This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney thanked the Pitkin County Board of Commissioners for taking the time to meet
with the Eagle County Board of Commissioners last week. It was helpful to get on the same page and realign.
Commissioner Ryan provided an update on healthcare.Eagle County continued to work with Vail Health,
Mountain Family Health Center and Colorado West on a joint medical facility. Healthcare was a very high priority
for Eagle County.
Chairman Chandler-Henry spoke about the unveiling of a Housing Needs Assessment in the Roaring Fork
Valley, from Aspen through Glenwood. The assessment was a joint venture to identify the needs, inventory, and
recommendations.
County Manager Updates
Jeff Shroll spoke about his recent meeting with the Pitkin County manager. He looked forward to working
on and developing a relationship with other municipality managers.

Commissioner Ryan moved to approve the Consent Agenda for October 9, 2018, as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

Constituent Input
Chairman Chandler-Henry opened constituent input.
Joanne Rock spoke about housing and reviewed a book she recently read on the topic. She believed that
senior housing should be considered as well.

Business Items
1. Resolution 2018-080 Concerning Appointments to the Eagle County Regional Transportation Authority

Executive Summary: The Town of Gypsum has appointed a new regular and alternative member. The Town of
Minturn has appointed a new alternative member.
Commissioner McQueeney moved to approve the resolution concerning appointments to the Eagle County
Regional Transportation Authority Board.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
2. Resolution 2018-081 Opposing Amendment 74

Executive Summary: On November 6, 2018, state voters will be asked to vote on Amendment 74,which seeks to
amend the Colorado Constitution to require that "just compensation" be paid for any government law or regulation
deemed to reduce the fair market value of private property.
Amendment 74 has been written and is being funded by the oil and gas industry to amend the Colorado
Constitution and threaten the ability of state and local governments to provide basic governmental services.
Amendment 74 would require the government- i.e.,the taxpayers-to compensate private property owners for
virtually any decrease whatsoever in the fair market value of their property, even if temporary or incidental, if the
decrease is traceable to any government law or regulation.
Amendment 74 would place laws, ordinances, and regulations designed to protect public health and safety, the
environment, our natural resources, public infrastructure, and other public resources in jeopardy.
The Eagle County Board of County Commissioners opposes Amendment 74 and urges residents to vote against the
measure.
Mr. Treu stated that Amendment 74 was troubling for the Attorney's Office and could be costly.
Commissioner Ryan moved to approve the resolution opposing Amendment 74
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Planning Files
1. PR-7789 Vines at Vail Extension-Tabling Request
Executive Summary: The Applicant has requested a tabling of this file to November 13.

The Applicant is requesting a two(2) year extension to the Final Plat for the Vines at Vail Planned Unit
Development(File No. PDF-00098), initially approved on November 6, 2007. The original Final Plat
approval vested the subdivision of the property for five(5) years. This request is the fourth extension request for the
Vines at Vail Final Plat for Planned Unit Development.
Ms. Valdez stated that the applicant wished to table the file in order to get more information to the Planning
Department. As of now, evidence that the applicant could build 50%of the infrastructure in the next two years was
required.
Commissioner McQueeney moved to approve the request to table file no. PR-7789 Vines at Vail
Extension to November 13, 2018.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
