This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney thanked the Vail Valley Partnership which had stepped up into the role of
economic development. They kicked off a resilience boot camp,and she did a short presentation for them last week
about childcare and the ramifications of COVID-19 on that industry. There were two more boot camps coming up
at the Westin in Avon.
Commissioner Scherr spoke about the upcoming election season and suggested that everyone check their
registration and confirm that all tof he information was correct.
Commissioner Chandler-Henry gave a shout out to the Alaska Incident Management Team who was here
managing the Grizzly Creek Fire. She appreciated everyone involved in the Emergency Operations Center. It had
been up and running since March 6th.
County Manager Updates
Jeff Shroll spoke about the upcoming airport schedule. American,Delta,and United would start ski season
flights on December 17th.
COVID-19 Update
Birch Barron,Director of Emergency Management presented a COVID-19 update. He believed there was
good news and the county was moving in a good direction with COVID. The risk meter indicated the county was at
a"Comfortable"level. The spread continued to be low. Around the state,there was a similar decrease. There had
only been one hospitalization in the last two weeks. Testing volume had decreased slightly with over 650 tests
performed in the last two weeks.
Mr.Barron also gave a Grizzly Creek Fire update. There was still some spread moving north and west.
There were roughly 600 firefighters on site. The question was what was next. After a fire was out there was a high
risk for flood and debris flow. The biggest concern was the I-70 corridor,the infrastructure,railways,and water
supply.

Commissioner Chandler-Henry acknowledged the communication between the emergency services,
medics,sheriffs and firefighters. She was proud of the team.
Commissioner Scherr asked if there had been any flooding or damage from the recent rains.
Mr.Barron stated that the rain had been heavy at times,but the rock slides and debris flows had been
minimal.

Commissioner Scherr moved to approve the Consent Agenda for September 1,2020,as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Chandler-Henry opened and closed constituent input,as there was none.
Business Items
1.Resolution 2020-064 Regarding a De-Gallagher Ballot Question

Executive Summary: The Board will consider a de-Gallagher question for submission to the voters this election.
The question would provide the Board with the authority to adjust the mill levy when needed to offset the
state-imposed reduction in residential assessed valuation in order to maintain existing revenues and service levels.
Without approval,the County stands to lose 3 to 4 million in revenue from the pending state reduction. The
question will be similar to those approved in recent elections by CMC,Gypsum Fire and the Library District. The
Towns of Vail,Avon,and Eagle River Fire will also have similar questions on this year's ballot.
Bryan Treu,County Attorney explained the reason for considering the question.

Commissioner McQueeney moved to approve the resolution Regarding a De-Gallagher Ballot Question.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
2. Resolution 2020-065 for Solid Waste and Recycling Tipping Fee Increases

Executive Summary:Resolution to increase certain tipping fees at the Eagle County Landfill.
Jesse Masten stated that the fee increase would be implemented on January 1,2021. The increase would
primarily increase landscaping waste fees and would be an incentive for some waste diversion programs.The
other tipping fees would increase by cents,not dollars.
Commissioner Scherr moved to approve the resolution Increasing the Solid Waste and Recycling
Tipping Fees.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
3.Resolution 2020-066 Concerning Appointments To The Eagle County Regional Transportation Authority

Executive Summary:This resolution appoints new members to the Eagle County Regional Transportation
Authority Board.The appointments are for the Towns of Eagle(Scott Turnip eed)and Red Cliff(Dana Veljacic)
representatives. Each member's term will expire in February 2023.

Commissioner McQueeney moved to approve the Resolution Concerning Appointments To The Eagle
County Regional Transportation Authority.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
4.The Board of County Commissioners will meet as necessary to review and take action on any issues related to
the COVID-19 Local Disaster Emergency.
Chairman Chandler-Henry stated that there were no items to take action on.
Work Session - Eagle County Room
1.Eagle County Health Service District and Eagle County Paramedic Services New CEOs Update
Executive Summary: Chris Montera current CEO of Eagle County Health Service District and Eagle County
Paramedic Services will introduce the new Interim Co CEOs,Amy Gnojek and Jim Bradford,to the BOCC.

2.Eagle County 2021 Comprehensive Plan Update
Executive Summary: Staff will present the updated Project Management Strategy(Strategy)for the Eagle County
2021 Comprehensive Plan(Plan)update.The Strategy serves as a roadmap for the development of the Plan and
lays out a three-phase approach for the creation and completion of the document. Staff desires feedback on the
Strategy based on the proposed project assumptions,elements,work products,and timelines.
3.Edwards Recycle Center
Executive Summary:Update on citizen feedback concerning the potential relocation and upgrade of the Edwards
Recycle Center.
4. Materials Management Task Force update
Executive Summary: Update on the Materials Management Task Force which will include an update on composting
in the Eagle Valley with Shawn Bruckman from Vail Honeywagon.
