HomeMy WebLinkAboutMinutes 09/04/18 PUBLIC HEARING September 4, 2018 Present: Kathy Chandler-Henry Chairman Jillian Ryan Commissioner Jeanne McQueeney Commissioner Jeff Shroll County Manager Bryan Treu County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner McQueeney cheered the fact that the long-standing Minturn Rummage Sale would be held at the Eagle County River Center this year. Commissioner Ryan deferred her update until the presentation of"Let's Go, Colorado". Chairman Chandler-Henry spoke about the Labor Day holiday and recognized all the laborers in the county. Consent Agenda 1. Resolution 2018-069 Approving the Lane Family Conservation Subdivision and Zone Change Files SMA- 6856,ZC-6857, ZS-6858 Adam Palmer, Sustainable Communities 2. Resolution 2018-070 Authorizing Approval of the Service Plan for the Tree Farm Metropolitan District File SD-7689 Holly Strablizky,Attorney's Office Commissioner Ryan moved to approve the Consent Agenda for September 4, 2018, as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened and closed constituent input, as there was none. Business Items 1. Resolution 2018-071 to Submit a Question to the Registered, Qualified Electors of Eagle County Extending the Existing 1.5 Mill Levy Property Tax for the Eagle County Open Space Program Diane Mauriello, Open Space Executive Summary: 1 09/04/2018 Resolution provides for the submission to the registered, qualified electors of Eagle County, Colorado, a question to authorize, without raising taxes,the extension of the existing 1.5 mill levy related to the Eagle County Open Space Program for fifteen years from its current expiration, said question to be submitted at the election to be held November 6, 2018; prescribing the form of ballot question for submission at said election, and providing for certification of the election question to the county clerk and recorder. Ms. Mauriello spoke about the resolution. She thanked those who participated in the recent open space survey. The county worked closely with the Eagle Valley Land Trust.The information received in the survey was helpful. Commissioner Ryan thanked the Open Space Advisory Committee for its work. The ballot issue would give voters the chance to weigh-in. Commissioner McQueeney believed the recent acquisitions belonged to the people and the properties made Eagle County a great place to live. Chairman Chandler-Henry concurred with Commissioner McQueeney's comments and believed there was a great mix of properties that had been acquired. She highlighted some of the bullet points in the resolution. Mr.Treu stated that a change had been made to the resolution that defined the tax increase and the title was changed. Chairman Chandler-Henry stated that at this moment Eagle County staff would no longer be involved in promoting this ballot issue except if they want to do so on their volunteer time. Commissioner McQueeney moved to approve the resolution to submit a question to the registered, qualified electors of Eagle County extending the existing 1.5 Mill Levy Property Tax for the Eagle County Open Space program. Commissioner Ryan seconded the motion. The vote was declared unanimous. 2. Resolution 2018-072 Support of"Let's Go, Colorado," a State Citizen Initiative Designated as Initiative #153, to Increase Funding for Statewide and Local Transportation Needs Abby Musfeldt,Administration Commissioner Ryan stated that there would be two statewide transportation funding initiatives on the ballot this November. For years she'd been involved in conversations about the need for new transportation funding statewide. This ballot measure would improve road conditions by addressing CDOT's $1 billion annual shortfall because the state and federal gas tax had not been raised since 1991 and 1992. If a statewide ballot initiative did not pass this year, several Front Range counties were prepared to form a Transportation Planning Region and ask their own voters for a transportation tax. The county could receive $1.8 million a year to go towards county roads. Some priority projects included Floyd Hill,Vail Pass, and Dowd Junction. Ms. Musfeldt spoke about the CDOT annual shortfall and how the road damage hit home to drivers. In terms of the funding allocation, local funding would be split between cities and counties with full flexibility to spend the money. Commissioner Ryan spoke about the partnerships with the I-70 Coalition, Intermountain Transportation Planning Region, ECO Transit, and the Roaring Fork Transportation Authority. Ben Gerdes, County Engineering Manager provided detail regarding the first phase of the West Vail Pass auxiliary lanes. These improvements would provide safety and adding a third lane would provide more room to get vehicles off the road in emergency situations during the winter months. The I-70 Dowd Interchange improvements would improve safety as it was one of the highest crash rate areas. Some of the other improvements included West Edwards, Hwy 82, Spur Road and Frying pan Road. Chris Lubbers spoke about the potential transit system improvements. Kevin Sharkey spoke about the potential trail, E-bike, and pedestrian safety improvements. Chip Bair added his support. 2 09/04/2018 Commissioner McQueeney moved to approve the resolution supporting"Let's Go, Colorado,"a State Citizen initiative designated as initiative#153,to increase funding for statewide and local transportation needs.
