This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Scherr let everyone know that this Thursday there was e-bike open house hosted by Pedal
Power at the Eagle Vail Golf Course at 6 pm. There would be discussion on rules,regulations, and use on public
lands.
Chairman Chandler-Henry thanked Colorado Parks and Wildlife for hosting a meeting last week to talk
about their proposed mountain lion management plan. If anyone had thoughts on the mountain lions in the area
and/or CPWs proposal to manage the animals she encouraged people to look on the website. There would be an
opportunity for public comment coming up shortly.
County Manager Updates
Jeff Shroll presented an update out of the Public Health Department related to the Coronavirus. The
disease was spreading. Public Health was confident they'd see the disease in Colorado although there were
currently no cases at this time. Public Health was working with many partners throughout the state and protocols to
monitor, screen, and quickly identify people that may have the disease. The disease was spread by respiratory
droplets which could include touching contaminated surfaces and touching your mouth, nose or eye without
washing your hands. Symptoms could be mild to severe. Most people infected have mild illness with fever, cough,
and aches. Older adults with preexisting health conditions were at a greater risk for complications. The Public
Health Team was monitoring situation on a regular basis.
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Work Sessions - Eagle County Room
1. Family Learning Center Capital Campaign
Executive Summary: The Family Learning Center(FLC),the largest early childhood education center in Eagle
County, will be presenting information on their campaign for a new building space. Their current building has been

donated to them for the last 20 years and is now needed by the owners who have agreed to a targeted transfer date
of 2025.
2. Colorado River District Update
Executive Summary: Zane Kessler, Director of Government Relations, will be here to provide an update on
current River District activities,priorities, and current Colorado River issues.
Planning File - Eagle County Room
1. Resolution 2020-016 Extinguishing the Special Use Permit For The Vail Mountain School ZS-00133
Holly Strablizky, Attorney's Office
Executive Summary: Walking Mountains desires to extinguish the existing Special Use Permit on the property
which is located at 776 Sweetwater Road.
Kris Valdez stated that the resolution was a housecleaning measure allowing Walking Mountain to proceed
with their application on the same property.
Ms. Stablizky stated that Special Use Permit had expired.
Commissioner Scherr moved to approve the resolution extinguishing the Special Use Permit for the Vail
Mountain School ZS-00133.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
2. ZS-009001-2019 Walking Mountains Science Center- Sweetwater Campus
Kris Valdez, Community Development
Executive Summary: The applicant requests approval for a resort recreational facility on the property located at
776 Sweetwater Road. The proposal consists of year-round day and overnight camps as well as up to two special
events each year with up to 300 attendees. The camp and special events would be operated by Walking Mountains
Science School.
Ms. Valdez stated that the applicant requested a tabling of the file to May 5, 2020 to allow for additional
work on their application.
Commissioner McQueeney moved to table File No. ZS-9001,until May 5, 2020.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Work Session - Eagle County Room
1. Consideration of CLEER Regional Clean Energy Corridor DOLA grant partnership request
Executive Summary: In July of 2019,the BOCC provided a letter of support to participate in the regional clean
energy corridor DOLA planning grant application CLEER(Clean Energy Economy for the Region, a Garfield
County-based non-profit organization)was organizing in partnership with Walking Mountains Science Center,

CORE, and Holy Cross Energy. The grant was approved, and also scope was amended by DOLA. Representatives
from CLEER will be providing update to the grant and matching fund request to the BOCC.
