This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney reminded everyone about the ribbon cutting ceremony for the new MIRA Bus -
Mobil Intercultural Resource Alliance RV-tomorrow at the town park.
Commissioner Ryan spoke about a visit from the State Health Insurance Commissioner last week. She
believed the State had been good at giving the county attention recently as they try to figure out how to bring down
health care costs in the mountain regions. She also attended a meeting with I-70 Coalition. There were discussions
around a ballot initiative to increase transportation funding for much needed programs and projects. She would
continue to provide updates.
Chairman Chandler-Henry stated that Commissioner Ryan had been representing the county well on the
strategic initiative of sustainability and environmental protections and was last week elected to be the new president
of the Colorado Community for Climate Action. She also spoke about the Veteran Benefit Ride last week. Lastly,
Chairman Chandler-Henry notified any agriculture producers concerned about drought conditions that the county
was working with NRCS on whether or not Eagle County met the cut-off qualifications to be declared a disaster
area for drought. Garfield County had been declared such an area.
Consent Agenda

Commissioner Ryan moved to approve the Consent Agenda for August 7,2018, as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Chandler-Henry opened constituent input.
Joanne Rock spoke about behavioral changes, substance abuse, and the different viewpoints on three
strikes.
Chairman Chandler-Henry closed public comment.

Business Items
1. Resolution 2018-057 Concerning the Termination of Certain Eagle County Colorado Works Policies and
the Adoption of New Eagle County Colorado Works Policies

Executive Summary: Colorado Works is Colorado's Temporary Assistance to Needy Families(TANF)program
and provides public assistance to families in need. The Colorado Works Program is designed to assist customers in
becoming self-sufficient by strengthening the economic and social stability of families. Under Colorado Works,
applicants who are either pregnant or have dependent children, and who meet other eligibility requirements, can
receive cash assistance payments and/or services such as counseling and training.
Colorado Works is funded through a block grant that is comprised of federal and county funds and includes funds
for all program and administrative costs. In State Fiscal Year 2019 (7/1/18 through 6/30/19) Eagle County's
preliminary allocation is $599,832 which includes federal funds of$511,209 and county funds of$88,623.
This resolution provides for updates to Eagle County's Colorado Works policies requesting approval for five
policies that have been revised and three new policies. The resolution also requests termination of policies which
are no longer valid or required by program rule.
Ms. Lyons, Economic Services Director, spoke about the services provided by the program. The county
policies had been revised based on general updates that the state had made to the program rules. The program
served about 42 families within the county, and in terms of money, expenditures came to around$27,000 a month.
Commissioner McQueeney moved to approve the resolution concerning the termination of certain Eagle
County Colorado Works Policies and the adoption of the New Eagle County Colorado Works Policies.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Housing and Development Authority.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Eagle County Housing and Development Authority
1. Preconstruction and Construction Services Agreement for the Eagle County Housing and Development
Authority Eagle Ranch Lot 3 Apartments and FCI Constructors, Inc.

Executive Summary: Preconstruction Services and Construction Services for Eagle Ranch Lot 3
Apartments.
Kim Bell Williams, Housing Director presented an overview of the proposed Eagle Ranch Apartments.
The project included 22 apartments. The plan was to provide workforce housing eventually being converted to
senior independent living in 7-10 years in partnership with Augustana Care.
Josh Miller, Construction Manager, stated that the pre-construction contract agreement was fairly standard
with FCI.
Ms. Bell Williams stated that they were also looking at other partners in this project. Construction would
begin in March of 2019 with a completion date of May 2020.
Commissioner Ryan asked about the trigger for when the units would become independent living
apartments.
Ms. Bell Williams stated that the question was up to Augustana Care and existing housing demands.

Chairman Chandler-Henry asked about the other partners.
Ms. Bell Williams stated that they'd talked to the School District and Augustana for workforce housing, but
there were only 22 units and she believed the units would go quickly.
Chairman Chandler-Henry asked about the deed restriction.
Ms. Bell Williams stated that there would be no deed restrictions. The property would be owned by Eagle
County and managed by the Housing Authority. The goal was to house the workforce.
Commissioner McQueeney moved to approve the preconstruction and construction services agreement for
the Eagle County Housing and Development Authority Eagle Ranch Lot 3 Apartments and FCI Constructors,Inc.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Commissioner Ryan moved to adjourn as the Eagle County Housing Authority and re-convene as the Eagle
County Board of County Commissioners.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
