She reminded everyone that it was still very dry, and Stage II Fire Restrictions were still in place. Commissioner McQueeney added her sentiment. She believed that Eagle County was an amazing community and this past week had demonstrated that. Chairman Chandler-Henry spoke about innovation and restoration around the fires. Eagle County staff had been amazing. The cost of the fire as of last night was $3.7 million, and they were estimating about$7 million for the total cost of suppressing the fire. Consent Agenda 1. Resolution 2018-044 Regarding Final Release of Collateral and Termination of the Warranty Period for Blue Ridge PUD aka Shadow Rock PUD Rickie Davies, Engineering Commissioner McQueeney moved to approve the Consent Agenda for July 10, 2018, as presented. Commissioner Ryan seconded the motion. The vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened constituent input. Joanne Rock shared a newspaper article that referred to the erosion of affordable care provisions. She also shared her life experience growing up in New Jersey and her mother's involvement in the community as a volunteer. Chairman Chandler-Henry closed constituent input. Business Items 1 07/10/2018 1. Resolution 2018-045 Declaring a Continuation of Disaster or Emergency Declaration Bryan Treu, Attorney's Office Executive Summary: This is a resolution to continue the disaster or emergency declaration put into effect by the County Manager on July 4 in response to the Lake Christine Wildfire. Mr. Treu explained that the resolution was a mechanism that allowed the county to tap into mutual aid agreements and resources. The board's actions would keep the declaration in place and allow access to state and federal resources. Commissioner Ryan moved to approve the resolution declaring a continuation of disaster or emergency declaration. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Board of Equalization. Commissioner Ryan seconded the motion. The vote was declared unanimous. Eagle County Board of Equalization 1. Resolution 2018-046 Regarding Presentation of Reports of Valuation for Assessment of Taxable Real and Personal Property and List of Actions on Eagle Real and Personal Property Appeals to the County Board of Equalization Mark Chapin, Assessor Executive Summary: Resolution Regarding Presentation of Reports of Valuation for Assessment of Taxable Real and Personal Property, and List of Actions on Eagle Real and Personal Property Appeals to the County Board of Equalization. Mr. Chapin reported on the appeals received in his office. There were only 185 appeals received. The value of all taxable property totaled $3,245,024,410 and the post-assessor level appeals value totaled $3,245,767,810. Chairman Chandler-Henry believed Mr. Chapin's office provided outstanding services. Commissioner McQueeney expressed her appreciation to his team and believed his department was extremely helpful in El Jebel during the recent fire. Commissioner Ryan moved to approve the resolution regarding presentation of reports of valuation for assessment of taxable real and personal property and list of actions on Eagle real and personal property appeals to the County Board of Equalization. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of Equalization and re-convene as the Eagle County Housing& Development Authority. Commissioner Ryan seconded the motion. The vote was declared unanimous. 2 07/10/2018 Eagle County Housing & Development Authority 1. Agreement for Procurement and Installation Services between Riverview Apartments Preservation LP and Horizon Roofing, Inc. Daniel Murray Executive Summary: We have been working on replacing all of the flat roofs at the Riverview Apartments on a one each year schedule until all 5 are replaced. Per a roofer inspection, Building A is the weakest of the roofs and should be replaced sooner rather than later. We budgeted for this repair in 2018. Bill Wright stated that the contract was for the final improvements for the year. Commissioner McQueeney moved to approve the agreement for procurement and installation service between Riverview Apartments Preservation LP and Horizon Roofing, Inc. Commissioner Ryan seconded the motion. The vote was declared unanimous. Commissioner Ryan moved to adjourn as the Eagle County Housing Authority and re-convene as the Eagle County Board of County Commissioners. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Work Session 1. Eagle County Government New Building Construction Standards Executive Summary: Eagle County Government has worked to identify ways for Eagle County to build, operate, and maintain its facilities with energy efficiency in mind. Through research, site visits, and feedback from the public, staff recommends that all new construction projects are scoped to LEED Certification standards, staff consider Net Zero Electric where suited, and ongoing operations and maintenance utilize Energy Star Portfolio platform to track benchmarks. Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Board of Health. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Commissioner McQueeney was not in attendance. Board of Health Hearing 1. Resolution 2018-047 Adoption of Amended Eagle County Public Health Agency On-site Wastewater Treatment System (OWTS) Regulations Ray Merry, Environmental Health • Executive Summary: The Eagle County Commissioners will "change hats"" to the Board of Health on July 10, 2018 at 1:30 to consider the adoption of amended Eagle County Public Health Agency On-site Wastewater Treatment System (OWTS) Regulations that conform 'with 25-1-0-101, et seq. and Water Quality Control Commission (WQCC) Regulation 43. OWTS Regulations govern the location, design, construction, performance, installation, alteration and use of OWTS, a.k.a. septic systems. The Eagle County Board of Health action will consider adoption a "red line" version of Regulation 43 which incorporates our Local Decision points into the text. Regulation 43 contains several Local Decision Points that are discretionary choices, most of which are technical 3 07/10/2018 criteria. OWTS Professionals who use these regulations frequently participated in a Stakeholders Group to guide the Board of Health's local decisions. A Briefing Paper along with a PowerPoint Presentation are attached that explains the process and Local Decision Point recommendations. Action taken by the Board of Health will be to make a motion for adoption of the OWTS Regulations and sign the Resolution in Seamless Docs. The proposed OWTS Regulations are attached as Exhibit A of the Resolution. Commissioner Ryan moved to approve and adopt the Amended Eagle County Public Health Agency On- site Wastewater Treatment System (OWTS) Regulations Chairman Chandler-Henry seconded the motion.
