HomeMy WebLinkAboutR20-032 Support of Plan for Sustainable Social Distancing and Associated Orders DocuSign Envelope ID:B21CC78F-50B3-406A-8FC2-3E4322A624BC McQueeney Commissioner moved adoption of the following Resolution: BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO. 2020-032 RESOLUTION IN SUPPORT OF THE EAGLE COUNTY PLAN FOR SUSTAINABLE SOCIAL DISTANCING AND ASSOCIATED ORDERS OF THE DIRECTOR OF EAGLE COUNTY PUBLIC HEALTH AND ENVIRONMENT WHEREAS,on March 6, 2020,Eagle County confirmed its first case of COVID- 19; and WHEREAS, since then,Eagle County has imposed aggressive social distancing restrictions through a number of public health orders, many of which were more stringent than the state's executive and public health orders, issued by the Director of Eagle County Public Health and Environment(the"Director"); and WHEREAS, epidemiological evidence has definitively demonstrated a marked decrease in cases of COVID-19 in Eagle County after implementing its strict social distancing restrictions for the community; and WHEREAS, the Director developed the Eagle County Plan for Sustainable Social Distancing(the "Eagle County Plan"), which sets forth a three-phase reopening plan for the community; and WHEREAS,the purpose of the Plan and associated orders is to lift restrictions associated with COVID-19 in an incremental and measured fashion that prevents resurgence while allowing our community to begin social and economic healing and recovery; and WHEREAS, the Eagle County Plan includes less stringent social distancing measures than those imposed by the state,therefore requiring an exemption from certain provisions of the Orders by the Governor; and WHEREAS, on April 16, 2020,the Director requested exemptions from the provisions of executive and public health orders of the Governor and CDPHE that are more stringent than, and would therefore conflict with, the Eagle County Plan; and WHEREAS, if Governor Polis and CDPHE grant Eagle County's exemption requests,the Director intends to swiftly issue a public health order implementing Phase 1 of the Eagle County Plan; and Page 1 DocuSign Envelope ID:B21CC78F-50B3-406A-8FC2-3E4322A624BC WHEREAS,the Board of County Commissioners supports the Eagle County Plan, its implementation through public health orders of the Director, and the Governor's exemption from certain provisions of executive and CDPHE orders to allow Eagle County to safely and incrementally reopen the community; and WHEREAS,the Board recognizes that Governor Polis and CDPHE support these efforts, and respectfully requests that he grant the requested exemptions as necessary to allow Eagle County to implement the Plan. NOW,THEREFORE, BE IT RESOLVED by the Board of Commissioners of Eagle County, Colorado: THAT,the Eagle County Board of County Commissioners declares its support for the Eagle County Plan for Sustainable Social Distancing and its implementation through public health orders of the Director of Eagle County Public Health and Environment. THAT,the Eagle County Board of County Commissioners respectfully requests that Governor Polis and CDPHE, through its Executive Director, further support Eagle County's efforts to recover from the COVID-19 pandemic and grant such exemptions from orders of the Governor and CDPHE related to COVID-19 as necessary for Eagle County to implement the Plan for Sustainable Social Distancing through public health orders of the Director of Eagle County Public Health and Environment. THAT,this Resolution and Declaration is necessary for the public health, safety and welfare of the citizens of the County of Eagle, State of Colorado.
