Please include the 100 floodplain delineation on the site plan, as well as the property lines. I did not see any evaluation of high ground water, presuming there is, I would recommend anchoring the tank, can you speak to that and include design notes for anchoring the tank. Can you include more detail on what infrequent or limited use is, or the feasibility of accommodating a soil treatment area? Do you have specs for the audible and visual alarm? Is it solar powered? Last, Engineering informed me that septic tanks are considered a liquid storage tank by the Land Use Code and therefore require being out of the 75' setback, which it appears to be on the site plan, but the memo states 50' setback. The personnel responding for inspections were out of town during the week of 13 September 2021 when the system was ready for inspection. Your direction was for the project's engineer -of -record to visit the site and confirm that all provisions of both the design and the permit were followed. At the time of the visit on 13 September 2021, the following were observed: 1. A2,500-gallon Noresco polyethyelene tank had been installed on screened rock in an open excavation. 2. A pipe with positive slope was provided from the recreational vehicle fatly ng pad to the tank The pipe was bed with screened rock and clean outs were provided. 3. A vent pipe from the tank was provided. 4. The location ofthe tank appears to be per design- well outside of any applicable setbacks. S. The bottom ofthe excavation was dry- no groundwater was present. Due to a delay in delivery, that alarm had not yet been installed. However, on 19 September 2021, the builder sent the engineer -of -record a video showing proper operation ofthe alarm system. The Floats have been confirmed to be set at the 95% capacity level. The video also shows the entire system having been backfilled. Photographs are attached to this document. The video is available upon request. It is the belief of the engineer -of -record that the wastewater holding tank has been installed per the urovisions ofboth the design and the uermit. The 18.129-acre property is located where no public sanitary sewer service is available. The builder for the project is R.A. Nelson. We understand the owner desires to temporarily park his recreational vehicle (RV) on the subject property. This is as opposed to constructing a permanent dwelling unit on the now -vacant parcel. There is a well on the property to provide water for the RV. The owner's desire is to have a buried tank to receive the wastewater so he is not limited to tank on -board the vehicle. Given the low flows and infrequent use, it is desired to hold all the wastewater in a tank and then have it pumped out, as opposed to constructing and maintaining a leach field. Design Specifications Per the Eagle County Land Use Regulations for Onsite Wastewater Treatment Systems (OWTS), the system shall be designed for a minimum five days at 100 gal/day. This mandates a total minimum storage of 500 gallons. Alternatively, we propose to install a greatly -oversized 2,500-gallon Norwesco polyethylene holding tank which shall be installed per the manufacturer's published documentation. The tank must be buried with two (2) feet of soil cover to mitigate freezing. The access ports shall be extended up to finished grade. A vent, 4-inch receiving pipe from the RV discharge point, and level -monitoring system (with audio and visual alarms) are proposed as part of the installation. All buried components will be bed with a minimum four (4) inches of sand and backfilled with on -site material. Ensure a minimum SO -foot setback from the holding tank to the adjacent Colorado River, and from the on -site water well.
