HomeMy WebLinkAboutMinutes 11/13/18 PUBLIC HEARING November 13, 2018 Present: Kathy Chandler-Henry Chairman Jillian Ryan Commissioner Jeanne McQueeney Commissioner Jeff Shroll County Manager Bryan Treu County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Chairman Chandler-Henry congratulated Commissioner McQueeney on her re-election. She also encouraged a round of applause for the Open space ballot initiative that passed. Commissioner Ryan stated that she would be meeting with the State Health Department and the Air Quality Control Commission that were looking at low emission vehicle standards. At the last hearing,they considered a zero emission vehicle program for rural areas. She would be testifying on behalf of Eagle County and the Colorado Communities for Climate Action. Commissioner McQueeney spoke about the upcoming legislative session and the board had a full-day retreat on Thursday with CCAT-Counties and Commissioners Acting Together. The board would be meeting with the Town of Gypsum later today. WECMRD Brand Launch Scott Robinson, WECMRD Marketing&Communications Manager, spoke. He stated that WECMRD had been a pillar of the community for 38 years and done amazing things for youth, adults and seniors. The rebranding effort created was an extension of a larger visioning project. The brand would grow and encompasses new goals in health and wellness. Janet Bartnek,Executive Director, stated that WECMRD's new name was Mountain Recreation. They would be rolling out a brand new website and trying to create an organization that met their mission. County Manager Updates Jeff Shroll thanked Kevin Williams of the Vail Valley Partnership for hosting the symposium last week. He thanked Adam Palmer,Kim Williams, and Chris Lubbers for giving him some talking points. It was a good feeling to see strong lines of open communication and collaboration. Consent Agenda 1. AFP-7586 Lot 6, McCoy Springs at Arrowhead Kris Valdez, Planning and Nicole Mosby, Engineering Department Commissioner McQueeney moved to approve the Consent Agenda for November 13, 2018, as presented. Commissioner Ryan seconded the motion. The vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened constituent input. Joanne Rock congratulated Commissioner McQueeney on her win in the recent election and spoke of the celebrations related to Veteran's Day. Chairman Chandler-Henry closed constituent input. Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Air Terminal Corporation. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Eagle County Air Terminal Corporation 1. Frontier Rental Inc. d/b/a Dollar Rent A Car Concession Agreement for ECAT 2. The Hertz Corporation Car Rental Concession Agreement for ECAT 3. Enterprise Leasing Company of Denver, DBA Alamo Rent A Car and National Car Rental Concessional Agreement for ECAT 4. Avis Budget Group Rental Car Concession Agreement for ECAT Kip Turner, Aviation Director, provided an overview on how rental car businesses operated at the airport. All of the agreements were similar to what had been proposed in the past. Commissioner McQueeney moved to approve the Frontier Rental, Hertz Corporation, Enterprise Leasing Company,and Avis Budget Group Car Concession Agreement(s) for ECAT. Commissioner Ryan seconded the motion. The vote was declared unanimous. 2 11/13/2018 Commissioner McQueeney moved to adjourn as the Eagle County Air Terminal Corporation and re- convene as the Eagle County Board of County Commissioners. Resolution 2018-087 Concerning the Energy Efficiency of County Facilities Adam Palmer, Sustainable Communities Executive Summary: On September 4, 2018, staff presented several internal standards options for Eagle County to follow when building new facilities. Through research, site visits, and feedback from the public, staff recommends that all new construction projects are scoped to LEED Certification standards. Commissioner Ryan moved to approve the resolution concerning the Energy Efficiency of County Facilities. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 2. Resolution 2018-088 Proclaiming November 12-18, 2018 as Apprenticeship Week in Eagle County Rhea Silverkorn, Administration Executive Summary: The demand for skilled workers continues to increase and the modern registered apprenticeship system is a proven method to meet this demand and helps Eagle County prepare for economic development and economic growth.Apprenticeship programs prepare Eagle County's workers to compete in our changing economy. We have several bona-tide, registered apprenticeship programs here in Eagle County including New Electric and Vail Resorts. The Eagle County Board of Commissioners hereby proclaims that November 12-18, 2018 be "Apprenticeship Week"throughout Eagle County. Erik Williams, Director of Community Development- Vail Valley Partnership, spoke about the program and expressed excitement for the collaborations. Commissioner McQueeney moved to approve the resolution proclaiming November 12-18, 2018 as Apprenticeship Week in Eagle County. Commissioner Ryan seconded the motion. The vote was declared unanimous. 3. Resolution 2018-089 Proclaiming December 4, 2018 as Colorado Gives Day in Eagle County Rhea Silverkorn,Administration Executive Summary: Charitable giving in Eagle County is critical to providing support that local nonprofit organizations need to make our community a desirable place to live. Community First Foundation and FirstBank have partnered in an effort to increase charitable giving in our community through the online giving initiative Colorado Gives Day. Colorado Gives Day in 2017 raised $49.1 million in a single 24-hour period via online donations; $928,583.31 went to Eagle County nonprofits, at eaglecogives.org, a website allowing donors to direct their contributions to one or more of the forty-eight(48) local, Eagle County charities featured on the site. The site was an ideal resource for facilitating charitable giving to our locally-based nonprofit organizations. Colorado Gives Day is December 4th this year, and all citizens are encouraged to participate because all donations, large or small, can make a difference to nonprofits in need. 3 11/13/2018 Commissioner Ryan moved to approve the resolution proclaiming December 4, 2018 as Colorado Gives Day in Eagle County. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 4. Resolution 2018-090 Support of Eagle County Veterans in Honor of Veterans'Day November 11, 2018 Veterans Awards Kathleen Lyon, Human Services Executive Summary: A resolution in support of Eagle County's over 2300 veterans and their families and their many contributions for Veterans Day 2018. Commissioner McQueeney moved to approve the resolution supporting Eagle County Veterans in Honor of Veteran's Day November 11, 2018 Veterans Awards. Commissioner Ryan seconded the motion. The vote was declared unanimous. 5. Veterans Awards Kathy Lyons and Pat Hammon EAGLE COUNTY VETERAN OF THE YEAR—2018 BUDDY SIMS In honor of Veterans Day 2018, Eagle County is proud to award the Eagle County Veteran of Year award. This award is bestowed upon an outstanding veteran who has exemplified the values of serving community, educating citizens concerning patriotism and love of our country, recognizing fellow veterans for deeds in the community, and serving fellow veterans in outstanding ways. This year's award goes to Theron Sims, better known as Buddy. EAGLE COUNTY VETERAN VOLUNTEER OF THE YEAR—2018 TERRYMAHONEY In honor of Veterans Day 2018, Eagle County is proud to award the Eagle County Veteran Volunteer of Year award. This award is given to an Eagle County veteran who goes beyond the call of duty to help other veterans in need,to assist with County Veteran programs, participates in outreach programs and generally contributes to the image of County Veterans as generous,thoughtful, patriotic and proud citizens.This year's award goes to Terry Mahoney. 5. Brush Creek Valley Ranch and Open Space Management Plan Diane Mauriello, Open Space Executive Summary: This management plan identifies possible action items and priorities for the management of the Brush Creek Valley Ranch and Open Space, formerly known as Hardscrabble Ms. Mauriello presented a PowerPoint detailing the of the management plan. She introduced a few of the team members, Bill Mangle, Natural Resource Planner with ERO Resources, and Amy Cassidy of Amy Cassidy Consulting. Both had been instrumental in coordinating with the different groups that had participated in the plan. Not present was Phil Kirkman, Eagle County Open Space Ranger and Natural Resource Specialist. Ms. Mauriello thanked everyone for their partnership and work on the plan. The new draft would appear on the website under "Open Space". Commissioner Ryan moved to approve the Brush Creek Valley Ranch and Open Space Management Plan. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Work Session 1. Eagle Ranch Apartments Update 4 11/13/2018 Planning Files 1. PR-7789 Vines at Vail Extension-Second Tabling Request Executive Summary: The Applicant has requested a tabling of this file to December 4, 2018. The Applicant is requesting a two (2)year extension to the Final Plat for the Vines at Vail Planned Unit Development(File No. PDF-00098), initially approved on November 6, 2007. The original Final Plat approval vested the subdivision of the property for five (5)years. This request is the fourth extension request for the Vines at Vail Final Plat for Planned Unit Development. Ms. Valdez stated that the applicant requested a tabling. Staff was in the process of reviewing the information provided by the applicant. Commissioner Ryan moved to table file no. PR-7789 Vines at Vail Extension to December 4, 2018. Commissioner McQueeney seconded the motion.The vote was declared unanimous.
