BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO 2022- 018
RESOLUTION CONCERNING AN APPOINTMENT TO THE EAGLE VALLEY
LIBRARY DISTRICT BOARD OF TRUSTEES
WHEREAS, pursuant to C.R.S. 24-90-108(c), the legislative body of the respective
participating counties of the district shall appoint members to the library district board of
trustees; and
WHEREAS, Ruth Powers, whose term expired December 31, 2021, from the Eagle
Valley Library District Board of Trustees ("The Board"); and
WHEREAS,Kim Nelson resigned from her term ending December 31, 2025, and
Enrique Escobar desires to be appointed to fill the remainder of her term on the Eagle Valley
Library District Board of Trustees.
WHEREAS, Ruth Powers desires reappointment& Enrique Escobar desires appointment
to the Eagle Valley Library District Board of Trustees, and the Eagle Valley Library District has
recommended the reappointment of Ruth Powers for the five (5)year term and Enrique Escobar
to fill the vacant term ending December 31, 2025, (Letter of Recommendation attached hereto as
Exhibit A); and
WHEREAS, the Board of County Commissioners of Eagle County desire to appoint
Ruth Powers and Enrique Escobar to the Eagle Valley Library District Board of Trustees; and
WHEREAS, the following appointment does not constitute a contractual obligation of
the County of Eagle or the Board, and the County and the Board are not legally bound for the
respective term of appointment as specified herein below, the County, by and through the Board,
having the authority, in its sole discretion to change, add, or abolish such appointments and
designations to fill vacancies as it sees fit.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, Ruth Powers is hereby reappointed to the Eagle Valley Library District Board of
Trustees, as a regular member, for a five (5) year term to begin January 1, 2022 and to expire
December 31, 2026 or until reappointed or a successor has been appointed.

THAT, Enrique Escobar is hereby appointed to the Eagle Valley Library District Board
of Trustees, as a regular member, for the remainder of a five (5) year term that begin January 1,
2021 and to expires December 31, 2025 or until reappointed or a successor has been appointed.
THAT, the Board of County Commissioners finds, determines and declares that this
Resolution is necessary for the public health, safety and welfare of the citizens of the County of
Eagle, State of Colorado.
MOVED READ AND ADOPTED by the Board of County Commissioners of the
County of Eagle State of Colorado at its regular meeting held the 22nd day of February ,
2022.

Dear Commissioners,
The Eagle Valley Library District Board of Trustees has one vacancy with four
years left on the five-year term. The vacancy was created when Kim Nelson
moved out of state. The Trustees interviewed four applicants on Monday,
January 10. They selected Enrique Escobar to fill the vacant term. Enrique
works for the Eagle County Department of Health Services as an Economic
Specialist II and resides in Gypsum.
Additionally, Ruth Powers five-year term has expired. Ruth has indicated she
would like to serve another term and the EVLD Board recommends her retention
as a trustee. She has shown dedication by serving as president for several years
and actively participates in additional committees as needed.
