This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Ryan stated that Eagle County received some grant funding from the Katz Family
Foundation for the mental health program. This would add additional funding towards creating a mental health
system in Eagle County. She thanked the foundation and Chris Lindley, Eagle County Public Health Director, for
his work.
Chairman Pro-Tern McQueeney spoke about Colorado Gives Day. There was over one million dollars
raised in Eagle County. She also gave a shout out to the Town of Vail for hosting a community dinner.
County Manager Updates
Jeff Shroll gave a shout out to Habitat for Humanity for their accomplishments. He also thanked all the
Eagle County staff that took part in the disaster mitigation workshop sponsored by Northwest Colorado Council of
Governments. There were portions of the workshop available on EcoTV.

Commissioner Ryan moved to approve the Consent Agenda for December 11, 2018, as presented.
Chairman Pro-Tern McQueeney seconded the motion, Of the two voting Commissioners,the vote was

Constituent Input
Chairman Pro-Tem McQueeney opened constituent input.
Joanne Rock commented on the upcoming changes in leadership in the State on Congress. Looking at the
budget for Colorado it appeared that $53 million dollars budgeted last year for non-citizen healthcare. She believed
that the services received should be based on status.

1. Resolution 2018-095 Adopting the 2019 Budget

Executive Summary: Public meeting for the 2019 Budget Presentation is scheduled for December 4, 2018. Public
Notice will be completed for the Adoption of the 2018 Budget on December 6, 2018 and the Appropriation will be
made in the December 11th public meeting.
Ms. Klosterman stated that some changes had been made to revenue and total expenditures had gone up by
$128,000. The increase was due to a grant that Human Services received. What was being presented was total
expenditures for all county funds totaling $145,765,702.
Commissioner Ryan thanked Ms. Klosterman and all the directors for their work on the budget. She
believed the budget was thoughtful. She asked Ms. Klosterman to talk about her philosophy with the budget.
Ms. Klosterman stated that they reviewed previous budget years and tried to focus on actuals and focused
on programs that supported the county's strategic priorities.
Chairman Pro-Tern McQueeney believed the budget detail was important and the proposed budget for 2019
was very clear. Some of the priorities were reflected in the budget. Core services were at the forefront.
Commissioner Ryan moved to approve the resolution adopting the 2019 budget.
Chairman Pro-Tern McQueeney seconded the motion. Of the two voting Commissioners,the vote was
declared unanimous.
2. Resolution 2018-096 Adopting the 2019 Fiscal Budget Mill Levy

Executive Summary: This meeting is to adopt the Mill Levies for Eagle County. Public notice will be completed
on December 6, 2018 and the approval will be completed in the December 11, 2018 public meeting.
Ms. Klosterman stated that the Mill Levies would remain at 8.499 mills for fiscal year 2019. Property tax
generated about 21%of the overall budget and of that about 13% went to the county.
Commissioner Ryan moved to approve the resolution adopting the 2019 Budget Mill Levy.
Chairman Pro-Tern McQueeney seconded the motion. Of the two voting Commissioners, the vote was
declared unanimous.
Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Air Terminal Corporation.

declared unanimous.

Eagle County Air Terminal Corporation
1. Approval of the 2019 Eagle County Air Terminal Corporation Budget

Executive Summary: Bocc will approve the 2019 Budget as the ECAT Board
Ms. Klosterman stated that there had been no changes to the budget from what the board saw last week.
The budget allowed for expenditures totaling$26,868,403. The biggest piece was the terminal renovation.
Commissioner Ryan moved to approve the 2019 Eagle County Air Terminal Corporation Budget.
Chairman Pro-Tern McQueeney seconded the motion. Of the two voting Commissioners,the vote was
declared unanimous.
Commissioner Ryan moved to adjourn as the Eagle County Air Terminal Corporation and re-convene as
the Eagle County Board Housing and Development Authority.

Eagle County Housing and Development Authority
1. Approve the Eagle County Housing and Development Authority 2019 Budget

Executive Summary: To approve the 2019 budget for ECHDA(Eagle County Housing and Development
Authority) by the ECHDA Board.
Ms. Klosterman reviewed the proposed budget for the Eagle County Housing and Development Authority.
The board would be approving expenditures of$5,027,177 for the Housing Authority,the Valley Home Store, and
Lake Creek Village Apartments. In addition,the board was also approving$1,065,340 for Riverview Apartments,
Golden Eagle Elderly Apartments, and Seniors on Broadway Apartments.
Commissioner Ryan moved to approve the Eagle County Housing and Development Authority 2019
Budget.
Chairman Pro-Tem McQueeney seconded the motion. Of the two voting Commissioners,the vote was
declared unanimous.
2. Consent and Subordination to the Deed Restriction for the Occupancy of 6 West Apartment Homes—
Kim Bell Williams
Executive Summary: The Eagle County Housing& Development Authority has a deed of trust for repayment of
water rights value at 6 West Apartment Homes. The Deed Restriction by the Town of Vail is requesting a
subordination of our deed to this document. The Deed Restriction will remain in full force and effect in the event
of a foreclosure of the deed.
Ms. Bell Williams stated that Eagle County currently had 84 resident-occupied deed restrictions on the
property and the Town of Vail partnered with the developer to add 23 additional deed restrictions. The
subordination would allow the Town of Vail deed restrictions to be subordinate to the water loan.
Commissioner Ryan stated that she appreciated the partnership with Vail.

Commissioner Ryan moved to approve the consent and subordination to the deed restriction for the
occupancy of 6 West Apartment Homes.
Chairman Pro-Tem McQueeney seconded the motion. Of the two voting Commissioners,the vote was
declared unanimous.
Commissioner Ryan moved to adjourn as the Eagle County Housing and Development Authority and re-
convene as the Eagle County Board of County Commissioners.
