HomeMy WebLinkAboutR91-016 appointment to emergency medical services council} Commissioner 0�d57�4 -F�6 rJ moved adoption of the following Resolution: BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO. 91-14 CONCERNING AN APPOINTMENT TO THE EAGLE COUNTY EMERGENCY MEDICAL SERVICES COUNCIL; and ENDORSING THE PRIORITIZATION OF GRANT APPLICATIONS SUBMITTED BY LOCAL EMERGENCY SERVICES PROVIDERS WHEREAS, by Resolution No. 90 -125, the Board of County Commissioners of Eagle County, Colorado (hereinafter "the Board ") made certain appointments to the Eagle County Emergency Medical Services Council ( "EMS Council "); and WHEREAS, pursuant to the By -Laws of the EMS Council, the Board shall make appointments to any vacancies which may occur from time to time on the EMS Council; and WHEREAS, Norm Brown has resigned as manager of the Western Eagle County Ambulance District ( "WECAD "); and WHEREAS, the Board desires to appoint Pete Couper, the new manager of WECAD, to the EMS Council, pursuant to said By -Laws; and WHEREAS, the EMS Council has reviewed certain applications for State EMS grant monies which have been submitted by local emergency services providers, and has recommended to the Board that the applications be prioritized as set forth in Exhibit A attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT, Pete Couper be and is hereby appointed Western Eagle County Ambulance District's representative to the Eagle County Emergency Medical Services Council. THAT, the Board concurs with the recommendations of the EMS Council and endorses the prioritization of the EMS grants applications as set forth in Exhibit A attached hereto and incorporated herein by this reference. THAT, the Chairman of the Board is authorized to complete and sign any forms which may be required by the State in connection with the EMS grant applications. THAT, the Board finds, determines and declares that this Resolution is necessary for the public health, safety and welfare of the citizens of the County of Eagle, State of Colorado. WESTERN EAGLE COUNTY AMBULANCE DISTRICT Western Eagle County Ambulance District ( "WECAD ") seeks a grant in the amount of $2,000 for training of personnel, to be matched by WECAD's contribution of $2,000. WECAD is currently undergoing personnel upheavals creating a staffing crisis — the training is hoped to alleviate some of these problems. 2. EAGLE COUNTY EMERGENCY PLANNING The Eagle County Airport /Emergency Planning has requested a grant in the amount of $5,350 (intending to "match" this with a like amount from contributions from Eagle County, GFPD, WECAD, ECSO and the Town of Avon) for two (2) training seminars designed to enhance emergency response — emphasizing emergency medical response —at the airport. $10,700 is required for all materials, lectures, travel, meals, lodging and handouts for the Advanced Aircraft Rescue and Firefighting and Aircraft Incident Management seminars to be held in 1991. 3. EAGLE COUNTY SHERIFF'S OFFICE Eagle County Sheriff's Office is requesting $65,000, to be matched by $55,000 and $10,000 of in —kind services — for a total expenditure of $130,000 for an incident command vehicle which will be used for the provision of emergency medical service coordination, as well as in all emergency situations, to coordinate multi— agency response efforts. Currently there are over 15 agency responders covering 1673 square miles; there are a similar number of communication systems using as many frequencies. Over 20 events in 1990 could have used such equipment to better facilitate the responses of all emergency service providers. The Eagle County Sheriff's Office will also provide ongoing and complete maintenance of the vehicle, seek donations from other emergency services providers for equipment for the vehicle and provide insurance. 4. GYPSUM FIRE PROTECTION DISTRICT The Gypsum Fire Protection District ( "GFPD ") is requesting a $3,000 grant, to be matched by GFPD, for high pressure lifting and extricating airbag equipment. 5. EAGLE COUNTY AMBULANCE DISTRICT Eagle County Ambulance District ( "ECAD ") seeks a grant in the amount of $5,450, to be matched equally by ECAD, for a total expenditure of $10,900 for two (2) Life Pack 200 automatic defibrillators. This equipment is intended to increase the survivability of medical cardiac arrest patients by making the equipment available on existing fire response vehicles which are first responders. The statistics available indicate that ECAD is making 91% more calls than in 1983. 6. VAIL FIRE DEPARTMENT Vail Fire Department seeks a grant in the amount of $2,500 for training for EMS responses to hazardous material incidents, to be matched by VFD's contribution of a like amount. The training will be made available for a team that could provide county- wide response to hazmat events.
