Narracci@eaglecounty. us> This is what exactly I suggested to Brad when he called earlier this week since I recalled that we'd done holding tanks at the landfill. This system would work for serving any use we may decide to put on the property for a caretaker. We can quickly and easily cut the permit, once we receive this concept on the new site plan and receive the $800 fee. This was used out at the Recycling Center. We would need a minimum of a 1,000gal tank per the requirements and have to hold a 75' setback off the river. I cannot find the actual manufacturer of the tank, but I found a detail sheet from the Wastewater Engineer (CHURCH OWC, Inc). It depicts a 1,500 gal top seam concrete holding tank with alarm system. Do you recall the manufacturer from this project or would you have any other information on this tank design? Several requirements were stated upon the issuance of this permit, I have enclosed a copy of the letter which stipulates conditions. These conditions will need to be met upon any change of ownership. This system is not permitted nor designed to accommodate a residential dwelling or a commercial operation. If a residential dwelling is ever to be constructed, we will require a new Individual Sewage Disposal System be permitted, designed and constructed in accordance with current County requirements. The property is not zoned for commercail activities. Although the facility is in general conformance with the 1985 ISDS Permit and associated conditions, attention to a few minor criteria is recommended, based on the site visit on March 26, 1996. The membrane liner appears to be in tact and functioning properly. The building was measured to be approximately 118 feet from the bank of the Colorado River which meets applicable setbacks. The building needs to be maintained to assure fly tight construction. The screen above the entrance to the ladies facility was slightly damaged. The door to the ladies facility must be tightly closing. The vent in the ladies facility is not attached correctly. Although there was no obvious failure, I cannot not guarantee the continued satisfactory performance of this system. The vault privy is only permitted for use until 7/15/03. At this time the lined system will have to be pumped, filled and abandoned. Should another vault privy be requested, it would need to meet the standards outlined in current regulations at that time.. DESIGN REPORT Experimental Vault Privy Using.A Membrane Pit Liner yJeo ��G�STER�Q. aJ'p m 12034 W 0 0� aka, OF'C13 By: William J Kelso Registered Professional Engineer SUMMARY & RECOMMENDATIONS The purpose of this report is to provide Eagle County Health officers with design :details for a lined vault privy, in order to receive permit approval for the privy as an Experi- mental System for sewage disposal. The privy meets county health codes for vault privies, except that it is not con- structed to septic tank standards by its nature. Instead, the vault is constructed of 30 mil Poly Vinyl Chloride membrane liner to provide a watertight vault. A PVC liner was selected because of its successful application at many installations for sewage retention, and the owner -designer's familiarity with liner construction technique. Although not addressed in Eagle County codes, PVC membrane pit liners have been proven over the past ten years as a successful method for sewage retention, and the proposed lined vault privy should be approved as an "Experimental System" for sewage disposal in Eagle County. -4 Due to the high expense of toilet rental and pumping in a remote area, alternatives for a permanent facility were considered. Because of seasonal use, high flow variability and expected liquid nature of.the wastes, a conventional septic system is not considered an appropriate design to handle the shock loading. A vault privy (periodically pumped) was selected as a system which is not affected by variable loading conditions. A second sewage disposal system is proposed for the single family residence on the site. This is a conventional water flush system delivering to a septic tank and leach field. Its purpose is to provide household residents. with privacy and modern conveniences. The system will initially serve a small utility building, but will be sized for a future 3-bedroom home. The proposed location of system components are presented on the Site Plan. CONSTRUCTION The vault of the privy is constructed of 30 mil Poly Vinyl Chloride (PVC) membrane liner, while the privy structure is all wood construction. A PVC membrane liner was selected as suitable for a vault privy due its widespread use in sewage retention and other applications. The emerging technology of membrane pit liners has enjoyed successful application in hazardous waste ponds, oily spill retention, sewage and sludge retention, ditch and pond construction, and sanitary landfills over the last ten to fifteen years. Manufacturer's information on membrane liners is presented in the Appendix, including a sample of 30 mil PVC. The United States Forest Service and Bureau of Land Management have designed and constructed several vault privies which incorporate a membrane pit liner (0.036 mil Hypalon). The list of membrane liner applications presented in the Appendix is a partial list of all applications. From this list, we find Poly Vinyl Chloride (PVC) liners are success- fully being used for sewage retention at 22 facilities, and that 27 percent of the installations specified 10 mil PVC liners as suitable th}ckness, thereby setting a practical minimum thickness standard. Fifty-four percent of the in- stallations are specified as 20 mil PVC, while 18-percent as 30 mil. The Eagle County Individual Sewage Disposal Regula- tions specify PVC as the preferred material for liners and r -5- 10 mil as a minimum thickness. The proposed 30 mil PVC liner is three times as thick as the generally accepted and government regulated minimum. The liner is anchored in an earthen trench around its entire perimeter, buried in the anchor trench by one foot of earth, and is weighted on its outside edge by the privy struc- ture. The entire liner is enclosed and covered from the elements by the privy structure. The manufacturer's recommended construction procedure for liner installation is presented in the Appendix and was fol- lowed during construction. The size of the vault pit is 4' wide by 6 feet long by 4 feet high with a capacity of 538 gallons with 1 foot of freeboard. Details of the vault privy construction are presented in the Privy Design. Draw- ing. Design, features of the privy incorporate measures to meet all -public health requirements for vault privies as listed .in Section IX:9.3 of the Eagle County Individual Sewage Disposal Regulations. These requirements and design solu- tions are listed below: Fly -tight Construction - All ventilation openings in. the structure and vents will be screened with No. 16 mesh screen (or tighter) The privy structure will be paneled with molding on the inside. The door, and toilet seat and cover will be spring loaded to shut automatically. Surface Drainage - An earth mound around the super- structure base below floor level shall slope away from, the vault so as to prevent the entrance- of surface water. Impervious Materials - The membrane liner.is impervious by nature and will not permit the entrance of ground water to the vault. The floor is of wood construction covered with linoleum to provide impermeability. The toilet and riser are wood covered with linoleum, while the seat and cover are plastic, both cleanable, imper- vious materials. Effective Capacity The capacity of the vault with one foot of freeboard is 538 gallons, which is -'more than the minimum of 400 gallons. -6 Design requirements for Experimental Systems as stated in Section III:3.19 of the code are complied with as follows: Design The privy was designed by'a Registered Profes- sional Engineer in the State of Colorado (No 12034) Backuo Svstem - A seotic tank/leach field system pro- posed for the residence on site would serve as a backup system on a short term basis. A chemical satellite toilet (periodically pumped) would be rented in the case that the backup system would be used for a longer time. The vault's membrane liner is by nature impermeable and watertight, and therefore will not allow infiltration of groundwater or surface.water, or will not permit the release of sewage except by pumping through the top opening. Ventilation will be provided to the vault by a 4" vent pipe exiting above roof line. LOCATION The vault privy is located. in plain view of the beach and convenient to. the rafting participants, so as to minimize the urge to use the nearby bushes outdoor style, a practice which is being highly discouraged. The normal river bank at the beach is easily discernable by its steep dropoff and is located 110 feet from the vault privy. River flow measurements for the last 50 years taken by the U.S. National Weather Service near Kremmling were used to determine the possibility of flooding. In 1983, the highest flow in recorded history.was experienced at 8,360 cfs. (14.8 feet of stage) on July. 13. In 1984, this flow was exceeded (.as was the capacity of the flow gauge) and the flow was estimated at 9,700 cfs (15 feet + of stage). Despite the severity of the last two year's flooding, the highest water mark is still 48'feet from the privy in distance, and 3-feet in elevation, practically eliminating the possibility of flooding. The minimum horizontal distance between the vault privy and certain physical features as set forth in the county code is complied with in all cases. Since the liner was installed July 15, _ 1983, it can be ex- pected to maintain its impermeable characteristics until July 15, 2003, at which time it will be retired After. the life of the membrane liner has expired, use of. the vault will be terminated and the vault will be pumped clean. The vault will then be filled with soil and covered over, and the privy moved to another location. U� 'In accordance with county health codes, the vault will be inspected. and pumped every four years. Normal inspection and pumping can occur through the -toilet seat, but a larger manhole size.opening can be accessed through a door located on the toilet base if -required. Appropriate chemicals will be periodically added to the vault to reduce odor and biological activity. A level indicator is installed in the vault to provide experimental data on the integrity of the vault. The waste level will be checked monthly during the months that the. privy is in use- (May to 'October) and recorded for the , year after permit approval. Since the level indicator was in- stalled on June 18, 1984, the level reduced from 10" to. 9" due to evaporation and drying, since the privy is not in use. 01 - GENERAL REQUIREMENTS The work covered by these specifications consists of installing a polyvinyl chloride (PVC) plastic lining in the (lagoon, reservoir, canal, etc.) where shown on the drawings or directed by the Engineer. All work shall be done in strict accordance with the drawings and these specifications and subject to the terms and conditions of the contract. 02 - PVC MATERIALS A. General. The materials supplied under these specifications shall be first quality products and manufactured specifically for the purposes of this work, and which have been satisfactorily demonstrated by prior use to be suitable and durable for such purposes. The manufacturer of the calendered rolls shall show where a minimum of 2,000,000 sq. ft. (185,000 sq.m.) of its 76" (193 cm) wide material has been installed for lining hydraulic structures. B. Description of PVC Matericals. PVC (polyvinyl chloride) plastic lining shall consist of 76" (193 cm) widths of calendered polyvinyl chloride sheeting fabricated into large sections by means of special factory -bonded seams into a single panel, or into the minimum number of large panels required to fit the jobsite as supplied by WATER - SAVER CO., INC., P.O. The earth upon which the liner will be placed must be smooth and free from sharp rocks, roots, vegetation, and other foreign material. A compacted substrate is advisable to prevent settling. Compaction around pipes and structures is especially important. 2. Check measurements and grades prior to start of liner installation. Surveyor control stakes should be left in place to assist in placing the lining panels. 3. Dig the anchor trench as shown on the shop drawing or the engineering drawings. ALWAYS THROW EARTH FROM TRENCH AWAY FROM SIDE SLOPE. 4. Crew size will depend on the project size. A minimum of 6 men is required, most projects need at least 10 men to spread panels. 5. Sand bags will be needed to keep the material in position during windy conditions. Normally 20 sands bags per panel are required. 6. Tools and equipment not supplied by Watersaver include; wiping rags, paint brushes for adhesive, rakes and shovels. Liner panels may weigh as much as 4000#. A large front end loader or forklift will be required to assist in the spreading of the lining material. Palleted cartons are about 84" x 36" x 36". 7. Cements and adhesives shall be kept from extreme heat and cold. Z vi 8. A Technical Services Representative is available from the Watersaver Co. for a small fee when made part of the purchase agreement. r r 9. All PVC (Vinyl) liners must be covered with earth if an extended life is expected. A minimum of 12" of earth should be placed on the bottom and slopes. Side slopes of 3:1 or less are normally required to hold the earth cover. Windy conditions may require special rip rap considerations. Z 10. Driving on the liner is permitted only when the liner is first covered with 12" of earth. If - an area is to have sustained traffic 24" of cover is advised. Damage to the liner must be repaired as it is discovered! R1 11. Structures including, pipes, splash pads, inlets, outlets, and headwalls should be finished prior to placement of the liner to structures.
