This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Ryan provided an update on a retreat she attended of the Commissioners and Counties
Acting Together, a group of local counties working on statewide policy initiatives. The group continued work on
transportation, healthcare, affordable housing, early childhood, human services, and public lands. She expected
that the board would be down at the Capital a lot this upcoming spring.
Commissioner McQueeney stated that she recently attended a meeting in Colorado Springs for the first
Child Welfare Allocation Committee meeting. She was appointed to represent the mountain region.
Chairman Chandler-Henry offered a belated Thanksgiving and gratitude to all of the county staff and an
extra shout out to the Road&Bridge Department for plowing the roads and keeping people safe.
County Manager Updates
Jeff Shroll stated that he'd been able to attend all the senior luncheons now and had enjoyed the hospitality.
He reminded everyone that next Tuesday afternoon staff would be presenting the 2019 budget and invited the
public to attend.

Bryan Treu stated that a call had been received by Community Development regarding Item 7, Valley View
Homes Subdivision. A prospective purchaser called not wanting the lots to be adjusted but Mr.Treu believed this
was not a reason to pull the item off consent since the request met all the standards.
Commissioner Ryan moved to approve the Consent Agenda for November 27,2018, as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Chandler-Henry opened constituent input.
Joanne Rock spoke about book she was reading titled Life of Nelson Rockefeller, and read a couple quotes
from the book.

Business Items
1. First Amendment to Subdivision and Off-Site Improvements Agreement for 6 West Apartments PUD

Executive Summary: First Amendment to the 6 West SIA to extend the completion date from December 1, 2018
to September 30, 2019
Mr. Davies presented the request. The amendment was for a Subdivision Improvements Agreement(SEA)
signed back on March 2018. The completion date was December IS1 of 2018 but the developer believed it was an
aggressive schedule so staff had extended the date of the completion of the SIA to September 30t11 of 2019.
Commissioner McQueeney moved to approve the First Amendment to Subdivision and Off-Site
Improvements Agreement for 6 West Apartments PUD.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
2. Resolution 2018-092 in Support of Reauthorizing of and Full Funding for the Land and Water
Conservation Fund

Executive Summary: The Land and Water Conservation Fund (LWCF), established by Congress in 1964, is one of
the most successful government programs in preserving our country's precious natural and cultural resources and
improving equitable access to the outdoors in urban and rural communities,which is essential to Colorado's health,
culture, economic opportunity and the future of our children and grandchildren.
Abby Musfeldt Special Projects Manager stated that resolution was written in support of the Land and
Water Conservation Fund. This past year, $893 million dollars went to the fund. There had been $38,000 projects

in Colorado. Locally in Eagle County,there were 13 projects, leveraging 1.7 million dollars. Most recently the
Sylvan Lake spillway project received some LWCF funding.
Chairman Chandler-Henry stated that the funding also helped the county build three boat ramps.
Commissioner Ryan moved to approve the Resolution in Support of Reauthorizing of and Full Funding for
the Land and Water Conservation Fund.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Housing and Development Authority.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Eagle County Housing and Development Authority
1. Agreement for Professional Services between Lake Creek Village LLC and Norris Design

Executive Summary: We are working on phase 2 of the LCV Landscape Redesign project and have enlisted the
help of Norris Design again to plan what we should complete in the summer of 2019. Norris worked with us on
Phase 1 design and they are also working with Eagle Valley Outdoor Movement on the best ways to utilize the
GOCO grant. EVOM and LCV have partnered and will use some of the funds, which will be matched by LCV, to
upgrade additional outdoor features at LCV.
Commissioner Ryan moved to approve the agreement for professional services between Lake Creek
Village LLC and Norris Design.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Housing Authority and re-convene as
the Eagle County Board of County Commissioners.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
