As a result of my on - LIBRARY 328-7787 site inspection on Wednesday, 8 August 1979, the following PUBLIC HEALTH items require immediate replacement: Eagle 328-6594 Vail 476-5844 a) the cover on the aeration chamber (it is cracked into PLANNING 328-6338 multiple pieces) and ROAD & BRIDGE 328-6591 b) the cover on the settling/clarifying compartment (it SHERIFF is missing and has been replaced with the lid from a Eagle 328-6611 plastic trash can) . Basalt 927-3244 Gilman 827-5751 SOCIAL 2) The control panel must be relocated to a spot easily 32863285 accessible to owners of both lots 2 and 3. Perhaps a TREASURER locked box on the outside wall of the house on lot ;2, 328-6376 where the control panel is currently located inside, would provide an ideal spot with less rewiring required. 3) The timer must be set to operate on a continuous 24-hour basis, according to the last service report by Industrial - Denver in 1975. This timing schedule is necessary because of the heavy flow rates on the system and the high groundwater table. 4) A continuing service policy is necessary for this unit &s required, according to Eagle County Individual Sewage Dis- posal Regulations, Section 8.3,I. If the determination is that the problems with the system have resulted from an overload on the system, as well as from lack of proper service/maintenance, County regulations would require installation of a second system. We will keep both parties informed of any further conversa- tions with representatives of Industrial -Denver and of the date for the joint on -site inspection. An individual sewage disposal system consisting of a jet aeration unit and an evapotranspiration field was installed in 1972 to serve two 2-bedroom dwellings on property now designated as Lots 2 and 3 of the Hamby Subdivision. 2. At the time installation was proposed, an application for approval of location of a septic tank system was filed with this office by property owner, Dolph F. Hamby, Jr., and approval was granted. The Eagle County Individual Sewage Disposal Regulations were adopted 1 October 1973. Therefore, said system is a pre-existing, non -conforming individual sewage disposal system. 3. The jet aeration unit was serviced under the initial two- year service policy provided by the manufacturer, Industrial - Denver. 4. At the expiration of said initial service policy, no con- tinuing service policy was initiated. 5. During an inspection by the Assistant Health Officer on 8 August 1979, it was determined that the lids on the aeration chamber and the settling/clarifying compartment required replacement and that the unit evidenced a need for a service call by a serviceperson certified by the manufacturer. 7. Said service call was arranged for 21 August 1979. Jim Schmitter and Carl Caywood of Industrial -Denver and Erik Edeen and Jo Ann Deighan of Eagle County Environmental Health met with owners Dolph F. Hamby and Lucy Upson at the site to conduct an inspection of said unit. 8. The following findings resulted from said inspection: a) Both the vent lid on the aeration chamber and the solid lid on the settling/clarifying compartment require replacement. b) The motor must be lowered 10 - 12" to ensure adequate aeration of liquid; motor was currently aerating only 2" of liquid. Lot 3 owner Lucy Upson agreed to do this without delay. c) Bearings in motor are worn and need replaced, or present motor may be replaced with a rebuilt motor. d) The effluent level in the tank is 4" above the top of the tank, as measured in the clean -out risers. This means the effluent level is approximately 14" above the outlet. Effluent level must be dropped to outlet level. e) Holes have been punched in the clean -out riser, allowing effluent to seep in the ground surrounding the tank. Therefore, effluent is being dispersed into the ground within 4' of groundwater, possibly endangering public health. f) The timer was improperly set. The service repre- sentative reset the control timer to run on a 20-hour basis. On September 25, 1992, this department conducted a site inspection of the above referenced property. The inspection was requested by Clayton E. Day, Jr. for the purpose of evaluating the existing condition of the on - site ISDS and water well. A review of Eagle County records indicates that: On October 5, 1992, the ISDS was permitted under Permit Number 400. This system was designed by Eldorado Engineering, Glenwood Springs, Colorado, and consist of a 1000 gallon concrete septic tank with a 750 gallon pressure dosing tank feeding an evapo-transpiration bed. The owner should be notified that the mechanical components need to be routinely maintained to assure adequate operations. A visual inspection of the ground surface indicated that the system is apparently functioning satisfactorily at this time. Obviously, this does not guarantee the continued satisfactory performance of the system. The water supply to this residence is from a private well. An inspection of the well indicated that it appeared to be properly constructed and located. The water is to be sampled by the property owner and sent to a State Certified Laboratory for bacteriological analyses. A report of this test should be provided by the property owner.
