This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney spoke about the importance of the strategic plan and measurable outcomes.
The challenges, collaborations, and innovations were seen everywhere. She highlighted the MIRA bus ribbon
cutting and how it was an example of collaboration and innovation. She believed it would take community partners
to make the bus work.
Commissioner Ryan spoke of climate action and climate protection. Eagle County was a member of a
group called Colorado Communities for Climate Action. The group was comprised of cities and counties that
worked with a lobbying firm to advocate for policies that reduced greenhouse gas emissions. The collaboration
had grown to 20 local governments from around the state. On Thursday the Air Quality Control Commission
would be having a hearing in which she would be testifying. They would be proposing a program of zero emission
vehicles to have 10%of sales be electric vehicles by 2025. California and other states already had these types of
programs. She believed changes needed to be made on both the state and federal level.
Chairman Chandler-Henry mentioned the grand opening of the Castle Peak Memory Care Center next
week. She also mentioned that there would be a reception and welcoming today for the new county manager,Jeff
Shroll, in the Roaring Fork Valley at Crown Mountain Park. Lastly, she mentioned a tour of Hardscrabble Ranch
compliments of the Open Space Advisory Council. A management plan was in the works and a name change was
also being proposed.

Commissioner Ryan moved to approve the Consent Agenda for August 14,2018, as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

Constituent Input
Chairman Chandler-Henry opened constituent input.
Joanne Rock spoke about some topics for possible discussion. She wondered if it made sense to have
purified public water refill stations to save water and eliminate waste. She also proposed annual inspections for
cars older than ten years at time of registration. She nominated today as National Family Day. She also wondered
about taxing bike users through registration programs. Lastly she talked about a recycling glass campaign for roads.
Chairman Chandler-Henry closed constituent input.
Business Items
1. Resolution 2018-059 Authorizing County Manager and Deputy County Managers to Sign Agreements
under Monetary Limits

Executive Summary: This resolution allows the county manager to sign agreements under$100,000 and the
deputy county managers to sign agreements under$50,000.All other agreements must go before the Board of
County Commissioners for approval. In the case of an emergency event,the county manager and deputy county
managers cannot procure resources over$250,000, as addressed in Emergency Situations resolution 2018-038.
Mr.Nugent believed the resolution would create a more efficient and timely process. All agreements would
still be reported to the BoCC,be posted publicly, and stored on the county website for public view.
Commissioner McQueeney moved to approve the resolution authorizing County Manager and Deputy
County Managers to sign agreements under monetary limits.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Housing and Development Authority.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Eagle County Housing and Development Authority

Executive Summary: We are replacing the boilers in the 3BR buildings at Lake Creek Village Apartments. The
systems are older and the improved efficiency will cut down on utility costs while improving the lives of the
residents.This summer and fall we will be replacing the boilers in eight(8) of our 3BR buildings at a cost of
approximately$25,000 each. We are lucky enough to be able to complete this amount due to the generosity and
commitment to improving efficiency from Energy Outreach Colorado and Black Hills Energy. Together,these
companies are funding 100%of each replacement.
Kim Bell Williams believed the improvements were a win-win for everyone. This was the second recent
upgrade to the buildings.
Adam Palmer stated that the new boilers would save money and was a way to support work force families.
The boilers had a higher efficiently rating.
Commissioner Ryan believed the property was a model of excellence. The improvements met so many of
the county's strategic plan objectives.

Commissioner McQueeney moved to approve the agreements for services between Lake Creek Village
LLC and Kenneth Williams d/b/a K.W.'s Pipe Fixation for buildings 9, 30, 26,29, 19, 14, 31, and 22.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Commissioner Ryan moved to adjourn as the Eagle County Housing Authority and re-convene as the Eagle
County Board of County Commissioners.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
