This being a scheduled Public Hearing,the following items were presented to the Board of
County Commissioners for their consideration:
COVID-19 Update
Birch Barron, Eagle County Emergency Manager provided a COVID-19 update. He reviewed
the performance indicators and shared some of the updates over the last week. New cases were quickly
being identified, and there had been some real success in further disease spread. There were still some
high risk populations in the service industry. There had been 18 new cases over the last 10 days. The
hospital level was good. New cases appeared to be dropping across most of the Colorado region.The
testing capability was beginning to improve. The next phase,the"Blue Phase,"would begin on May 25th
pending state approval. He appreciated everyone's support.
Commissioner McQueeney reminded everyone that the new Public Health Order was pending
approval from the Colorado Department of Public Health. The county was doing its best to give direction
to businesses,but there was still some uncertainty as the data changed.
Commissioner Updates
Commissioner McQueeney encouraged people to wear masks. She believed it was an act of
kindness and appreciated the people wearing masks because it would protect the disease from spreading.
Commissioner Schen stated that it was National EMS Week. Their services were important in
the planning and preparation for this pandemic. He encouraged people to give them a shout out.
Chairman Chandler-Henry congratulated all the graduates, everyone making the transitions from
kindergarten,middle school,high school, and college. It was a day marked with ritual. She stated that
everyone was proud of them and hoped they could mark their day in some special way.
County Manager Updates
Jeff Shroll stated that the county received a notice of an award that would be received from the
Town of Avon. The award was from the Avon Police Department for the county's work in demonstrating
an outstanding commitment to the community that promotes a positive interaction between the citizens of
Avon and law enforcement during the COVID crisis. He looked forward to continuing the partnerships
with the county's municipal neighbors, special districts, and emergency service providers. He encouraged

people to wear masks when outdoors and recreating but believed it was still possible to be kind to one
another in passing. He gave a shout out to the track athletes, Eagle Valley,Battle Mountain, and Vail
Christian High School.
Consent Agenda
1. Construction Agreement with Ewing Trucking and Construction for Pedestrian Bridge and
Trailhead at Brush Creek Valley Ranch Open Space
Kevin Sharkey, ECO Trails
2. Memorandum of Understanding for Participation in the Colorado Emergency Fire Fund
Birch Barron, Emergency Management
Mr. Barron spoke about the Colorado Emergency Fire Fund and the recent red flag
warning and fire ban.
Commissioner Scherr moved to approve the Consent Agenda for May 19, 2020, as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Business Items
1. The Board of County Commissioners will meet as necessary to review and take action on any
issues related to the COVID-19 Local Disaster Emergency.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County
Commissioners and reconvene as the Eagle County Air Terminal Corporation.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Eagle County Air Terminal Corporation
1. Certificate of Corporation-Eagle County Air Teiininal Corporation

Executive Summary: In connection with the completion and closeout of the Airport Terminal Expansion
Project, we are required to provide certain certifications to UMB Bank,trustee under the Amended and
Restated Trust Indenture between UMB Bank and ECAT (the"Indenture"). Pursuant to the Indenture,
ECAT issued$29,145,000 in Airport Terminal Project Revenue Improvement Bonds. The proceeds of

the bonds were used to finance a portion of the costs relating to the redesign, renovation and expansion of
the eastern portion of the existing terminal building at the Airport, as well as the creation of temporary
facilities to accommodate concessionaires and other Airport services during the expansion project. This
certificate is to confirm that all required permits for the operation of the project were received from the
appropriate governmental authorities
Commissioner Scherr moved to approve the Certificate of Corporation for the Eagle County Air
Terminal Corporation.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Air Terminal Corporation and
reconvene as Eagle County Board of County Commissioners
Commissioner Scherr seconded the motion. The vote was declared unanimous.
