red Table Acres to check on the septic system. This visit was due to complaints from Mrs. Lynn Wilson, property owner, regarding sewage backup problems in her basement. She explained that during Christmas she had guests and the system received increased flows. She also stated that the system was pumped a few weeks ago by B & R Septic. Since then she had the floor drain in her basement capped. Our observations after removing the access to the 1st compartment were that the tank was almost full and the "T" connection in the tank had broken off. A florescent dye was placed in a stool in the home to verify flow making it to the tank. We advised Mrs. Wilson to limit the amount of solid loading to the system, including limited use of a garbage grinder and not to dispose of tampons down the stool. As pumping the system resolved the backup of sewage in the basement further investigations were advised to reveal the root of the problem which may be beyond the septic tank. It was also advised that the "T" connection be repaired as a preliminary measure. Dear Lynn and Bill: As requested by you, I visually inspected the condition of the sewer line at your residence, located at 39 Fawn Drive, on Saturday the 27th of January. The following are notes concerning my observations at the site. When I arrived, there was an approximately 4ft. section of cast iron sewer line excavated and exposed to view. The sewer line was exposed to a point where it connected to the sewage tank, on the down hill side and to a point where a large boulder (30"-36" diam.) was lying on the line, on the uphill side. The boulder had been placed on the line during the back fi11ing and had been covered up with the remaining soil used to cover the line. At the point where the boulder had contacted the cast iron line, it was visually apparent that it had pushed the pipe down causing a negative pitch from the sewage tank to the point of contact, with the boulder. Using a carpenters level at the site, it was confirmed, that the line sloped away from the tank towards the house, approximately 3/8's inch in the exposed Oft. section. This much negative pitch would be enough to render the system useless and would cause a accumulaton of solids at the low point in the line, requiring frequent attention. To remidy the situation, the boulder should be removed and the sewer line reinstalled with a minimum 1/8"-1/4" per foot positive slope away from the house and toward the sewage tank. No boulders or construction waste should be used to back fi11 the line, which would cause line displacement or voids under the line. If I can be of further help, please don't hesitate to call. The sewer line had large rocks directly on it and the sewer line was flowing in the wrong direction. In our opinion the contractor should be asked to repair the line per the code. On August 30, 1991, this department conducted a site inspection of the above referenced property. The inspection was requested by you for the purpose of evaluating the existing condition of the on -site wastewater disposal and water supply systems. A review of the County records indicates that: On October 5, 1988, the sewage disposal system was permitted under inspected and approved in accordance with County Individual Sewage Disposal Regulations. The system consists of a 1000 gallon septic tank and 860 square feet of absorption area. A visual inspection of the ground surface indicated that the system is apparently functioning satisfactorily at this time. Obviously, this does not guarantee the continued satisfactory performance of the system. The water supply to this residence is from the Red Table Acres, a community water system. The community water system is inspected on a regular basis by the Colorado Department of Health and to the best of our knowledge compiles with current drinking water standards. Section 318—Inspection and Testing (a) Inspections (1) Scope —All new plumbing work and such portions of existing systems as may be affected by new work, or any changes, shall be in. spected by the Administrative Authority to insure compliance with all the requirements of this Code and to assure that the installation and construction of the plumbing system is in accordance with approved plans. (2) Advance notice —it shall be the duty of the person doing the work authorized by the permit to notify the Administrative Authority, orally or in writing, that said work is ready for inspection. Such notification shall be given not less than twenty-four (24) hours before the work is to be inspected. (3) Responsibility —It shall be the duty of the holder of a permit to make sure that the work will stand the test prescribed before giving the notification. (4) Retesting —If the Administrative Authority finds that the work will not pass the test, necessary corrections shall be made and the work shall then be resubmitted for test or inspection. (5) Test —Tests shall be conducted in the presence of the Adminis- trative Authority or of his duly appointed representative. (6) Corrections —Notices of correction or violation shall be written by the Administrative Authority and may be posted at the site of the work or mailed or delivered to the permittee or his authorized representative. Refusal, failure or neglect to comply with any such notice or order within ten (10) days of receipt thereof, shall be con- sidered a violation of this Code, and shall be subject to the penalties set forth elsewhere in this Code for violations. (7) Approval —Upon the satisfactory completion and final test of the plumbing system, a certificate of approval shall be issued by the Administrative Authority to the permittee on demand. (8) Covering or using —No plumbing or drainage system, building sewer, private sewer disposal system or part thereof, shall be. covered, concealed or put into use until it has been tested, inspected and accepted as prescribed in this Code.
