Sincerely, Terri Vroman Administrative Technician IV cc:OWTS permit folder July 19, 2014 Project No. 1038 Shelly Gross 122 Crown Mountain Drive Basalt, CO 81621 Septic Tank and Pump Replacement 4-Bedroom Residence 122 Crown Mountain Drive Eagle County, Colorado Shelly, ALL SERVICE septic, LLC was contacted on July 15, 2014 to evaluate the condition of a badly deteriorating baffle in the existing septic tank that serves the residence on the subject property. B&R Septic personnel pumped the septic tank and discovered the deterioration. The pump in the septic tank was also not functional during this visit. On July 18, 2014, Valley Precast personnel ran some trouble-shooting on the pump and have determined it cannot be repaired. EXISTING CONDITIONS The existing OWTS consists of a 1500-gallon, three compartment Front Range Precast septic tank with an effluent filter in the second compartment and pump on a block in the third compartment. Effluent is pressure dosed to four gravelless chamber trenches, each consisting of 18 ‘Quick 4’ Infiltrator® chambers in each row. Photos of baffle deterioration, July 15, 2014 Page 2 DESIGN SPECIFICATIONS With the existing septic tank out of warranty, we recommend the existing septic tank be properly abandoned by removing as much waste as possible, breaking the bottom of the tank, collapsing the sides of the tank, and filling remaining voids with gravel, sand, or compacted soil. A new, 1500-gallon, two-compartment septic tank with an Orenco® Biotube pump vault and PF 3005 pump must be installed adjacent to the existing septic tank. We recommend using a Valley Precast septic tank; however, other manufacturers will be considered. ADDITIONAL CONSIDERATIONS An un-heated pool was constructed to the south of the residence after installation of the existing OWTS. There may have been truck traffic over the pump line and chamber trenches during this construction. We recommend excavation of the pump line to assure it is in-tact and there has been no settling that could lead to freezing in the future. We also recommend excavation of the manifold to assure it is level and receiving water from the pump line. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Eagle County On-Site Wastewater Treatment System Regulations, the OWTS Permit provided by Eagle County Environmental Health Department, and this design. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed are of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be plated over the area. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating absorption systems, and any other components needing maintenance. Geo-fabrics or plastics should not be used over the absorption area. No heavy equipment, machinery, or materials should be placed on backfilled absorption area. Livestock should not graze on the absorption area. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. Page 3 ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes must be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OW TS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The contractor should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Bear Creek Construction installed the septic tank. The existing Front Range Precast septic tank was properly abandoned. The installation included a new 1500-gallon, two-compartment Valley Precast concrete septic tank with an Orenco® Biotube pump vault and a PF3005 pump. The tank had already been backfilled at the time of the observation; however, the installer provided a detailed letter and photographs of the installation, enclosed. There is an effluent filter inside the second compartment of the septic tank. This filter must be cleaned annually, or as needed. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OW TS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. As you reported, the partitions in the original tank had failed which led to the eventual failure of the discharge pump. We began the replacement project by digging up and exposing the inlet line to the tank we then cut the line approximately 4 feet upstream of the tank and placed a 55 gallon barrel under the line to catch any discharge. B&R then came and pumped the tank till empty. We removed the risers and lids and disconnected the electrical feed and discharge line. We then collapsed the tank lid and partitions into the tank. We cut a hole in the bottom of the west tank wall to allow future drainage. We added road base over the demolished tank and used a jumping jack and water to achieve good compaction. We then dug the new tank pad directly west and adjacent to the previous tank. Pad was constructed per the specifications given by Valley precast. We placed 8” of road base for the tank pad and compacted the pad using a plate compactor and water. Pad elevation was set to allow for 4” of fall from the drain line to the tank. The distance was approximately 10 feet giving us slope exceeding .25” per foot. The tank was delivered by Valley precast who check the pad and then placed the tank. The tank was checked and found to be level. We then installed 4” schedule 40 drain pipe to connect the drain line to the tank. The line was placed on and backfilled with road base. Caution tape was laid on top of line should any future excavation take place. We then pumped the collection barrel into the first chamber of the tank and removed it. The baffle was installed and the risers were set and sealed with silicone caulk. Valley installed the riser to the second tank and installed the strainer and discharge pump. P.O. The discharge end was left open so we could evaluate the condition of the existing line leading to the drain field. We excavated the discharge line from the riser to the manifold and measured the elevations of each point. The discharge line was only 2” below the manifold connection which was roughly 50 feet away. With that low of slope, we had concerns that the water may not drain back to the tank. We consulted with Carla and raised the discharge so that water would instead drain to the field. We measured the difference in elevation and found we had 22” of fall in 50 feet. Road base was placed and compacted and we installed a new 2” schedule 40 line from the riser to the manifold. The line was then covered with road base and buried. Grading was then completed along with irrigation repairs. Top soil was raked in and area was seeded with Pitkin County Pasture mix. The location of the new tank is 19 feet from edge of asphalt and 28’ from the corner of the house. The manifold connection is approximately 3’ off the edge of asphalt and 18’ south of the monitoring well in the field. While all this work was documented with photographs, they were lost this morning in the download process. We are still trying to retrieve them but fear they are forever lost.
