PD-348-95-S WHEREAS, on or about -January 19. 1995 ,the County of Eagle, State of Colorado, accepted for filing an application submitted by Colorado Pacific Construction (hereinafter "Applicant") for approval of the Planned Unit Development Sketch Plan for -Lone Pine Estates ~ File No. PD-348-95-5 ;and, WHEREAS, the Applicant requested the approval of a Planned Unit Development (PUD) Sketch Plan which would allow for the development as follows: 120 multi-family dwellings units in five buildings on the existing 5.26 acre Lone Pine Trailer Park site including a 9,000 sq ft. community building containing a manager's office, community center and day caze. The density is 22.8 dwelling units per acre. The units are configured astwo-bedrooms with two baths and there are 24 units to a building. ~ The amount of pazking calculates to 2.7 spaces per unit which is 0.2 spaces above the ~ standard minimum required, 80% of which are beneath each structure. Fisher ~:agle County Clerk ~ N,ecorder U.UU WHEREAS, at its public hearings held March 6 & April 17. 1996 ,the Planning Commission, based upon its findings, recommended denial of the proposed PUD Sketch Plan; and WHEREAS, at its regular hearing of Apri130. 1996 ,the Eagle County Board of Commissioners (hereinafter "Board"), considered the PUD Sketch Plan, associated plans, and the statements and concerns of the Applicant, the Eagle County Community Development and Engineering staff, and other interested persons. BASED ON THE EVIDENCE BEFORE IT, and with the modifications imposed by the conditions hereinafter described, THE BOARD FINDS AS FOLLOWS: 1. The proposed Sketch Plan is not in conformance with the Master Plan; to the extent applicable, with the Edwards Sub-Area Plan ;and with policies, guidelines, zoning and other applicable regulations. Furthermore, the resulting development will be inconsistent with the Master Plan objectives. Specifically with regard to the Master Plan, the Board further finds the development of this project as proposed: _ a. does not have a full range of public services available. b. does not have a significant economic determinant to Edwards and to the County generally. c. does not minimize negative effects on the social and natural environment. d. is not capable of being phased in order to address current and anticipated market conditions. 2. The land included in the proposed Sketch Plan is not suitable for subdivision. 3. Comments and recommendations from the agencies listed in Eagle County Land Use Regulations, Section 2.17.02(1), have been considered. 4. The evidence shows that access which is capable of servicing the development from the state highway system to the parcel of land proposed for subdivision can be built by the Applicant.
