Because of its history and level of service the Insurance Services Offices improved the public protection classification rating from 5 to 4 resulting in lower insurance costs. The district will continue to operate with career and volunteer responders. The combination staffing allows the district to provide 24-hour Paramedic and Ambulance service keeping the operational costs in line with the current funding levels excluding the capital improvement bond. By authorizing this 3.8 million dollar bond the district will be able to setup a long term equipment replacement program, add affordable housing, improve the 40 -year-old station in downtown Basalt and other facilities improvements. These capital expenditures are required to keep up with the changes in the community. Buildings are getting bigger and taller and older vehicles are not well suited to the new development. The project is estimated to cost approximately $2,000,000. The Board of Directors of the District would like to fund the cost of this improvement with a state grant for up to $1,000,000 and cash reserves to avoid the need for a rate increase. As a government -operated business or enterprise under the Taxpayer Bill of Rights, the District cannot receive more than 10% of its revenue from property taxes and state grants without voter approval. Without voter approval, the 10% limit would be exceeded and the District would have to turn down a grant from the state.To be able to take advantage of and receive a grant for the construction of this plant improvement, a yes vote on this ballot issue is needed. The alternative, if this ballot issue is not approved, will be to finance the cost through a rate increase.
