We received a permit application and a fee of $173 from Bobby Holmes to replace the tank which was reported to be cracked. The application states the number of bedrooms to be four. The original system (authorized under Permit #80) was issued in 1976 to serve a three bedroom residence. The percolation test conducted in 1976 was done in one perc hole in the area where the house sits and took about 20 minutes to result in a 30 minute per inch percolation rate used in sizing the drainfield at 750 square feet. We do not know the exact location of the drainfield. The soils are reported as sandy clay but there is no profile data. The property tax record does affirm that the residence has three bedrooms. We are not aware of the magnitude of "upgrading" the new owner is considering. Here's the deal. I'm really concerned about a 32 year old drainfield continuing to function if starts being used again. It was designed under 1976 sizing criteria that didn't take into account any long term acceptance rate. The drainfield area was determined by the old formula of A = sq. root of 30 * 650 and was not increased by 33% for the bed configuration shown on the site plan. If 750 square feet of absorption area was actually installed and that area is loaded at the design flow rate of 650 gallons per day, the system would be loaded at a rate of .86 gallons per square foot per day, something sandy soils might handle. If there are actually four bedrooms anticipated as stated on the application then the system, if used at a design flow capacity of 900 gallons per day would be loaded at a rate of 1.2 gallons per square foot per day which is in my opinion, too aggressive unless the soils are reclassified in the drainfield area as predominantly sand with coarser particle sizes as we would expect to see in a mound design sand bed. It would be my recommendation to the owner to consider replacing the 32 year old system with a new system based on 2008 sizing criteria. Looking at an aerial photo, it appears there may be about 3,200 square feet of area toward Fender Lane to the south and slightly east toward Elk Range Dr. depending on the existing drain field location. There may be an opportunity to place a bull valve on a line to a new drainfield which would allow the old field to be used as an emergency backup in the event a new drainfield failed due to excessive hydraulic loading. I would think this option would prove more valuable than installing a new tank and connecting it to a potentially undersized drainfield. We would require more detailed soils investigations and an additional fee of $200 to issue a new installation permit after reviewing your design. Bobby would get the permit and install what we approved and you'd certify the system as usual. Here are your other options: Replace the tank with a 1,250 gallon tank as proposed and connect the tank to the 32 year old drainfield. This can be done if the owner provides written documentation that he understands that any addition of bedroom capacity would require an alteration to the existing drainfield. This also assumes that the new owner's upgrades do not involve activities that would increase bedroom capacity according to our building division. If the existing drainfield fails, the public health risk associated with surfaced wastewater would require immediate abatement of the nuisance and replacement of the existing field with a new one. As you know, this sort of event typically occurs around Christmas. Another option is to leave it alone and hope it works OK. In this case, we'd send the check back to Bobby and life goes on until failure and then we're back to system replacement at some point in the future. Another option would be to have you evaluate the soil horizons and conclude that the soils are in fact sandy gravel and can handle the flows from a four bedroom residence via the existing drain field. In that case, we can issue the permit to replace the tank and you can certify the installation with no additional fees necessary. A new homeowner bought the property and is upgrading. The drain field is pipe and gravel and has two observation pipes - visible and dry. The OWS has not been used in two years. The drain field looks good, the tank is old- but intact and working - although I would like to replace, and the homeowner has agreed. The house is a 3-bedroom, although I would like to propose a 1250-gallon tank with filter to serve house. I rarely do just the 1000-gallon tanks. Just checking before I prepare documents.
