2. This permit is valid only for connection to structures which have fully complied with County Zoning and
building requirements. Connection to or use with any dwelling or structures not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal
system in a manner which involves a knowing and material variation from the terms or specifications con-

Dear Mr. MacKenzie:
This letter will confirm our conversation on March 28, 1985.
The yard hydrant with stop and waste valve,that is located
within a few feet of your evapotranspiration system, is not a good
situation and may or could cause contamination of the Aspen Mesa
Estates public water supply system.
This hydrant location is in violation of the Colorado Cross
Connection Control Regulations and must be removed from its present
location. The connection where the hydrant was taped onto the
supply line should be encased in concrete.
Eagle County Individual Sewage Disposal Regulations require
all water supply lines to be at least 10 feet from any lined
evapotranspiration drain field.
The original plans for your sewage disposal system are enclosed
and clearly show the evapotranspiration bed to be at least 20 feet
away from the water supply line and the plans also show no yard
hydrant. In addition, the air vents on your evaporation bed have
been removed. This removal of the air vents will adversely
effect the evaporation rate and could lead to saturation of the
area with possible overflow of waste water onto the adjoining
well site property.

RE: Inspection Report
Dear Mr. and Mrs. Mackensie,
On June 21, 1988, I met with Mr. Mackensie and inspected the
on site evapotranspiration sewage disposal system serving your
residence. The evapotranspiration system appeared to be function-
ing satisfactorily by evidence of the following:
The grass on top of the evapotranspiration field was mowed and
damp.
The side slopes were dry with no apparent leakage along the
side slopes.
Note: I could not determine if the liner has been broken.
Although the sewage disposal system appears to be functioning
satisfactorily at this time, the following deviations from the approved
plans were noted and must be corrected.
Within 30 days:
The air vents have been capped (closed). The approved plans
require air vents with rain hoods. If rain hoods are not
available, T's can be used to top the air vents.
Within 60 days:
The electric motor used to aerate the treatment plan was not
functioning. This motor must be replaced and a spare motor
should be available to minimize down time.

One gallon of liquid red sewer dye was placed directly into
the leach field and diluted with approximately 100 gallons of
clear water. Any surfacing of the red dye around the evapotrans-
piration field or in the Aspen Meas well filter bank should be
reported to this office. I have enclosed copies of recent bacter-
iological samples. A follow-up inspection is scheduled for
July 21, 1988, at 3:00 p.m.

The purpose of this letter is to inform you that I have made
arrangements with Mr. Mackensie to inspect his individual sewage
disposal system on June 21, 1988, at 3:00 p.m. Therefore, the
administrative hearing scheduled for June 27, 1988, will be post-
poned until further notice.
The June 21, 1988, meeting with Mr. Mackensie will be the initial
step in establishing an on going inspection and monitoring program.
All correspondence concerning this issue will be copied to the Aspen
Mesa Homeowners Association and signifiant findings to the Colorado
Department of Health, Water Quality Control Division.

Dear Mrs. MacKenzie,
As you are aware, the Aspen Mesa Homeowner's Association is concerned
over recent water sample results for well #1. The Homeowner's Association
has requested that a representative of this office re -inspect your individual
sewage disposal system. The purpose of the re -inspection is to assure that
the system is operating properly and has been maintained in accordance with
the approved plans and specifications. A review of any maintenance or repair
records would also be helpful. In addition, I would like to do a dye test.
A dye test may help us determine if your evapotranspiration system is
functioning properly.
Please contact me as soon as possible to arrange the dye test and review
of maintenance records. Additional site inspections will be necessary this
spring. I will be available, at your convenience, anytime between 9:00 a.m.
and 6:00 p.m. Monday through Friday. If I do not hear from you by 5:00 p.m.
on Friday, March 25, 1988, this matter will be scheduled for an administrative
hearing before the Eagle County Board of Health.
This action is necessary to assure protection of the public water supply.

your Association's wells.

2) There shall be a minimum of 10 inches of ground
cover over the gravel fill.
3) An absorption field shall follow approximately
the ground surface contours so that variation
in absorption field depth will be minimized.
4) There shall be a minimum of 6 feet (horizontal
measurement) of undisturbed earth between
adjacent absorption field trenches and between
the septic tank or other treatment unit and the
nearest absorption field.
EVAPOTRANSPIRATION DISPOSAL OF EFFLUENT
An evapotranspiration system may be used exclusively
or in combination with a soil absorption system.
1) An evapotranspiration system shall be designed
by a Registered Professional Engineer who shall
furnish design data for a complete review of
the design.
2) Data to be furnished shall include, but shall
not be limited to: liner material and bedding,
properties of the soil in the
evapotranspiration bed, and provision for
vegetation cover.
3) When high groundwater table, bedrock, fractured
rock, or highly pervious material (percolation
faster than 5 MPI) endangers the underground
"water, a durable and impermeable liner shall be
installed in the bed to prevent the sewage
effluent from entering the underlying formation
or groundwater table.
4) An evapotranspiration system shall be located
in an area where there is exposure to sunshine.
5) The system bed shall be crowned and covered
with a minimum of 4 inches of selected backfill
material and with a vegetation cover.
6) Bed area shall be protected to prevent damage
from vehicular or pedestrian travel. The
ground surface shall be graded to deflect
precipitation and other outside water away from
the disposal area.

4.08.07 SAND FILTER
1) The filtering material shall be clean, coarse
sand, all passing a screen having four (4)
meshes to the inch. The sand shall have an
effective size between 0.25 and 0.6 mm. The
uniformity coefficient shall be 4.0 or less.
2) The sand shall be at least 2 feet deep. The
distributors and underdrain, if required by the
Eagle County Board of Health, shall be
surrounded by coarse screened gravel or crushed
stone. All of the gravel or stone shall pass a
2-1/2 inch screen and shall be retained on a
3/4 inch screen. Fine gravel 1/4 inch size or
less may be used above and around the coarse
material, both at the distributor and
underdrains. The separating distance between
parallel distribution lines shall not exceed 6
feet , and a distribution line shall be located
within 3 feet of each filter sidewall. Pipe
for gravity distribution shall be no less than
4 inches in diameter. The slope of the
distributors shall be 0.4 percent where dosing
tanks are not used, and the slope of the
underdrains 0.5 to 1.0 percent. It is required
that the sand be thoroughly settled by flooding
or other means before the distributors are
placed at the final grade. The distributor and
underdrains may be of agricultural tile, or
bell and spigot pipe, or perforated pipe. The
top of the sand bed shall be no less than 4
feet above the high groundwater table for
installations in which -effluent percolates
downward through the soil.
3) The minimum area for a sand filter shall be
computed as a function of the maximum daily
sewage flow according to the following table:

Although ET systems may be used where the application of subsurface dis-
posal systems is limited, they are not without limitations. As with
other disposal methods that require area -intensive construction, the use
of ET systems can be constrained by limited land availability and site
topography. Based on experience to date with ET dis�osal for year- ound
single-family homes, approximately 4,000 to 6,000 ft (370 to 560 m) of
available land is typically required. The maximum slope at which an ET
system is applicable has not been established, but use on slopes greater
than 15% may be possible if terracing, serial distribution, and other
appropriate design features are incorporated.
By far the most significant constraint on the use of ET systems is cli-
matic conditions. The evaporation rate is controlled primarily by cli-
matic factors such as precipitation, wind speed, humidity, solar radia-
tion, and temperature. Recent studies indicate that essentially all of
the precipitation that falls on an ET bed infiltrates into the bed and
becomes part of the hydraulic load that requires evaporation (33)(34)
(37). Provisions for long-term storage of effluent and precipitation in
ET systems during periods of negative net evaporation, and for subse-
quent evaporation during periods of positive net evaporation, are expen-
sive. Thus, the year -around use of nondischarging ET systems appears to
be feasible only in the arid and semiarid portions of the western and
southwestern United States where evaporation exceeds precipitation dur-
ing every month of operation, so that long-term storage capacity is not

required. ET systems for summer homes may be feasible in the more tem-
perate parts of the country. For ETA systems, the range of applicabil-
ity is less well defined, but the soils must be capable of accepting all
of the influent wastewater if net evaporation is zero for any signifi-
cant periods` of the year.
In addition to climate and site conditions, the characteristics of
wastewater discharged to an onsite disposal system may affect its appli-
cation. For ET disposal, pretreatment to remove settleable and float -
able solids is necessary to prevent physical clogging of the wastewater
distribution piping. The relative advantages of aerobic versus septic
tank pretreatment for ET and ETA systems have been discussed in the
literature (33)(35)(37)(38). Although each method has been supported by
some researchers, reports of well -documented, controlled studies indi-
cate that septic tank pretreatment is adequate (33)(34)(37).
7.3.2.4 Factors Affecting Performance
The following factors affect the performance of ET and ETA systems:
1. Cl imate
2. Hydraulic loading
3. Sand capillary rise characteristics
4. Depth of free water surface in the bed
5. Cover soil and vegetation
6. Construction techniques
7. Salt accumulation (ET only)
8. Soil permeability (ETA only)
As noted previously, climate has a significant effect on the application
and performance of ET and ETA systems. Solar radiation, temperature,
humidity, wind speed, and precipitation all influence performance. Since
these parameters fluctuate from day to day, season to season, and year
to year, evaporation rates also vary substantially. To insure adequate
overall performance, these fluctuations must be considered in the
design.
The hydraulic loading rate of an ET bed affects performance. Too high a
loading rate results in discharge from the bed; too low a loading rate
results in a lower gravity (standing) water level in the bed and ineffi-
cient utilization. Several researchers noted decreased evaporation
rates with decreased water levels (33)(34)(35). This problem can be
overcome by sectional construction in level areas to maximize the water
level in a portion of the bed, and by serial distribution for sloping
sites.

total. Past work has shown hat actual evaporation from an ET system is
approximately the same s t measured pan evaporation rate in winter
(33). Summer rates are `ipp )ximately 70% of the measured pan evapora-
tion rates in this area, excessive evaporation potential more than
offsets this condition. Therefore, the design is based on pan evapora-
tion (in./day) minus precipitation (in./day). In this example,
(0.07 in./day) - (0.01 in./day) = 0.06 in./day
This equates to a rate of 0.04 gpd/ft2.
In this example, then, the required area for the ET bed is finally cal-
cul ated:
180 gpd = 4,500 ft2
0.04 gpd/ft
To allow a factor of safety, the size could be increased to as much as
7,500 ft2 based on 75 gpcd. A more realistic size would be 5,000 to
6,000 ft2, which would insure no overflows. If water conservation is
practiced, direct significant savings in size and costs could be
achieved.
7.3.2.6 Construction Features
A typical ET bed installation was shown previously in Figure 7-35.
Characteristics of an ETA bed are identical except that the liner is
omitted. Limited data are available on optimum construction features
for ET and ETA disposal units. The following construction features are
desirable:
1. Synthetic liners should have a thickness of at least 10 mil; it
may be preferable to use a double thickness of liner material
so that the seams can be staggered if seams are unavoidable.
2. Synthetic liners should be cushioned on both sides with layers
of sand at least 2 in. (5 cm) thick to prevent puncturing dur-
ing construction.
3. Surface runoff from adjacent areas should be diverted around
the system by berms or drainage swales.

% 4. Crushed stone or gravel placed around the distribution pipes
should be 3/4 to 2-1/2 in. (2 to 6 cm).
5. Filter cloth or equivalent should be used on top of the rock or
gravel to prevent sand from settling into the aggregate, thus
reducing the void capacity.
6. Care should be exercised in assembling the perforated distri-
bution pipes (4 in. [10 cm]) to prevent pipe glues and solvents
from contacting the synthetic liner.
7. The bed surface should be sloped for positive drainage.
8. A relatively porous topsoil, such as loamy sand or sandy loam,
should be used if required to support vegetation to prevent
erosion, or to make the appearance more acceptable.
9. The bed should be located in conformance with local code re-
quirements.
10. Construction techniques described previously for subsurface
disposal systems, where soil permeability may be decreased by
\poor construction practices, should ybe used for ETA systems
(39)(40)(41).
7.3.2.7 Operation and Maintenance
Routine operation and maintenance of an ET or ETA disposal unit consists
only of typical yard maintenance activities such as vegetation trimming.
Pretreatment units and appurtenances require maintenance as described in
Chapter 8. Unscheduled maintenance requirements are rare, and stem
mainly from poor operating practices such as failure to pump out septic
tank solids.
7.3.2.8 Considerations for Multi -Home and Commercial
Wastewaters
ET systems may be applicable to small housing clusters and commer-
cial/institutional establishments, but large area requirements may limit
their practicality. Adjustments in the type of pretreatment used may be
required depending on the wastewater characteristics. For example, a
grease trap is normally required prior to septic tank or aerobic treat-
ment of restaurant wastewater disposed of in an ET system.

Site History
The site consists of approximately 1.2 acres of native soils located on Missouri Heights above El Jebel,
CU. Approximately 25 years ago (1979), a single family residence was constructed on the property. The
present owners, David and Janet Boyle, purchased the property from. the original owner in 1989. The
existing residence is served by an individual sewage disposal system (ISDS). Although no as -built
records are available to document construction of the ISDS, it appears the existing ISDS is the original
system designed to serve the residence. The existing ISDS consists of a septic tank and associated
aeration pump and chamber. Septic effluent is discharged to a mound absorption field for subsequent
subsurface absorption. The residence and septic tank/aeration system were constructed up -slope from the
absorption field allowing gravity discharge of septic effluent to the mound absorption field.
The existing residence was remodeled in early 2004. As part of the building pennit application process
for the remodel, it was discovered the required 1 00'separation between the absoxl)tion area apd a
domestic water well on the adjoining property was not maintained. The domestic water well in question
has served the surrounding subdivision for the past several decades. To address the setback deficiency,
Eagle County officials requested the owners obtain the services of a licensed professional engineer to
inspect the site and devise a remedy for the problem.

Site investigation
The site was inspected by Mr. Tom A. Cronk, registered professional engineer {�?.P.>r.j, on August 1,
2004. The existing ISDS, including the septic tank, aeration chamber, and mound absorption fold, were
readily discernable on the property. The surrounding subdivision's domestic water well was also
observed on the adjoining property. For reasons unrelated to activities on the subject property, the
domestic water well in question had been abandoned in mid-2004_ The abandoned well was replaced
with a newly drilled domestic water well located in excess of 100, feet from the ISDS absorption field.
Asa result, the setback violation discussed above has been resolved.
During the 08/01/04 site inspection, the owners disclosed to Mr. C.ronk that the, ISDS aeration system
was inoperative and had been inoperative since they purchased the home in 1959. The 08;01/04 site
inspection did not reveal any apparent problems with the existing ISDS. The owners stated the system
has always worked properly with respect to sewage drainage from the residence and has never given
them any problms. No evidence of leakage or surface discharge of septic effluent was observed by Mr_
Cronk at or in the vicinity of the septic tank manholes or absorption. field mound. Additionally, no threat
to environmental or public health was made apparent by required water duality testing of domestic water
from the surrounding subdivision water well evert though the now -abandoned well did not meet setback
requirements:
Results and„ G nclusioni
The above referenced site inspection and site history as related by the present ow.ers did Dot discl<>se
any problems or threats to public health associated with the functioning of the existing ISDS-
Additionally, the absence of any public health threats disclosed by water quality testing of the nearby
subdivision domestic water well over the past several decades lends further support to the adequacy of
the existing ISDS. It is therefore the conclusion of this report that the existing ISDS, as functioning in
the absence of the aeration system, is adequate to treat sewage discharge from the existing residence in a
manner consistent with the protection. of public health and the environment.
