This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney acknowledged all of the community members doing outstanding things. Of
particular note was the highway cleanup, a Total Health Alliance meeting, and addressing mental health issues in
the county.
Commissioner Ryan attended I-70 coalition meetings. She was excited about mass transit and self-driving
vehicles.The meetings started the conversation about mass transit for the possibility of Colorado hosting the
Olympics in the future. They were looking into technology solutions as the geography did not allow for building
out of current congestion problems.
Chairman Chandler-Henry stated that on Wednesday May 9th,there would be a state of the river meeting at
CMC in Edwards. The new director of the River District,Andy Mueller, would be attending. There would be
updates on water concerns.
Consent Agenda
1. Sixth Amendment to Agreement between Eagle County and Colorado Department of Human Services for
Nurse Home Visitor Program.

Tuberculosis Services.

Commissioner McQueeney moved to approve the Consent Agenda for May 8, 2018, as presented.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Chandler-Henry opened constituent input.

Joanne Rock spoke about a new approach to taxes. She was working on a spreadsheet of medical spending.
She cited a headline and article regarding opioid addiction. She closed by complimenting the BoCC on fighting the
good fight.

Business Items
1. Resolution 2018-034 amending Resolution 2018-007 Concerning the Eagle County Mental Health
Advisory Committee and Appointments to the Committee
Chris Lindley, Public Health and Environment
Executive Summary: Appointment of the committee members for the Mental Health Advisory Committee
Chris Lindley with Total Health Alliance(THA) stated that the amendment would create a 10-member
committee for Total Health Alliance oversite.Over 48 organizations made up and interacted with the Health
Alliance.
Commissioner Ryan complimented Chris Lindley on the work done by the THA.
Chris Lindley spoke of community cleanup this weekend at the Dotsero Trailer Park beginning at 9 a.m.
Commissioner McQueeney added her thanks and posed a question about need vs. funding and prioritizing
accordingly.
Chris Lindley spoke of 40 active proposals to the THA. He also talked about behavioral health screening
for all children in the valley. There is an estimated$700,000 in demand for mental health needs and$500,000 in
funding from 1-A taxes. 1-A is helpful but not a complete solution, additional help must be found.
Commissioner Ryan and Chris Lindley spoke about a joint mental health facility in Edwards.
Chairman Chandler-Henry added her thanks for the THA and committee and named the committee
members:
3 year terms: Michael Holton, Greg Daly, Christopher Montera, Agnes Heracal
2 year terms: Dr. Gary Shriner, Jackie Skremstadt, Michelle Meulthing
1 year terms: Janine Benson, Stacey Gaverile, Carol Hawke
Commissioner Ryan moved to approve the resolution amending the resolution concerning the Eagle County
Mental Health Advisory Committee and Appointments to the Committee
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Planning Files
1. PDF-7410 Final Plat for the Stillwater PUD

Executive Summary: The Applicant is requesting Final Plat approval of a 21-unit workforce housing project
(for employees of Eagle River Water and Sanitation District(ERWSD).The property is currently four(4)
separate parcels and is being consolidated, as reflected in the approved Stillwater PUD. The subject property is
zoned Planned Unit Development(PUD). The proposal meets the adopted Guide standards within the PUD.

Kris Valdez of the Eagle County Planning Department talked about the plat in question. The proposal was
for a 21 unit workforce housing project for Eagle River Water and Sanitation employees.There were four separate
parcels being combined to conform with the approved Stillwater PUD.The property was zoned Planned Unit
Development under the Stillwater PUD. The proposal meets the existing PUD standards. The property was located
in West Edwards.
Chairman Chandler-Henry commended ERWSD for this work. This was a model for other businesses.
Commissioner Ryan added her kudos and believed the proposal was kick-starting the redevelopment of
West Edwards.
Chairman Chandler-Henry opened and closed public comment, as there was none.
Commissioner McQueeney moved to approve the proposed Stillwater Final Plat, Eagle County File No.
PDF-7410,the accompanying Subdivision and Off-Site Improvements and Agreement, and construction plans for
the subdivision, stamped and signed on January 26,2018; authorizing the Chair to sign these documents.
Commissioner Ryan seconded the motion.The vote was declared unanimous.
2. Subdivision and Off-Site Improvements Agreement for Stillwater PUD

Executive Summary: The Stillwater PUD was approved by the Board of County Commissioners on December
19, 2017. The Final Plat for the PUD is scheduled for Board approval on May 8, 2018. In conjunction with the
approval of the Final Plat,the developer is required to enter into this Subdivision and Off-Site Improvements
Agreement to govern the construction of and collateral ization of public improvements and landscape
improvements for the PUD.The District has provided the required collateral for the public and landscape
improvements in the form of a cash deposit.
This was included in the preceding section and was approved with PDF-7410 Final Plat for the Stillwater PUD
as part of the same.

1. Annual Earth Day Poster Contest Ceremony
Executive Summary: This year marks the 28th Annual Earth Day Poster Contest for fourth grade age children
sponsored annually by our Environmental Health Department. This year's theme was "Actively Green for a Litter
Free Eagle County" intended to stimulate our young people to create a poster about actions to reduce, reuse and
recycle wastes.
