* CONDITIONS:
1. All installation must comply with all requirements of the County Individual Sewage Disposal Regulations,
adopted pursuant to authority granted in 25-10-104, CRS 1973 amended 25-1-614, CRS 1973
2. This permit is valid only for connection to structures which have fully complied with County Zoning and
building requirements. Connection to or use with any dwelling or structures not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal
system in a manner which involves a knowing and material variation from the terms or specifications con-
tained in the application of permit commits a Class I, Petty Offense ($500.00 fine - 6 months in jail or
both.

The Eagle County Environmental Health.,Department requires that all
applications for septic permits in Eagle County be routed to the
Eagle County Planning, Engineering and Building Departments for
their comments prior to issuance of the permits. Your application

Andrew,
Thanks for taking the time this morning to have a brief conversation about the remodel project at the Oliver
residence. We understand the intent is to construct a master bedroom and use the area that was previously the master
bedroom as a study. We also understand that you would prefer not to alter the existing septic system serving the
residence. Our concerns regarding this project are basically two fold.
The first issue is the age of the existing system. Our records show that the system was installed by the original
owner/builder in 1977 and consists of a 1,000 gallon concrete tank and a rectangular (12'X80') absorption bed. We have
no pumping or maintenance records in the file (which is not unusual) leaving us with no information regarding the septic
system's current condition. Since 1977, sizing criteria, technology and methods of wastewater distribution have been
incorporated into current codes that extend the life and improve the level of wastewater treatment. I'll spare you the
technical details but suffice it to say that the existing drain field "bed" configuration and area are different from what we
would permit under today's code. Therefore, please have one of our licensed Septic System Cleaners pump/inspect the
system and provide us with a report regarding its current condition. A cleaner that has the credential of the National
Wastewater Transporters Association would provide the highest quality information.
The second concern is that inasmuch as you have indicated that there will be no additional bedrooms once the project is
finished, the Assessor may change this information during the next tax assessment based on a building permit record
review that would indicate an additional bedroom has been added. This would cause an inconsistency between the
Assessor's property record and our septic system record, resulting in the property appearing to have a four bedroom
house with a three bedroom septic system capacity. It may be to your advantage to contact our Assessor's office to see
if there is a way to remedy this prior to the next tax assessment cycle.
In summary, if you can provide us with a favorable report stating the existing system is in good shape, we will sign off on
your building permit application. We would recommend that the owner develop a contingency plan for replacement of
the existing system as we believe it to be on borrowed time. Ideally, the owner would choose to install a new system
that is sized for four bedrooms and designed for better wastewater treatment. Please note that we are interpreting the
code with flexibility with the intent to gather appropriate information about the existing system that may enable us to
approve the permit while placing the owner on notice of the consequences associated with system failure.
