This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Ryan spoke about a collaborative effort with group of stakeholders that included federal
highway administration, CDOT, government agencies, and other partners that had an interest in the I-70 Record of
Decision program. The program was a 50 year plan for 1-70 signed in 2011. CDOT was beginning to construct
westbound peak period shoulder lanes. CDOT was also beginning a program called RoadX that used innovative
technology to improve the transportation system. The group met twice a year.
Commissioner McQueeney stated that she would be leaving the meeting early as there was an opportunity
to visit with Jane Williams who was the acting administrator for the Federal Transit Authority. Ms.Williams
requested a media event in Glenwood and wanted a tour of the RFTA system. She also expressed some
appreciation for the Colorado Health Foundation and the participants that just completed a training program called
Leadership on the Ground.
Chairman Chandler-Henry gave a shout out to Habitat for Humanity. They recently unveiled their new
strategic plan. They had a strong board and were looking to have 100 homeowners by 2021. She also let everyone
know there was a presentation tomorrow evening sponsored by the Eagle River Watershed Council and Vail
Symposium in Vail called the Law of the Colorado River.

Commissioner McQueeney moved to approve the Consent Agenda for October 2,2018, as presented.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Constituent Input
Chairman Chandler-Henry opened constituent Input.
Joanne Rock stated that she would be attending a class on the impact of technology on children's learning.
She would be taking a road trip to Frisco for the senior awards ceremony. She also shared information about a
book written by Governor Hickenlooper,The Opposite of Woe: My Life in Beer and Politics.
Chairman Chandler-Henry closed constituent input.
Business Items
1. Resolution 2018-077 Concerning Appointment to the Eagle County Animal Services Advisory Committee
Abby Musfeldt,County Manager's Office
Executive Summary: The BoCC has selected Baylee Jackson to fill a vacancy on the Animal Services Advisory
Committee. Baylee is veterinary technician and resides in Gypsum. Baylee will serve a three-year term on this
committee.
Nathan Lehnert,Animal Field Service Manager stated that the resolution confirmed the appointments to the
committee. The committee connected the Shelter with the community. The discussed events and activities and
worked towards improving services. Meetings were held monthly.
Chairman Chandler-Henry thanked Ms. Musfeldt for her help in strengthening the committee.
Commissioner Ryan moved to approve the resolution concerning appointment to the Eagle County Animal
Services Advisory Committee.
Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners, the vote was declared
unanimous.
2. Resolution 2018-078 In Support Of Roaring Fork Transportation Authority Ballot Issue 7A

Executive Summary: The Roaring Fork Transit Authority(RFTA) serves the Roaring Fork Valley portion of
Eagle County with several transit options, including bus rapid transit, local service, and the Rio Grande Bike
Trail.RFTA does not anticipate that its current revenues will be sufficient for ongoing operation and long-term
capital planning. Therefore,RFTA has placed Ballot Issue 7A on the November 6, 2018 ballot.
Commissioner McQueeney stated that RFTA was the bus system that operated in the Roaring Fork Valley.
RFTA developed a plan that covered the replacement of buses as well as bus stop maintenance and upgrades. The
county was happy to support the ballot issue.
Chairman Chandler-Henry added that RFTA had been innovated partner in starting the first rural bus rapid
transit system. They also provided a bike program.
Commissioner Ryan thanked Commissioner McQueeney for representing the county on the RFTA board.
She fully supported the ballot issue. RFTA desperately needed the funds for ongoing operations and long-term
capital.
Commissioner McQueeney moved to approve the resolution supporting the Roaring Fork Transportation
Authority Ballot Issue 7A.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
