Since a pump will eventually be installed in the third compartment, it is anticipated that electrical conduit and wiring will be installed at this time so that an alarm can be installed as required in Regulation 43.12 (D. 9.). The new tank must be at least five feet from the occupied structure. It will be the responsibility of All Service Septic to communicate directly with the installer about any special installation techniques necessary to overcome potential frost line and wet soil conditions. Certification of proper installation by All Service Septic indicating that these instructions were strictly followed along with any photos and a site plan showing the exact location of the center of the tank lids is required prior to the use of the vault. The second phase of construction will be authorized by an amendment to this OWTS Permit when a replacement soil treatment area is designed, reviewed and approved by Eagle County Environmental Health. The original system that this OWTS Permit replaces was permitted under ISDS #908. System consists of the aforementioned tank and 5,500 square feet of soil treatment area credit via 2,750 lineal feet of dispersal pipe arranged in 6 zones that will receive alternating doses of effluent. Each zone consists of 7, 66 foot long laterals with 1/4 inch holes drilled in the 6 o'clock position every 8 inches buried between 12 and 30 inches deep. It is recommended to install the laterals as shallow as allowed by the engineer in order to have the effluent within oxygenated soil horizons to enhance treatment. Due to the soil types present on the site and the timing of installation during winter months, it will be necessary for the installer and the design engineer to discuss best installation practices to avoid smearing of the soil treatment area during installation. Do not install if soils are wet or frozen. Contact the design engineer to conduct all inspections necessary to certify the installation and to prepare the as-built drawing. System certification along with the as-built drawing and photos are required to be received and approved by Eagle County Environmental Health prior to the use of the system. The original system that this OWTS Permit replaces was permitted under ISDS #908. It is recommended to clearly identify the location of the effluent line of the old system for easy access in the future should the old field need to be used as a contingency. Please provide additional calculations regarding the volume within pipes, including the ADV going from the pump to the ADV as well as from the ADV to the laterals up to where the perforated pipes begin so we can know the total volumes of both the solid and perforated pipes in order to demonstrate conformance with the CPOW guidance document. This will help verify the pump that has been specified and whether the gpm and volume delivered should be from a 30 or 50 gpm pump. As I understand it, the PF5005 would deliver 50 gpm when the design anticipates 36 gpm. According to the CPOW guidance document, the inspection portals should have 1/8" to 1/4" drilled holes for air relief. Vent holes above ground should be screened to prevent flying insect entry into the STA. Please indicate what installation techniques will be utilized to avoid soil smearing during site disturbance and trenching to verify that criteria #3 in CPOW guidance document is met. At one point, we were discussing the installation of a ball valve in the effluent line that would be connected to the old field to allow accessibility to the old field as a contingency in the future. What are your current thoughts on this. I think it would be wise to try and find a way to do the connection but the issue would be if it is appropriate to use the pump should the old field is placed into service. The layout is shown to protrude into an easement and appears to not conform with the 10' property line setback. Please remark about purpose of the easement and whether the holder of the easement is amenable to encroaching into it. Don and his wife just moved back into the house and are currently using the new tank as a vault. The pump is OFF and the alarm is ON. Don also decided to reconnect the existing field as an emergency alternative, as you had suggested, and added valves to the lines coming out of the tank. The dirt excavated to run the pump line to the existing field was very dry. He is going to start excavation of the pump line to the ADV location and see how the soils look. The property is located outside of Basalt, in an area where OW TSs and wells are necessary. SITE CONDITIONS A 5-bedroom, single-family residence presently exists and is utilizing an existing OWTS. The existing 1250-gallon poly tank is leaking at the gasket between the tank and the outgoing sewer pipe. The soil treatment area (STA) is experiencing saturated conditions. The property is relatively flat, sloping slightly to the north toward the Roaring Fork River. The area of the proposed STA is in a yard with irrigated grass. There is a shallow irrigation ditch that runs through the property. This ditch will be abandoned. The residence is served by a shared well, located on a neighboring property. This well is located greater than 100-feet from the proposed STA. SUBSURFACE The subsurface was investigated on December 19, 2014 by digging two soil profile test pit excavations (Test Pits). Visual and tactile soil analysis was completed by Carla Ostberg at the time of excavation.1 The materials encountered in the Test Pit #1 consisted of dark brown, firm, moist, sandy clay loam to a maximum depth explored of 8.0-feet. The soils have a granular structure shape, a moderate structure grade, and friable consistence. No bedrock or groundwater was encountered. The materials encountered in Test Pit #2 consisted of dark brown, firm, moist, sandy clay loam to a maximum depth explored of 6.0-feet. The soils have a granular structure shape, a moderate structure grade, and friable consistence. No bedrock or groundwater was encountered. Page 2 A long term acceptance rate (LTAR) of 0.3 gallons per square foot, will be used to design the OWTS, in accordance with Table 10-1 Soil Type 1 presented in the Eagle County On-Site Wastewater Treatment System Regulations, adopted May 13, 2014. Test Pits observed December 19, 2014 Test Pit #1 Test Pit #2 Page 3 DESIGN SPECIFICATIONS The existing 1250-gallon poly septic tank will be removed and existing STA will be abandoned in place. The OWTS design is based on 5-bedrooms. A Non-Pressurized Drip Dispersal System (NDDS) has been designed per criteria outlined in Colorado Professionals in Onsite Wastewater (CPOW Guidelines for the Design and Installation of NDDS, Revised December 11, 2014. Design Calculations: Wastewater Flow = Q = 75 gal/day x 2 people/bedroom x 5 Bedrooms = 750 gal/day Q / LTAR 750 / 0.3 = 2500 SF x 2.2 Size Adjustment Factor = 5500 SF 5500 SF / 2 = 2750 lineal feet of drip dispersal pipe The system installation will include a new 1500-gallon, three-compartment Valley Precast concrete septic tank with an Orenco® Biotube Pump Vault and Orenco® PF5005 pump or equivalent pump that is able to achieve 37 gallons per minute and 41 feet of total dynamic head. The NDDS system has been designed to completely fill 25% - 50% of the distribution laterals in each zone each pump cycle. Calculations are as follows: 1.5-inch Schedule 40 pump transport line to ADV = 127’ x .106 gal/foot = 13.46 gallons 1.5-inch Schedule 40 pipe from ADV to manifold = 91’ x .106 gal/foot = 9.65 gallons 2.0-inch Schedule 40 manifold = 12’ x .174 gal/foot = 2.1 gallons 2.0-inch Schedule 40 laterals (7 laterals, 20-feet long) = 140’ x .174 gal/foot = 24.36 gallons 13.46 + 9.65 + 2.1 + 24.36 = 49.57 gallons needed to “completely fill” pipes. The pump floats will be set to dose 100-gallons. Total drain back from the pump transport line will be 13.46 gallons, leaving 86.54 gallons entering the field each pump cycle. Effluent will be pumped through a 1.5-inch diameter transport line to a Model 6606 Automatic Distributing Valve (ADV), which must remain accessible from grade, and then to six new NDDS zones. An air relief valve must be placed at the high point on the 1 ½-inch diameter line from the tank to the ADV. Each zone will consist of a 2-inch diameter manifold and seven 2-inch distribution laterals 66-feet long. Laterals must be installed with a trencher, with each line 2-feet on center. Laterals must have ¼-inch orifice holes at 6 o’clock, 8-inches on center. Dispersal laterals must be installed a minimum 12-inches and maximum 30-inches deep. An inspection port, connected to the distal end of one lateral in each zone must be installed. The inspection port shall extend at least 12” above grade, or may be left “below grade” if placed into a protective accessible cover flush to grade. The ports shall include a 1/8-1/4” drilled hole, for an air release. The control panel for the pump must be placed within line of sight of the septic tank. The filter in the Biotube pump vault must be cleaned annually, or as needed. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Eagle County On-Site Wastewater Treatment System Regulations, the OWTS Permit provided by Eagle County Environmental Health Department, and this design. Page 4 REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed are of the STA installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be plated over the area. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. Irrigation should be discontinued once vegetation over the STA is established. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo-fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on the backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. Page 5 LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The contractor should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. NDDS are typically used in clay soils with poor percolation rates by providing appropriate effluent distribution for absorption with incidental evapotranspiration. The Office of the State Engineer in a letter dated July 31, 1995, indicated that “it complies with the statutory requirement of returning the effluent to the stream system in which the well is located.” NDDS utilize small diameter dispersal pipe (typically 2”) with ¼ inch orifices placed at the “6 o’clock” position, spaced at 8” on center. Laterals are installed by using a “trencher” to install shallow (12” to 30” deep) trenches, at two feet on center. A typical trench width is 8”. Laterals within each zone are placed level, from the proximal to the distal ends, and within the zone. Laterals are connected at the proximal ends by a zone manifold. A typical NDDS system is comprised of multiple zones, with the effluent to each supplied from a main manifold, which distributes effluent from the pumped supply line. In developing these guidelines, the CPOW NDDS Committee (Committee) decided to adopt much of the historic design criteria which had a history of successful function. The Committee developed more explicit requirements for soils and separation to a limiting condition. To keep sizing similar to previous systems, the Committee used the sizing formula in Section 43.10.C.4 of CDPHE OWTS Regulation #43, and included an “adjustment factor” of 2.15. The adjustment factor was calculated by comparing sizes determined using the previous formula with sizes from the sizing formula in Section 43.10 C.4 of Regulation #43. 2.0 DIAGRAMS The attached diagrams illustrate a typical NDDS system . 3.0 CDPHE OWTS REGULATION #43 Colorado Department of Public Health and Environment Water Quality Control Commission Onsite Wastewater Treatment System Regulation #43 does not include specific requirements for NDDS. However, CDPHE has confirmed that the NDDS falls within the requirements of Section 43.12(B) for Evapotranspiration and Evapotranspiration/Absorption Systems in Regulation #43 and concurs that local public health agencies may approve designs of NDDS that follow the criteria set forth within this document. 1 4.0 DESIGN AND INSTALLATION STANDARDS The following design and installation standards will apply to NDDS: 1) NDDS shall be designed by a Colorado Registered Professional Engineer. 2) Trenches shall be excavated into undisturbed soils, unless installed in suitable fill material as described below. 3) Trenching shall not occur when soils are wet enough for the soils to smear. In terms of moisture content, this can be considered to be at or above the “plastic limit” for the soils. 4) Trenching shall be done with a trencher, unless otherwise specified in the engineer design and approved by the local public health agency. Examples of where excavation with a backhoe would include, but not be limited to: slopes exceeding 12% and soils with cobbles. 5) Trenches shall be spaced at 2 feet center to center, and shall be 8 inches wide, unless otherwise specified in the engineer design and approved by the local public health agency. 6) Laterals installed within the trenches shall be 2 inches in diameter, schedule 40 PVC shall be used 7) Lateral orifices shall be ¼ inch, at 8” on center, in the six o’clock position. 8) Trench depth shall not exceed thirty (30) inches and trench length shall not exceed one hundred (100) feet. The trench bottom shall be level ± two (2) inches. 9) NDDS shall be dosed 10) Options for effluent distribution include: a) Manual Rotation using 2-inch or similar ball valves b) Automated Rotation using an automatic distributing valve (ADV) 11) Dose Volume: NDDS using manual rotation: a) The dose volume shall be sufficient to completely fill the following pipe components: i) the supply line from the pump to the first primary manifold, ii) the primary manifold, iii) the supply lines from the primary manifold to the zone manifolds, iv) the zone manifolds b) The dose volume shall be sufficient to fill the following pipe components to 25-50% of capacity: i) Perforated distribution laterals 12) Dose Volume-NDDS using an ADV: a) The dose volume shall be sufficient to completely fill the following pipe components: i) The supply line from the pump to the ADV ii) The supply line from the ADV to the zone manifolds iii) the zone manifolds b) The dose volume shall be sufficient to fill the following pipe components to 25-50% of capacity: i) perforated distribution laterals. 13) The NDDS shall include an “air relief valve” or “snifter” to allow the system to gravity drain back to the tank and into the distribution system, once the pump shuts off. Where the supply line from the pump runs “uphill” to the primary manifold or an ADV, the valve shall be located at the high point in the supply line. Where the supply line from the pump runs 2 downhill to the primary manifold or ADV, the valve shall be located inside the tank, to prevent siphoning of effluent from the tank to the supply line. 14) An inspection port, connected to the distal end of one lateral in each zone shall be installed. The inspection port shall extend at least 12” above grade, or may be left “below grade” if placed into a protective accessible cover flush to grade. The port shall include a 1/8-1/4” drilled hole, for an air release. 15) No irrigation shall be allowed over the soil treatment area. 16) Upon completion of the NDDS soil treatment area, the area shall be seeded. Seeding shall be done in a manner that does not damage the system. Recommendations for seed mixes can be obtained from the local Natural Resources Conservation Service and/or the county public works departments responsible for grading, erosion and sediment control permitting. 17) In observing the construction of the NDDS, the engineer or system contractor shall utilize appropriate equipment to assure that the distribution laterals are installed within the elevation tolerances of ± two (2) inches. 18) Four (4) feet of vertical separation is required to subsurface materials or limiting conditions unsuitable for treating septic tank effluent. Examples of limiting conditions include: a) Fractured media which includes granite and gneiss and weathered or decomposed facies of the same b) Coarse gravel c) Permeable and jointed materials such as sandstone and shale. d) Seasonally high groundwater table 19) For sites without suitable soils necessary to meet the required four feet of vertical separation to subsurface materials or limiting conditions unsuitable for treating septic tank effluent, the requirements of sections 4.0.1, 4.0.2 and 4.0.3 shall be followed, as applicable. 20) System Sizing shall conform to section 4.0.4. 4.0.1 Fill with Existing Soils For sites without suitable soils necessary to meet the required four feet of vertical separation to subsurface materials or limiting conditions unsuitable for treating septic tank effluent, where a minimum of six (6) inches of existing suitable soils (exclusive of topsoil) are present above the limiting condition, the design engineer shall submit a fill plan that, at a minimum, addresses the following: 1. Removal and storage of topsoil. 2. Type of fill material to be placed and manner of placement, as follows: a. Fill material shall be of similar texture to the existing soils and shall be placed to achieve a similar density as the existing material. b. Fill side-slopes shall not be steeper that 3:1 (3 horizontal to 1 vertical) c. Methods of placement, to include lift thickness and level of compaction. d. Grade of fill to assure adequate drainage of precipitation runoff. 3. Testing of fill material, to include, at a minimum, percolation testing in the fill, to verify that the permeability is similar to the existing soils, and to establish a long term acceptance rate (LTAR). 3 4. Preparation of the surface of the existing soil, prior to placement of the fill, to include, at a minimum, scarification followed by placement and compaction of the fill material. 5. Replacement of topsoil, to include, at a minimum: a. Placement prior to trenching and placement of dispersal laterals, so that native soil, fill and topsoil can be mixed. 4.0.2 Fill with Minimal Existing Soils For sites without suitable soils necessary to meet the required four feet of vertical separation to subsurface materials or limiting conditions unsuitable for treating septic effluent, where less than six (6) inches of existing suitable soils (exclusive of topsoil) are present above the limiting condition, the design engineer shall submit a fill plan that, at a minimum, addresses the following: 1. Removal and storage of topsoil. 2. Type of fill material to be placed and manner of placement, as follows: a. Fill material shall be of similar texture to soil types 2A, 3A, or 4A, from Table 10-1 in CDPHE OWTS Regulation #43. b. Fill side-slopes shall not be steeper that 3:1 (3 horizontal to 1 vertical) c. Methods of placement, to include lift thickness and level of compaction d. Grade of fill, to assure adequate drainage of precipitation runoff 3. Preparation of the surface of the existing soil or limiting condition, prior to placement of the fill, to include, at a minimum, scarification followed by placement and compaction of the fill material. 4. Replacement of topsoil, to include, at a minimum: a. Placement prior to trenching and placement of dispersal laterals, so that native soil, fill and topsoil can be mixed. 4.0.3 Fill to Address Irregular Topography Where “fill” is required due to irregular topography which does not allow maintaining the pipe depth within the 12-inch to 30-inch limits, the installation shall include fill rather than cutting to level the ground. Cutting removes vegetation and root systems which are essential to the operation of NDDS. These modifications were provided in order to more accurately associate the sizing of a NDDS under this document and Regulation 43 to the historic design criteria for this type of system. 5.0 SPECIAL REGIONAL AND LOCAL GEOLOGICAL CONDITIONS The soils analysis required in Regulation #43 is sufficient to characterize most subsurface conditions; however, for certain conditions, additional research, site evaluation and analysis are necessary. OWTS professionals need to understand the local geological conditions and how those conditions relate to the design, installation and performance of OWTS. While the standards noted in this document should address the majority of site conditions for the design of a NDDS, it is not the objective of this guidance to inform OWTS professionals how to design or review NDDS for all geological conditions in the State of Colorado. The CPOW NDDS Guidance Committee is aware that there are specific geological conditions which may require slight modifications to these design standards in order to ensure that the NDDS is properly designed. Guidance for these situations should be science based and the information provided should encompass as much technical data as necessary and to provide an avenue for consistency for designers and regulators in the future. Subsequent to a request by a few counties, CPOW has provided an example of such a document relative to the Dawson Arkose Formation located within the Denver Basin. For those OWTS professionals practicing within the Denver Basin, the Dawson Arkose information, located in Appendix A, should be carefully reviewed, understood, and applied. Figure 1, in the paper titled “Stratigraphy of the Uppermost Cretaceous and Lower Tertiary Rocks of the Denver Basin” illustrates the extent of the Dawson Arkose. Although cementation of the Dawson Arkose can vary from non- cemented to indurated, in some locations, the Dawson Arkose has the characteristics of Type 3A and 4A soils, from Table 10-1 in Regulation #43. If the Dawson Arkose is present on the site, the site evaluator shall determine whether it is suitable for the installation of NDDS, and provide a statement in the site evaluation report stating the characteristics of the Dawson Arkose that render it suitable. At a minimum, the site evaluator shall evaluate the following characteristics: 1. Whether the material is fractured and jointed 2. The cementation class of the Dawson Arkose. Using the cementation classes from the Rupture Resistance Table on page 2-50 of the Natural Resources Conservation Service Field Book for Describing and Sampling Soils, National Soils Survey Center NRCS-USDA, September, 2002 (NRCS Field Book), the following cementation classes will be considered suitable: Non-Cemented (NC), Extremely Weakly Cemented (EW), Very Weakly Cemented (VW), Weakly Cemented (W). The following cementation classes will be considered unsuitable: Moderately Cemented (M), Strongly Cemented (ST), Very Strongly Cemented (VS), Indurated (I). 3. The Dawson Arkose material within four vertical feet of the deepest infiltrative surface of the trenches. 4. The soil class from Table 10-1, as determined from the tests, as specified in Regulation #43, in order to determine the associated Long Term Acceptance Rate (LTAR). The table below summarizes characteristics 1 and 2 above. A “yes” answer to either question below means the material is unsuitable for the installation of a NDDS. The property is located outside of Basalt, in an area where OW TSs and wells are necessary. SITE CONDITIONS A 5-bedroom, single-family residence presently exists and is utilizing an existing OWTS. The existing 1250-gallon poly tank is leaking at the gasket between the tank and the outgoing sewer pipe. The soil treatment area (STA) is experiencing saturated conditions. The property is relatively flat, sloping slightly to the north toward the Roaring Fork River. The area of the proposed STA is in a yard with irrigated grass. There is a shallow irrigation ditch that runs through the property. This ditch will be abandoned. The residence is served by a shared well, located on a neighboring property. Test Pits observed December 19, 2014 Test Pit #1 Test Pit #2 Page 3 DESIGN SPECIFICATIONS The existing 1250-gallon poly septic tank will be removed and existing STA will be abandoned in place. The OWTS design is based on 5-bedrooms. A Non-Pressurized Drip Dispersal System (NDDS) has been designed per criteria outlined in Colorado Professionals in Onsite Wastewater (CPOW Guidelines for the Design and Installation of NDDS, Revised December 11, 2014. Design Calculations: Wastewater Flow = Q = 75 gal/day x 2 people/bedroom x 5 Bedrooms = 750 gal/day Q / LTAR 750 / 0.3 = 2500 SF x 2.2 Size Adjustment Factor = 5500 SF 5500 SF / 2 = 2750 lineal feet of drip dispersal pipe The system installation will include a new 1500-gallon, three-compartment Valley Precast concrete septic tank with an Orenco® Biotube Pump Vault and Orenco® PF5005 pump or equivalent pump that is able to achieve 36 gallons per minute and 32 feet of total dynamic head. The NDDS system has been designed to completely fill 25% - 50% of the distribution laterals in each zone each pump cycle; therefore, the floats should be set for a dose volume of 100 gallons. Effluent will be pumped through a 1.5-inch diameter transport line to a Model 6606 Automatic Distributing Valve (ADV), which must remain accessible from grade, and then to six new NDDS zones. An air relief valve must be placed at the high point on the 1 ½- inch diameter line from the tank to the ADV. Each zone will consist of a 2-inch diameter manifold and seven 2-inch distribution laterals 66-feet long. Laterals must be installed with a trencher, with each line 2-feet on center. Laterals must have ¼-inch orifice holes at 6 o’clock, 8-inches on center. Dispersal laterals must be installed a minimum 12-inches and maximum 30-inches deep. An inspection port must be installed at the end of at least one lateral in each zone. The control panel for the pump must be placed within line of sight of the septic tank. The filter in the Biotube pump vault must be cleaned annually, or as needed. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Eagle County On-Site Wastewater Treatment System Regulations, the OWTS Permit provided by Eagle County Environmental Health Department, and this design. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed are of the STA installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be plated over the area. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. Irrigation should be discontinued once vegetation over the STA is established. Page 4 OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo-fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on the backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The contractor should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Pump curves show the relationship between flow (gpm or L/sec) and pressure (total dynamic head, or TDH), providing a graphical representation of a pump’s optimal performance range. Pumps perform best at their nominal flow rate — the value, measured in gpm (or L/sec), expressed by the first two numerals in an Orenco pump nomenclature. NDDS are typically used in clay soils with poor percolation rates by providing appropriate effluent distribution for absorption with incidental evapotranspiration. The Office of the State Engineer in a letter dated July 31, 1995, indicated that “it complies with the statutory requirement of returning the effluent to the stream system in which the well is located.” NDDS utilize small diameter dispersal pipe (typically 2”) with ¼ inch orifices placed at the “6 o’clock” position, spaced at 8” on center. Laterals are installed by using a “trencher” to install shallow (12” to 30” deep) trenches, at two feet on center. A typical trench width is 8”. Laterals within each zone are placed level, from the proximal to the distal ends, and within the zone. Laterals are connected at the proximal ends by a zone manifold. A typical NDDS system is comprised of multiple zones, with the effluent to each supplied from a main manifold, which distributes effluent from the pumped supply line. In developing these guidelines, the CPOW NDDS Committee (Committee) decided to adopt much of the historic design criteria which had a history of successful function. The Committee developed more explicit requirements for soils and separation to a limiting condition. To keep sizing similar to previous systems, the Committee used the sizing formula in Section 43.10.C.4 of CDPHE OWTS Regulation #43, and included an “adjustment factor” of 2.15. The adjustment factor was calculated by comparing sizes determined using the previous formula with sizes from the sizing formula in Section 43.10 C.4 of Regulation #43. 2.0 DIAGRAMS The attached diagrams illustrate a typical NDDS system . 3.0 CDPHE OWTS REGULATION #43 Colorado Department of Public Health and Environment Water Quality Control Commission Onsite Wastewater Treatment System Regulation #43 does not include specific requirements for NDDS. However, CDPHE has confirmed that the NDDS falls within the requirements of Section 43.12(B) for Evapotranspiration and Evapotranspiration/Absorption Systems in Regulation #43 and concurs that local public health agencies may approve designs of NDDS that follow the criteria set forth within this document. 1 4.0 DESIGN AND INSTALLATION STANDARDS The following design and installation standards will apply to NDDS: 1) NDDS shall be designed by a Colorado Registered Professional Engineer. 2) Trenches shall be excavated into undisturbed soils, unless installed in suitable fill material as described below. 3) Trenching shall not occur when soils are wet enough for the soils to smear. In terms of moisture content, this can be considered to be at or above the “plastic limit” for the soils. 4) Trenching shall be done with a trencher, unless otherwise specified in the engineer design and approved by the local public health agency. Examples of where excavation with a backhoe would include, but not be limited to: slopes exceeding 12% and soils with cobbles. 5) Trenches shall be spaced at 2 feet center to center, and shall be 8 inches wide, unless otherwise specified in the engineer design and approved by the local public health agency. 6) Laterals installed within the trenches shall be 2 inches in diameter, schedule 40 PVC shall be used 7) Lateral orifices shall be ¼ inch, at 8” on center, in the six o’clock position. 8) Trench depth shall not exceed thirty (30) inches and trench length shall not exceed one hundred (100) feet. The trench bottom shall be level ± two (2) inches. 9) NDDS shall be dosed 10) Options for effluent distribution include: a) Manual Rotation using 2-inch or similar ball valves b) Automated Rotation using an automatic distributing valve (ADV) 11) Dose Volume: NDDS using manual rotation: a) The dose volume shall be sufficient to completely fill the following pipe components: i) the supply line from the pump to the first primary manifold, ii) the primary manifold, iii) the supply lines from the primary manifold to the zone manifolds, iv) the zone manifolds b) The dose volume shall be sufficient to fill the following pipe components to 25-50% of capacity: i) Perforated distribution laterals 12) Dose Volume-NDDS using an ADV: a) The dose volume shall be sufficient to completely fill the following pipe components: i) The supply line from the pump to the ADV ii) The supply line from the ADV to the zone manifolds iii) the zone manifolds b) The dose volume shall be sufficient to fill the following pipe components to 25-50% of capacity: i) perforated distribution laterals. 13) The NDDS shall include an “air relief valve” or “snifter” to allow the system to gravity drain back to the tank and into the distribution system, once the pump shuts off. Where the supply line from the pump runs “uphill” to the primary manifold or an ADV, the valve shall be located at the high point in the supply line. Where the supply line from the pump runs 2 downhill to the primary manifold or ADV, the valve shall be located inside the tank, to prevent siphoning of effluent from the tank to the supply line. 14) An inspection port, connected to the distal end of one lateral in each zone shall be installed. The inspection port shall extend at least 12” above grade, or may be left “below grade” if placed into a protective accessible cover flush to grade. The port shall include a 1/8-1/4” drilled hole, for an air release. 15) No irrigation shall be allowed over the soil treatment area. 16) Upon completion of the NDDS soil treatment area, the area shall be seeded. Seeding shall be done in a manner that does not damage the system. Recommendations for seed mixes can be obtained from the local Natural Resources Conservation Service and/or the county public works departments responsible for grading, erosion and sediment control permitting. 17) In observing the construction of the NDDS, the engineer or system contractor shall utilize appropriate equipment to assure that the distribution laterals are installed within the elevation tolerances of ± two (2) inches. 18) Four (4) feet of vertical separation is required to subsurface materials or limiting conditions unsuitable for treating septic tank effluent. Examples of limiting conditions include: a) Fractured media which includes granite and gneiss and weathered or decomposed facies of the same b) Coarse gravel c) Permeable and jointed materials such as sandstone and shale. d) Seasonally high groundwater table 19) For sites without suitable soils necessary to meet the required four feet of vertical separation to subsurface materials or limiting conditions unsuitable for treating septic tank effluent, the requirements of sections 4.0.1, 4.0.2 and 4.0.3 shall be followed, as applicable. 20) System Sizing shall conform to section 4.0.4. 4.0.1 Fill with Existing Soils For sites without suitable soils necessary to meet the required four feet of vertical separation to subsurface materials or limiting conditions unsuitable for treating septic tank effluent, where a minimum of six (6) inches of existing suitable soils (exclusive of topsoil) are present above the limiting condition, the design engineer shall submit a fill plan that, at a minimum, addresses the following: 1. Removal and storage of topsoil. 2. Type of fill material to be placed and manner of placement, as follows: a. Fill material shall be of similar texture to the existing soils and shall be placed to achieve a similar density as the existing material. b. Fill side-slopes shall not be steeper that 3:1 (3 horizontal to 1 vertical) c. Methods of placement, to include lift thickness and level of compaction. d. Grade of fill to assure adequate drainage of precipitation runoff. 3. Testing of fill material, to include, at a minimum, percolation testing in the fill, to verify that the permeability is similar to the existing soils, and to establish a long term acceptance rate (LTAR). 3 4. Preparation of the surface of the existing soil, prior to placement of the fill, to include, at a minimum, scarification followed by placement and compaction of the fill material. 5. Replacement of topsoil, to include, at a minimum: a. Placement prior to trenching and placement of dispersal laterals, so that native soil, fill and topsoil can be mixed. 4.0.2 Fill with Minimal Existing Soils For sites without suitable soils necessary to meet the required four feet of vertical separation to subsurface materials or limiting conditions unsuitable for treating septic effluent, where less than six (6) inches of existing suitable soils (exclusive of topsoil) are present above the limiting condition, the design engineer shall submit a fill plan that, at a minimum, addresses the following: 1. Removal and storage of topsoil. 2. Type of fill material to be placed and manner of placement, as follows: a. Fill material shall be of similar texture to soil types 2A, 3A, or 4A, from Table 10-1 in CDPHE OWTS Regulation #43. b. Fill side-slopes shall not be steeper that 3:1 (3 horizontal to 1 vertical) c. Methods of placement, to include lift thickness and level of compaction d. Grade of fill, to assure adequate drainage of precipitation runoff 3. Preparation of the surface of the existing soil or limiting condition, prior to placement of the fill, to include, at a minimum, scarification followed by placement and compaction of the fill material. 4. Replacement of topsoil, to include, at a minimum: a. Placement prior to trenching and placement of dispersal laterals, so that native soil, fill and topsoil can be mixed. 4.0.3 Fill to Address Irregular Topography Where “fill” is required due to irregular topography which does not allow maintaining the pipe depth within the 12-inch to 30-inch limits, the installation shall include fill rather than cutting to level the ground. Cutting removes vegetation and root systems which are essential to the operation of NDDS. Each lineal foot of distribution lateral shall be the equivalent of two (2) square feet of NDDS area. These modifications were provided in order to more accurately associate the sizing of a NDDS under this document and Regulation 43 to the historic design criteria for this type of system. 5.0 SPECIAL REGIONAL AND LOCAL GEOLOGICAL CONDITIONS The soils analysis required in Regulation #43 is sufficient to characterize most subsurface conditions; however, for certain conditions, additional research, site evaluation and analysis are necessary. OWTS professionals need to understand the local geological conditions and how those conditions relate to the design, installation and performance of OWTS. While the standards noted in this document should address the majority of site conditions for the design of a NDDS, it is not the objective of this guidance to inform OWTS professionals how to design or review NDDS for all geological conditions in the State of Colorado. The CPOW NDDS Guidance Committee is aware that there are specific geological conditions which may require slight modifications to these design standards in order to ensure that the NDDS is properly designed. Guidance for these situations should be science based and the information provided should encompass as much technical data as necessary and to provide an avenue for consistency for designers and regulators in the future. Subsequent to a request by a few counties, CPOW has provided an example of such a document relative to the Dawson Arkose Formation located within the Denver Basin. For those OWTS professionals practicing within the Denver Basin, the Dawson Arkose information, located in Appendix A, should be carefully reviewed, understood, and applied. Figure 1, in the paper titled “Stratigraphy of the Uppermost Cretaceous and Lower Tertiary Rocks of the Denver Basin” illustrates the extent of the Dawson Arkose. Although cementation of the Dawson Arkose can vary from non- cemented to indurated, in some locations, the Dawson Arkose has the characteristics of Type 3A and 4A soils, from Table 10-1 in Regulation #43. If the Dawson Arkose is present on the site, the site evaluator shall determine whether it is suitable for the installation of NDDS, and provide a statement in the site evaluation report stating the characteristics of the Dawson Arkose that render it suitable. At a minimum, the site evaluator shall evaluate the following characteristics: 1. Whether the material is fractured and jointed 2. The cementation class of the Dawson Arkose. Using the cementation classes from the Rupture Resistance Table on page 2-50 of the Natural Resources Conservation Service Field Book for Describing and Sampling Soils, National Soils Survey Center NRCS-USDA, September, 2002 (NRCS Field Book), the following cementation classes will be considered suitable: Non-Cemented (NC), Extremely Weakly Cemented (EW), Very Weakly Cemented (VW), Weakly Cemented (W). The following cementation classes will be considered unsuitable: Moderately Cemented (M), Strongly Cemented (ST), Very Strongly Cemented (VS), Indurated (I). 3. The Dawson Arkose material within four vertical feet of the deepest infiltrative surface of the trenches. 4. The soil class from Table 10-1, as determined from the tests, as specified in Regulation #43, in order to determine the associated Long Term Acceptance Rate (LTAR). The table below summarizes characteristics 1 and 2 above. A “yes” answer to either question below means the material is unsuitable for the installation of a NDDS. Yes / No 7 September 27, 2015 Project No. C1116 Don Barr barrconstruction@comcast.net Onsite Wastewater Treatment System (OWTS) Installation Observations 22 Crown Mountain Drive Eagle County, Colorado OWTS Permit 12-14-11938 Don, ALL SERVICE septic, LLC observed the installation of the onsite wastewater treatment system (OWTS) on January 8, 2105 (tank) and August 5, 2015 (soil treatment area) for the subject property. Barr Construction and Wade Parr with CPR Services installed the system. The existing 1250-gallon poly septic tank was removed and the existing STA was left in place. A diverter valve was installed so that the existing STA could be utilized in the future. The installation included a new 1500-gallon, three-compartment Valley Precast concrete septic tank with an Orenco® Biotube Pump Vault and PF5005 pump in the third compartment. The control panel for the pump was placed within line of sight of the septic tank. The filter in the Biotube pump vault must be cleaned annually, or as needed. Valley Precast personnel performed start-up on the pump system. Effluent is dosed via a 1 ½-inch diameter transport line to an Orenco® Model 6404 automatic distributing valve (ADV) and then to four zones of Non-Pressure Drip Dispersal beds, each with seven 2-inch diameter laterals, 100-feet long. An air relief valve was placed at the high point on the 1 ½-inch diameter line from the tank to the ADV. The NDDS has been designed to completely fill 25% - 50% of the distribution laterals in each zone, each pump cycle; therefore, the pump floats have been set to dose approximately 100-gallons each pump cycle, with 13.46 gallons draining back from the transport line and 86.54 gallons entering the field each pump cycle. An inspection port, connected to the distal end of one lateral in each zone was installed. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OW TS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. System consists of the aforementioned tank and 5,500 square feet of soil treatment area credit via 2,750 lineal feet of dispersal pipe arranged in 6 zones that will receive alternating doses of effluent. Each zone consists of 7, 66 foot long laterals with 1/4 inch holes drilled in the 6 o'clock position every 8 inches buried between 12 and 30 inches deep. It is recommended to install the laterals as shallow as allowed by the engineer in order to have the effluent within oxygenated soil horizons to enhance treatment. Due to the soil types present on the site and the timing of installation during winter months, it will be necessary for the installer and the design engineer to discuss best installation practices to avoid smearing of the soil treatment area during installation. Do not install if soils are wet or frozen. Contact the design engineer to conduct all inspections necessary to certify the installation and to prepare the as-built drawing. System certification along with the as-built drawing and photos are required to be received and approved by Eagle County Environmental Health prior to the use of the system. The original system that this OWTS Permit replaces was permitted under ISDS #908. It is recommended to clearly identify the location of the effluent line of the old system for easy access in the future should the old field need to be used as a contingency. System consists of the aforementioned tank and 5,500 square feet of soil treatment area credit via 2,750 lineal feet of dispersal pipe arranged in 6 zones that will receive alternating doses of effluent. Each zone consists of 7, 66 foot long laterals with 1/4 inch holes drilled in the 6 o'clock position every 8 inches buried between 12 and 30 inches deep. It is recommended to install the laterals as shallow as allowed by the engineer in order to have the effluent within oxygenated soil horizons to enhance treatment. Due to the soil types present on the site and the timing of installation during winter months, it will be necessary for the installer and the design engineer to discuss best installation practices to avoid smearing of the soil treatment area during installation. Do not install if soils are wet or frozen. Contact the design engineer to conduct all inspections necessary to certify the installation and to prepare the as-built drawing. System certification along with the as-built drawing and photos are required to be received and approved by Eagle County Environmental Health prior to the use of the system. The original system that this OWTS Permit replaces was permitted under ISDS #908. It is recommended to clearly identify the location of the effluent line of the old system for easy access in the future should the old field need to be used as a contingency. The existing OWTS serving the residence has failed. As you are aware, there is some urgency to set the septic tank prior to the holiday in order to allow for limited use of the residence. We have calculated sizing criteria based on a 5-bedroom residence and Sandy Clay Loam soils. A Non- Pressurized Drip Dispersal System (NDDS) is being designed per criteria outlined in Colorado Professionals in Onsite Wastewater (CPOW Guidelines for the Design and Installation of NDDS, Revised December 11, 2014. Specifications for this tank are attached. The tank has 1500-gallons in the first two compartments, and an additional 500-gallon compartment to house the pump that will be necessary for the system design. We are requesting this tank be used as a vault until the completed design can be submitted, reviewed, and permitted by Eagle County. The following factors have necessitated this request.  The existing septic tank is leaking at the gasket between the tank and the outlet sewer pipe;  The existing soil treatment area is completely saturated and has failed;  Sewage has backed up into the residence;  Richard Petz, P.E., ALL SERVICE septic, LLC will be unavailable to review the system design until after the holidays;  Valley Precast, the septic tank supplier, will be closed from 12/23/14 through 1/8/14; and  Orenco Systems Inc.
