We are proposing to install two pit toilets at a remote recreation area on the upper Colorado River. This site, known as the Bench, is located on public lands just south of the Eagle County line near Radium (see enclosed map). The Bench is only accessible by boat or foot. 8351.2 Use of the upper Colorado River for floatboating has increased dramatically since 1976. The 60 mile stretch of the river from Gore Canyon (near Kremmling) to Dotsero.is receiving some 45,000 user days per year, 80 per cent of which originates above State Bridge. The Bench is the most popular stop over area for both day and overnight trips on the upper stretch of the river. An average of 100 people per day use the site with as many as 200-300 people on weekends. Most commercial overnight trips use portable toilets and carry their waste out with them. However, most day trips, both commercial and private, are not equipped to carry out human waste. With the amount of use occurring at the Bench, sanitation has become a significant problem. Thus, our proposal to install pit toilets. We view pit toilets as an interim.solution to the problem and do not intend to install them at any other locations on the river in Eagle County. Under current funding levels and technology, pit toilets are the only feasible measure available to us. Most likely this interim solution will be used'.for a 5-10-year.-per.iod. CONSERVE rERICA'S ENERGY Save Energy and You Serve America! b The proposed toilets will be patterned after toilets in use along the rivers in Dinosaur National Monument. These are open air facilities with a toilet riser sitting on a 4' x 4' platform. The holes will most likely be between 5 and 10 feet deep. Screening is installed on 2-3 sides if vegetation is insufficient to provide for privacy. The riser is stainless steel with a water -tight lid (see enclosed information). Upon the recommendation of Sid Fox, the primary maintenance of the toilets will be periodic covering with some type of soil. We are still looking into chemical treatment. The National Park Service in Dinosaur reports.that chemical treatment in their toilets has not produced any significant results. The toilets will be maintained on a weekly basis through a cooperative effort of the Bureau and commercial outfitters. The Park Serivice also reports that open air toilets have fewer fly and odor problems than enclosed facilities. The pits will be filled in with dirt at the end of each of season or when full, which ever occurs first. Should they not fill up substantially with one season's use, we will conact your office about using the same pit the following season. In Dinosaur, the pits last for 12 to 2 years. We will be taking a trip in early June to select the.exact.locatio.n,of the toilets. We welcome participation by your office on this one day trip. You should plan to be at the Pumphouse Recreation Area by 9:00 A.M. To get to the Pumphouse, continue past the Radium turn-off for approximately 4 miles. We will provide all the necessary equipment, including lifejackets and water -proof bags. You will need to bring a lunch, something to drink and personal gear such as suntan lotion, a hat and rain gear. The trip will last approximately 5 hours. Please let us know if both you and Sid are coming or just one of you. We plan to install the toilets on June 17 and 18. We will begin bi- weekly maintenance on July 1. The primary maintenance will be covering of the waste material with peat moss. We will continue this treatment through the Labor Day weekend. Shortly after the Labor Day weekend, we will inspect the toilets and fill in the pits if they.are sufficiently full; otherwise, we will cover with peat moss and leave the pits open for next season's use. The existing privies are located at the Benches campground near Radium and are accessed strictly by foot traffic or by river rafters. The existing septic file we have on hand is referenced by #IS-0557 and shows a plan for 2 of the 3 pits that you mentioned. I did not forget you and wanted to send you a note as to why I have not responded to your request for a septic application. Not working with pit privies much, I had questions for the inspectors and the Environmental Health Director before answering your inquiry or sending you a septic application to fill out. Our septic system regulations address pit privies and I have attached that above for you to look at. Basically they say that any pit privy needs to be permitted by the local board of health and also has specific guidelines that will need to be followed should a pit privy be allowed. As there is snow on the ground and the septic installation cannot commence until spring I feel there is time to discuss alternatives should there be any before sending this request on to the board of health.
