with 4.17.07 Eagle County Land Use Regulations; and re-routing of building sewer lines to convey
wastewater from an ejector pump being installed in a new mechanical room. It is our understanding that
two separate building sewer lines (one from the upstairs plumbing and one from the new ejector pump)
will be installed.
Building sewer lines must be properly sloped to drain wastewater toward the septic tank from the
upstairs plumbing and to drain back to the internal ejector pump. All exterior sewer lines are to be
properly glued and bedded prior to final cover.
Contact Eagle County to conduct final inspections with the building sewer lines and their connections
exposed.

We are considering replacing the existing sewage lift station, that is located at the bottom of a 10 foot deep vault,
which is extremely difficult to service. The new lift station that would be located in the new mechanical room, with
the result being a more easily serviceable ejector. Our plumber is proposing a 36" by 36" sealed holding tank with
two M267 Waste -Mate pumps and related alarms. Let me know if you need any additional information.

Ken,
Based on the information you and Sherry provided, it appears that the work can be performed by the plumber
under the appropriate plumbing permit. This would not constitute an alteration to the on -site wastewater
treatment (septic) system since the work is being performed inside the structure. Therefore, it will not be
necessary to obtain any permitting from our department. If the scope of work changes wherein the building sewer
needs to be moved or modified beyond the exterior clean out, then an alteration permit is necessary.
We will forward you the information that is in the septic system record for this property and encourage the owner
to perform routine maintenance by pumping to extend the life of the private wastewater system without the
incorporation of any additives.

After I looked at what Terri sent in her last email which included a site plan from High Country Engineering, I
asked her to pull all of the septic system records for this parcel. It looks like there is quite a history going back
to 1986 so I'll have to plow through this information to get the complete picture of where things are or have been
located to know the best way to proceed.
I'll do my best to have an answer to you by Monday.

Ken,
researched our septic system records and also reviewed the building plans you submitted to develop a better
understanding of the project and to make a determination of whether or not you will need an OWTS permit to
make the necessary alterations to the existing septic system. I still have a few questions and would like to make
a couple of comments regarding what we understand to be the status of the existing system originally permitted
in the 1980s for which a subsequent project in 2008 necessitated replacing the septic tank, moving it away from
the building to conform with minimum setbacks.
Although this project appears to not prompt an expansion to the existing septic system, the soil treatment area
(leach field) has not been specifically located on any site plans and in fact, there appears to be surface activity
on or near this area that can cause the septic system to fail and without an alternate area for replacement, I'm
concerned that the 25+ year old rectangular leach field which was sized using antiquated methodologies may be
nearing its useful life. Rectangular leach fields are notorious for becoming anaerobic, thus allowing biological
materials to build up and prevent the water component of the wastewater from entering ground water. The surface
activities I'm referring to are the mechanical pad and stone walkway.
There also appears to be an external, buried lift station prior to the septic tank, according to photos taken in 2008
by Tim Petz with All Service Septic. It is unclear to me whether you plan to abandon this lift station while adding
a different lift station in the new mechanical room in the sump area. It is also unclear whether sewer lines from
the upstairs plumbing are currently connected to the septic tank outside or if they currently drain to the outside
lift station.
Perhaps a phone call or email answering these questions can help me make a determination and expedite the
building permit review process for Ms. Gallagher.

We have had our surveyor research the Peachblow Subdivision Plat and there is no mention of an
engineering requirement. In answer to your questions below, we do plan to abandon the current lift
station that is located outside (and backfill it) and replace it with a new interior lift station. We do
believe all of the waste lines from the house run through the current lift station and will therefore run
through the new lift station. We will apply for an alteration permit, which would cover the new waste
line that will run from a cleanout within 2 feet of the house to the existing septic tank that was installed
in 2008. We have no plans to make any changes to the septic tank or drain field.

We discussed this at our staff meeting this morning so once we get the application and fee for the alteration tot
he OWTS, we'll sign off on the pending building permit and should be able to send to OWTS permit to the
licensed contractor that you identified on the application.
The caveats that we spoke about regarding the status of the existing soil treatment area will be brought to the
owner's attention when we send out the final documentation regarding the alteration.
The OWTS Permit will state that the alteration will allow for the proper abandonment of the existing outside lift
station and connection of building sewer lines to the existing tank.

Given the amount of time you've put into this, we are in agreement to proceed with the alteration permit.
I left a phone message last week requesting a refund and cancelling the application. Please disregard.
I also spoke briefly with Terri yesterday about the clients indecision. We understand that Ray has spent a
significant amount of time on this and has been very helpful.
The check and the application was mailed at the Snowmass Post office on October 2. As of yesterday, Terri had
not received them. I will call today and can pay by credit card over the phone and email a copy of the application
that was sent.
