of the following Resolution:
BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO.2021 -020
RESOLUTION SUPPORTING THE TOWN OF VAIL'S RECLASSIFYING EMERGENCY
SERVICES DISPATCH(911)TO PROTECTIVE SERVICES;AND HEREBY AS FIRST
RESPONDERS.
WHEREAS,the federal government's Standard Occupational Classification System
(SOCS) classifies workers into occupational categories for statistical purposes, based upon the
nature of the work performed and, in some cases,upon the skills, education, or training needed to
perform the work; and
WHEREAS,America's 911 telecommunicators are currently categorized in the SOCS as
an"Office and Administrative Support Occupation," a category which includes secretaries,
office clerks, and taxicab dispatchers; and
WHEREAS, classifying 911 telecommunicators as an"Office and Administrative
Support Occupation" fails to recognize their central role in public safety and homeland security,
their specialized training and skills, and their uniquely stressful work environment; and
WHEREAS, classifying public safety telecommunicators as"Protective Service
Occupations" alongside police, firefighters, security guards, and others whose job it is to protect
our communities would better reflect the work they perform, and align the SOCS with related
classification systems; and
WHEREAS,the County wishes to support the Town in their efforts to recognize the
duties Emergency 911 Dispatchers perform daily and how their work is aligned with that of first
responders who respond to calls for service; and
WHEREAS, all Vail Public Safety Communication Center dispatchers are trained in
Emergency Medical Dispatch, qualifying them to offer potentially lifesaving instructions
including CPR,bleeding control and instructions to treat choking, childbirth and airway control
over the telephone until paramedics arrive on scene; and
WHEREAS, in 2020 alone, approximately 12,246 calls were initiated for medical and
fire emergency services wherein dispatchers provided instructions and guidance. Of those calls,
66 were cardiac arrests,39 were structure fires, 37 mental health /overdose, and 8 childbirth
calls.
NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY

COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT,911 telecommunicators play a critical role in emergency response. The work
these 911 telecommunicators perform goes far beyond relaying information between the public
and first responders.
THAT,the County supports the Town of Vail's efforts to recognize the Vail Public
Safety Communication Center Emergency Dispatchers as First Responders.
THAT,the board hereby finds, determines and declares that this Resolution is necessary
for the public health, safety and welfare of the residents of the County of Eagle, State of
Colorado.
MOVED,READ AND ADOPTED by the Board of County Commissioners of the
County of Eagle, State of Colorado, at its regular meeting held the 6th day of April
2021.
