HomeMy WebLinkAboutMinutes 04/24/18 PUBLIC HEARING April 24, 2018 Present: Kathy Chandler-Henry Chairman Jeanne McQueeney Commissioner Kelley Collier Deputy County Manager Holly Strablizky Assistant County Attorney Kathy Scriver Deputy Clerk to the Board James DeSilver Deputy Clerk to the Board Absent: Jillian Ryan Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner McQueeney talked about collaboration as it was the theme she highlighted during the State of the County. Reflecting back on the week there were so many examples of collaboration throughout the community. Chairman Chandler-Henry mentioned that Commissioner Ryan was on spring break this week. She spoke about upcoming River District meetings she'd be attending. Consent Agenda 1. Resolution 2018-029 Order of Cancellation of Certain Uncollected Taxes Teak Simonton,Treasurer Executive Summary: There are certain property tax accounts for which we cannot find the owners, the businesses have closed or the mobile homes have moved out of the county. As such we have no recourse to collect the assessed and billed property taxes. This year there are three such accounts totaling $3895.83. Ms. Simonton stated that the resolution allowed the Treasures Office to write off certain uncollectable taxes. Her office attempted to collect the taxes but there were times when they were unable to do so. This year was a little more than last year because of the Tap Room closure. Ms. Simonton reminded everyone of the deadline for full payment of property taxes. Commissioner McQueeney moved to approve the Consent Agenda for April 24, 2018, as presented. Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened constituent input. Joanne Rock stated that there was a presentation tomorrow at Lionshead about water conservation. She believed the presentation focused on local issues. She commented on a Vail Daily article on health insurance and a book she was reading on the subject. Chairman Chandler-Henry closed constituent input. 1 04/24/2018 Business Items 1. Resolution 2018-030 Designating the Week of April 22-28, 2018 as "Earth Awareness Week" Adam Palmer, Sustainable Communities Executive Summary: This resolution articulates and commemorates Eagle County Government's recognition and commitment to protection of our natural environment coinciding with Earth Day which is April 22nd of each year. Amanda Nolan, Facilities Coordinator, spoke about the County's climate action plan for the community and work to improve its environmental performance by implementing action plans that promote clean air. April 22nd marked the 48`"anniversary of the first Earth Day. As a celebration there was an LED bulb swap. Chairman Chandler-Henry stated that the Earth Day poster contest would be next week, and May 5`h was the Eagle River Watershed Council highway cleanup. Commissioner McQueeney moved to approve the resolution designating the week of April 22-28, 2018 as "Earth Awareness Week". Commissioner Chandler-Henry seconded the motion. Of the two voting commissioners, the vote was declared unanimous. 2. Resolution 2018-031 Promoting One Book One Valley 2018 Rhea Silverkorn Executive Summary: This resolution is in support of One Book One Valley, a community read for all of Eagle County,to encourage literacy and shared enjoyment of reading throughout the County. The book for 2018 is Underground Airlines by Ben Winters.This Eagle Valley community read will feature book talks/discussions and special events. It is being put on by the Vail Public Library, Bookworm of Edwards, Colorado Mountain College, Battle Mountain High School, Eagle Valley High School, Vail Mountain School, Vail Ski and Snowboard Academy, First Bank and the Four Seasons Vail. Lori Barnes presented photos of the chosen author, Ben Winters. This was the seventh year of One Book One Valley. Chairman Chandler-Henry moved to approve the resolution promoting One Book One Valley 2018. Commissioner McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Planning Files 1. Amended Final Plat, Lot 18, Highland Meadows Filing 2 Cliff Simonton,Planning Executive Summary: An Amended Final Plat to reconfigure the building envelop on Lot 18, Filing 2, a residential lot in Highland Meadows, West Vail Mr. Simonton presented the request. The applicant Mr. David Irwin was the owner and developer of the property and wished to amend the plat in order to reconfigure the building envelope as a result of the steep terrain. The Highland Meadows Filing 2 was approved in 1978 and was zoned Residential Medium Density (RSM) which 2 04/24/2018 allowed for single family, duplex, and multi-family residential structures. The applicant was proposing a duplex. He noted that the building envelopes ranged significantly throughout this subdivision, and there where many building envelopes that had been modified through the amended final plat process. Staff recommended approval of the file. All the standards had been met. Chairman Chandler-Henry opened and closed public comment, as there was none. Commissioner McQueeney stated she was pleased with the cooperation on this matter. Commissioner McQueeney moved to approve Eagle County File No.AFP-7162, an Amended Final Plat for Lot 18, Highland Meadows, Filing 2, authorizing the Chairman to sign the plat as presented based upon staffs reported findings and recommendation. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous.
