adopted pursuant to authority granted in 25-10-104, CRS 1973 amended 25-1-614, CRS 1973
2. This permit is valid only for connection to structures which have fully complied with County Zoning and
building requirements. Connection to or use with any dwelling or structures not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.

Re: Sewer Inspection for Property located on
Lot 35 - Aspen Mesa Estates
All water and sewage disposal system loan inspections are done
under the authority of the Eagle County Building Regulations,
Section 9, subparagraph 34, adopted by the Eagle County Board of
Commissioners, September 20, 1982.
An onsite inspection on Tuesday, September 20, 1983 of.the
above referenced property revealed that the septic system appears
to be functioning properly with no apparent problems. The origi-
nal individual sewage disposal system permit#196 was approved
in August of 1977 in accordance with applicable County and State
regulations concerning such installations.
This department recommends that the septic tank be pumped every
three or four years.
Enclosed is an invoice in the amount of $25.00, the fee for
this sewer inspection.

Dear Mr. Dorman:
All water and sewage disposal system loan inspections are
done under the authority of the Eagle County Building Regulations,
Section 10, Sub -paragraph 3-A, adopted by the Eagle County
Commissioners, September 20, 1982.
An onsite inspection of the sewage disposal system on
April 17, 1986 revealed that the system appears to be functioning
properly with no apparent problems. This system was permitted
and approved under Permit #196 on August 5, 1977.
Potable water is supplied by the Aspen Mesa Estates Water
System. This system is regularly inspected and sampled by the
Colorado Department of Health.

On November 19, 2020 1 inspected the septic system located at the above referenced property. The
septic tank has begun to deteriorate on the outlet side of the tank. The built in baffle has already
collapsed. It was necessary to install anew outlet Tin the tank in order to allow the liquids to flow
directly into the leach field. The tank is concrete and needs to be replaced as the concrete is
deteriorating. The tank is still functioning and most likely will continue to function in to the spring at
which time the tank should be replaced.
Visually the leach field appears to be functioning as there are no signs of effluent surfacing or odors.
This property is set to close in the middle of December. The sellers and buyers have agreed to escrow
$15,000.00 for the installation of a new septic tank in the spring. The buyers have requested this escrow
as they are concerned about adverse weather conditions during the installation. This amount of escrow
should cover the cost of the tank and the installation.

wastewater treatment system based upon what was observed and the Licensed Inspector's
expertise in onsite wastewater technology. The Inspector has not been retained to
warrant or guarantee the proper functioning of the system for any period of time in the
future. Because of the numerous factors which may affect the operation of an onsite
wastewater treatment system, as well as the inability of the Inspector to supervise or
monitor the use or maintenance of this system, this report shall not be construed as a
warranty by the Inspector that the system will function properly for any particular
prospective buyer. The Inspector disclaims any warranty, either expressed or implied,
arising from the inspection or this report. The evaluation does not ascertain the impact

Permitted Construction / Details:
Replace the septic tank originally permitted under 0196IS exactly as depicted in the CBO Inc design dated April 21st,
2021, stamped and signed on April 26th, 2021 by Romeo Baylosis PE.
The replacement tank is 1,060 gallon two compartment Roth poly septic tank with an effluent filter on the outlet tee.
The elevation of the tank placement must align with the existing sewer line exiting the residence and the existing
sewer line to the STA. Risers must be added as necessary to bring both access manholes to or above grade. Install
a double-sweep clean out as specified on the design drawings between the tank and the house. Replace cast iron
sewer pipe as necessary with SDR-35. The old tank is to be abandoned in place as specified in 43.9(C.). Be sure to
stake soil treatment area to prevent soil compaction from heavy equipment or tank staging.
Contact Eagle County Environmental Health and the design engineer well in advance of requesting inspections prior
to backfilling any component of the OWTS. The design engineer is responsible for conducting all inspections
necessary to certify the installation and assure the functionality of the system. System certification, along with
photos and a record drawing is required to be submitted to and approved by Eagle County Environmental Health
prior to the use of the system.
THIS PERIMT EXPIRES BY TIME LIMITATION AND BECOMES NULL AND VOID IF THE WORK AUTHORIZED BY THE PERMIT IS NOT COMMENCED WITHIN 120 DAYS OF
ISSUANCE, OR BEFORE THE EXPIRATION OF AN ASSOCIATED BUILDING PERMIT

Onsite Wastewater Treatment System (OWTS) Installation Observations

Jackie,
CBO Inc. observed the installation of the onsite wastewater treatment system (OWTS) in the early
summer 2021 and April 3, 2023 for the subject property. Zamora Excavating installed the system.
The existing septic tank was pumped, collapsed, and the remaining void filled with onsite material.
The original OWTS was sized for 3 bedrooms in 1977. The residence has 3 bedrooms currently.
The existing cast iron sewer line was replaced to the house foundation. The 4-inch diameter SDR-35
PVC sewer line had a minimum 2% fall to the septic tank and a double-sweep clean out.
A new, 1000-gallon, two-compartment Roth® poly septic tank with an Orenco Biotube Effluent filter on
the outlet tee was installed. This filter must be cleaned annually, or as needed. Risers bring the
manhole lids to grade.
A new 4-inch SDR-35 sewer line was installed from the septic tank and tied into the existing sewer line
approximately 15-feet from the new septic tank. The existing STA from 1977 remains with no evidence
of malfunctioning.
The OWTS was generally installed according to specifications. This observation is not a guarantee of
workmanship and/or parts and materials. CBO Inc. should be notified if changes are made to the OWTS
in the future. Any additional OWTS construction must be according to the county regulations.
LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must
have documented and demonstrated knowledge of the requirements and regulations of the county in
which they are working. The quality of the installation is dependent on the expertise of the installer, soil
type, and weather conditions.
