This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
COVID-19 Update
Birch Barron,Eagle County Emergency Manager,presented the weekly COVID-19 Performance Indicator.
The local disease spread threats was identified as"Cautious." Fifty four percent of the new cases in the past fifteen
days were identified in contact tracing. There were 22 new cases over the past 10 days. Hospital visits and new
cases remained controllable. Colorado was looking good compared to some states. Internationally, South America
was getting hit hard. The county would be moving into the"Black Diamond Phase"beginning June 22. The
biggest change was increasing group gatherings from 50 to 250. The new phase still encouraged mask use and
distancing. As the county awaited an approval of the next phase,the community needed to step up and understand
what was required of them.

Commissioner McQueeney stated that she was impressed with the Public Health team and the public.
Commissioner Scherr stated the county was trying to allow activity and still balance the risk.
Mr. Barron stated that they had an eye on the new school year and winter ski season. The summer was an
opportunity to learn.
Commissioner Updates
Commissioner Scherr reminded everyone that ballots had been mailed out for the Colorado Primary
Election. Unaffiliated voters who received both major party ballots should only vote one. There were various
drop-off locations throughout the county or ballots could be mailed,they just needed to be received by 7:00 p.m.,
June 30th.
Commissioner McQueeney spoke about Bill 14-27, which would be put before voters in November
regarding a request to fund both preschool and housing. More details will come prior to the election.
Chairman Chandler-Henry gave a shout out to Jenny Leonetti. Jenny was awarded the Volunteer Manager
Excellence Award by the CSU Extension Western Region.The award to given to the candidate with the most
demonstrated excellence in volunteer management and promotion. She thanked Jenny for all her work and believed
the county was lucky to have staff of this caliber.
County Manager Updates
Kelley Collier also gave a shout out to Jenny Leonetti. Anyone interested in any of the 4-H happenings
could check out the Eagle County website. Ms. Collier also stated that the county was waiting to hear on a variance
to the state public health order. If people were interested in hearing about what was happening in the rest of the
state,they could check out COVID19.colorado.gov to provide feedback on the rest of the state's plan.

Commissioner Scherr moved to approve the Consent Agenda for June 16, 2020,as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Business Items
1. The Board of County Commissioners will meet as necessary to review and take action on any issues related
to the COVID-19 Local Disaster Emergency.
Planning File - Eagle County Room
1. ZS-009001-2019 Walking Mountains Science Center- Sweetwater Campus(Second Hearing)

Executive Summary:
The applicant requests approval for a resort recreational facility on the property located at 776 Sweetwater Road.
The proposal consists of year-round day and overnight camps as well as up to two special events each year with up
to 300 attendees. The camp and special events would be operated by Walking Mountains Science School.

Chairman Chandler-Henry stated that there was a presentation last week on the file.

Ms.Valdez stated that at this time the board would review any public comment, however,there was no
public comment received. She presented the board's options and the proposed conditions.
Chairman Chandler-Henry asked Ms.Valdez to review the Planning Commission's findings.
Ms.Valdez stated that the Planning Commission voted unanimously for approval.
Commissioner Scherr believed the file was straight forward and met all the standards.
Commissioner McQueeney believed that in terms of the standards it was the goal/mission of Walking
Mountain and what they planned to do and what Walking Mountains was all about. She believed the standards had
been met and the proposal was in line with the other surrounding uses.
Chairman Chandler-Henry concurred with her fellow commissioners.
Commissioner McQueeney moved to approve File No.ZS-9001, incorporating staff's findings and
recommended conditions,because the application,as conditioned,meets the standards for approval of a Special
Use Permit.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
