Gabossi@eaglecounty. us> Marvin, It was good visiting with you on the phone this afternoon about the aforementioned project and the OWTS design. As I understand it, the ozonation and reverse osmosis systems are located within the building and are designed to treat the wastewater generated from the rum manufacturing process. From the RO unit, a waste line will leave the building and enter the second compartment of the tank (either a three chamber or two chamber + separate dose tank). As no solids are anticipated in this waste line and since the wastewater will be highly treated, it is not necessary to install a cleanout on this line and is also not necessary to have this portion of the wastewater retained for 30 hours as with typical human waste septic systems. However, the effluent coming from the bathroom fixtures (a hand sink and a toilet) will leave the building via a sewer line that will include a cleanout and be sloped no greater than 1/4 inch per foot. The floor drains in the mechanical room, bathroom and tasting room are connected to the OWTS so please include some quantity of flow in the calculations. I see the distillery room will have a trench to convey wastewater (presumably from washing floors?) to an exterior sump. We may need to have additional conversation about the potential for any of the alcohol or other cleaning products to enter this drain system and in turn, the groundwater. Registration may be required under the EPA's Class V Underground Injection Control (UIC) program. It may be a good idea to have this wastewater enter a tank environment for settling out soil particles. Relative to the design review, please include backup documentation and calculations for the quantity of wastewater generated so it can easily be determined that the design flow is 150% of average daily flow and that the flows account for both the process water and bathroom wastewater, including the small amount that may go down a floor drain when cleaning. Your calculations should also show that 30 hours of retention has been accomplished to justify the tank capacity of 2,000 gallons. Please provide your assessment of the nature of the lava rock (not being bedrock) to support having two feet of vertical separation (washed concrete sand) below the absorption area as opposed to four feet that is required when bedrock is encountered. As we discussed, your characterization of the lava rock is that it will be more accepting than the concrete sand on which an LTAR of 1.2 g/sq.'/day will be used in the calculations to determine the soil treatment area needed. (Design Flow / LTAR = Soil treatment area or in other words, the surface area of the top of the sand layer below the Eljin GSF A42 units. We also discussed having the specification sheets submitted to us for the tank, Simtech filter, dose pump (with pump curve and volume of dose calculations), distribution box and the sieve analysis of the concrete sand. The specification sheet of the tank or a separate cross section can show the float levels, alarm system, filter location and access manholes. You mentioned that the sides of the elevated disposal area will be sloped at 3:1. Please double-check that the electrical connection to the dose pump is included in the electrical permit. Thanks. The 3 parties that are bidding on the septic system all have a lot of experience doing it and have been working with Eagle County for many years. I should be able to get to the design review later this week and will call Marvin if I have any questions or need additional information in order to expedite the permitting process. You still need to identify a licensed installer so be sure to select an experienced one. Failure of on -site wastewater treatment systems are usually caused by unanticipated hydraulic overload from leaking fixtures or installation errors. The design engineer and installer will coordinate with the timing of inspections and also discuss when NOT to dig as manipulation of the geology and installation of the components of your soil treatment area can be seriously compromised if done during inclement weather. I'll discuss this with Marvin when I develop other questions once we get the OWTS Permit fee that enables us the ability to create the electronic permit folder and initiate the review. As far as digging on your property to install utilities (to serve the Stone Yard Distillery) , I've copied our County Engineer, Eva Wilson, on this email to give her a heads up that you may want to apply for a grading permit ahead of the building permit. According to state law (25-10-101, et seq.), the septic system permit must be issued prior to building permits. On Mon, Mar 18, 2013 at 3:43 AM, Jim Benson <jim31 nov@gmail.com> wrote: Ray I was thinking about one of the questions you had and recalled how we got the amount of water we would use. I copied just Max and Mary at this time so they could way in in case they had remembered anything else or differently. We will have a max capacity of 4 Fermentors, each holds a 1000 gallons. Each one will have a minimum 9 day cycle. This will allow us to have 40 cycles per year per Fermentor. So 4 (fermentors) x 1000 (gallons) x 40 (cycles) yields a usage of 160,000 gallons of water per year out of the river. 10% of that becomes alcohol. So that leaves us 144,000 gallons of left over used fermented water. Of that Mary calculates we will be able to recover half of the water to be used again, (in other words, it does not have to go the septic system) due to the RO system that will be in place. That will reduce the output to 197 gallons per day to the septic system when running at full capacity. Mary increased that by 50% (300 gallons) to be on the safe side of operations and to include human waste. Like I said at the beginning, both Mary and Max may have a better idea of this, but I wanted to get the ball rolling. I'm sure Mary will get you sand type, installation details, and the Eljen sizing and approvals. Once you are satisfied with the septic system will you issue a permit, or do we have to wait for the building department to issue one first? Sure would like to be able to dig the trenches for the utilities soon. Thanks for your help. I'm assuming that the question came to you through Erica following my email letting her know to expect a call from the distillery owners. Erica - thanks for following up! I gather that the WQCD will not be regulating the water system or quality of the water and that they will need to assure they meet this criteria taken from the wholesale food regulations, even though their bottles of liquor will be available for retail sale as well: (a) Water supply. The water supply shall be sufficient for the operations intended and shall be derived from an adequate source. Any water that contacts food or food contact surfaces shall be safe and of adequate sanitary quality. Running water at a suitable temperature, and under pressure as needed, shall be provided in all areas where required for the processing of food, for the cleaning of equipment, utensils, and food -packaging materials, or for employee sanitary facilities. They are currently seeking land use approval and the property has an existing "filtration system" for which we have few details at this time. I am trying to identify issues that may be relatively major for them to overcome at this time. I don't think they would have much trouble adding additional (one micron) filtration and disinfection if they don't currently have it, but was concerned about them needing to abide by the Safe Drinking Water Act requirements. Our authority mirrors that of the Federal government in that we provide inspection oversight of "food" which includes "articles used for food or drink" and thus includes alcoholic beverages. See 21 U.S.C. 321(f) and C.R.S. hftps:Hmail.google.corrdmail/?ui=2&ik=1141485fcl&viev✓=pt&as to=jim3lnov%4Ogmail.com%2C&as_subset=all&as_Wthin=1d&search=ad\A&msg=139788a7de... 2/4 3/18/13 Eagle County Government Mail - Fwd: Dotsero Distillery 25-5-402(11). As such, alcoholic beverages are subject to the Federal Food Drug and Cosmetic Act (FFDCA) and Colorado's Pure Food and Drug Law adulteration and misbranding provisions, and implementing regulations, related to food. For example, manufacturers of alcoholic beverages are responsible for adhering to the federal (21 CFR part 1) and state (25-5-426) registration of food facilities requirements and to the good manufacturing practices in 21 CFR part 110 and C.R.S., 25-5-421. However, as reflected in the 1987 Memorandum of Understanding (MOU) between FDA and ATF , now called (TTB), TTB is responsible for the promulgation and enforcement of regulations with respect to the labeling of distilled spirits, wines, and malt beverages pursuant to the Federal Alcohol Administration (FAA) Act. If you should have any additional questions related to the wholesale food regulations or this particular case I am more than happy to assist. Box 1413 Eagle, Colorado '81631 Re: Final Wastewater treatment Mr. Vogelman: The information provided for your proposed distillery effluent in Dotsero indicates approximately 197 gallons per day of 16000ppm BOD5 effluent. The area for this disposal was previously thought to be unacceptable for direct soil absorption. Excavation 35 feet and 100 feet from the building revealed very acceptable soils Using the hand system of grasping soil I concluded the material to be sandy loan. This would be somewhere around 20 mpi estimated per( rate. In the major portion of the absorption arez the soil is 6 feet 8 inches and then becomes large volcanic rock. There was no bedrock nor water down to the 9 feet excavated. The human waste would be from three employees at 15 gallon; per day each a Agallons per square foot of retail(tasting room) space. Total 97.8gpd times 150% equals 150 gpd into the first septic tank compartment, 1016 gallons net capacity, approximately 160 hours holding time. The 197 gallons waste (times 150%=300gpd) from the RO unit final treatment of the fermenter effluent would go to the second compartment. This combine( Apr 25 13 03:34p M.D.Miller,P.E.,P.T.,Ltd, 3035262706 p.2 Max Vogelman, page two, March 31, 2013. with the human waste equals 450gpd into a 505 gallon compartment, 27 hours holding time. The last compartment, also 505 gallons, contains the dosing pump. I envision a collection system of inexpensive polyethylene tanks to feed an Ozonator system to break down the BOD/COD. A final RO system will provide pure water to be returned to the new fermenter batch and the rest to the septic tank second compartment. This purified water would be pumped into an Eljen In -Drain Geotextile Sand filter system supported on a field of sandy loam soil above the volcanic soil at the site. The required area for disposal, assuming a 450gpd volume and a soil with approximately 20mpi percolation rate is 625 square feet. The Eljen units figure at 24 square feet per module therefore 28 units would be required. Since you have the room and great soil I would recommend one trench system. This would be one line 114 feet long in the mound. Also because of the good soil I am recommending the 3 foot wide trench be excavated 18" below grade. This would be filled with concrete sand and overfilled to 6" above grade. The sand should be washed and have less than 5% passing a #200 sieve and 10% passing a #100 sieve. The top sand would be level. The Eljen units, A42, placed on top of the sand with the distribution pipe on them. The fabric filter cloth above and down the sides would be covered by the sandy loam removed from the trench, approximately one foot of cover with 3/1 sloped Apr 251303,34p M,D.MiII9r,P.E.,P.T.,Ltd. 3035262706 p.3 Max vogelman, page three, March 31, 2013. sides. Native grasses will be planted on this mound. I have attached a sketch with cut sheets for the various parts. This system meets the design Eljen provides in the Colorado manual. Th alternative would be two 3 foot trenches of 58 feet each spaced 9 feet apart. I believe the single one is the best idea. The long term acceptance rate should be well above 0.71 gallon per square foot per day. Jeff McNamara from Water Purifications USA ran various methods of Ozonation on the effluent samples you provided. He had them analyzed by Mountain States Accutest Laboratories in Wheat Ridge. He came up with a system for the Ozonatic followed by an RO stem to return half the water to your next batch and half to effluent. This is the 300 gallons per day pumped to the second section of the septic tank. The floor drain and floor wash water leads to a sump that pumps that water into the first collection tank_ Due to the size of the fermenters and the wash water this first tank will be increased to 500 gallons. The tank flow diagram is part of the complete systen attached as well as the test results. This system has been discussed with Ray Merry. Marvin D. Miller, P. E.
