Chairman Pro Tem McQueeney spoke about her recent trip to the State Capital. Consent Agenda 1. Agreement between Eagle County and EnviroTech Services for the Supply of Magnesium Chloride Nicole Trujillo, Road&Bridge Commissioner Ryan moved to approve the Consent Agenda for April 17, 2018, as presented. Chairman Pro Tem McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Constituent Input Chairman Pro Tern McQueeney opened constituent input. Joanne Rock requested some numbers from Commissioner Ryan on the amount of money the State received from the Federal Government on Medicaid over the last five years. She spoke about the meetings on the Commissioner's Calendar and stated that she wanted to see a community effort to plant fruit bearing trees. Chairman Pro McQueeney closed constituent input. Business Items 1. Resolution 2018-025 Designating May 2018 as Mental Health Awareness Month Chris Lindley, Public Health and Environment 1 04/17/2018 • Executive Summary: Resolution designating May 2018 as Mental Health Awareness Month. The Walk to Change Minds(a walk for mental health awareness) will be starting at 10 am at St Mary's Church and ending at the County Building to hear the reading of this resolution. Chris Lindley, Director of Public Health and Environment, thanked the Board of County Commissioners for raising this issue to the top of the agenda. Agnes Harakel thanked everyone for bringing awareness to this issue. The stigma associated with this illness had been a problem. She asked for a moment of silence for those who had lost their lives to the illness. Kayleen Schweitzer, Eagle Valley Middle School Councilor, spoke. The passing of IA had allowed her to become full-time at the middle school. She believed there was an increased need for mental health. Chris Montero, Eagle County Health Service District, thanked the board for being a leader in Colorado for creating a community that cares. Kristi Grems with Mind Springs Health spoke. She was excited about IA and the collaborations to support a good foundation for mental health. A student(who did not identify herself) spoke about her attempt to commit suicide due to depression and anxiety. She thanked everyone for supporting mental health. Commissioner McQueeney thanked everyone for their courage and for being brave and sharing their stories. She was thankful for the community partners that were coming together to address this issue. More funding was needed, but with a system in place, areas of most importance could be targeted first. Commissioner Ryan added her thanks. This issue was a priority for the county. Chairman Pro Tem McQueeneymoved to approve the resolution designating May2018 as Mental Health PP g g Awareness Month. Commissioner Ryan seconded the motion. Of the two voting Commissioners, the vote was declared unanimous. 2. Resolution 2018-026 Designating April 2018 as Child Abuse Prevention Awareness Month in Eagle County Kendra Kleinschmidt&Tracy Branch Executive Summary: Resolution declaring April as child abuse prevention awareness month. We would prefer this to be read by the BoCC on Tuesday, April 17th. Tracy Branch, Manager of Child Family and Adult Services,thanked the board for the recognition. She spoke about the efforts to encourage community members, agencies, and organizations to help make the community a safer place for children. In 2017, Eagle County received 594 referrals of child abuse and neglect, 206 were investigated. Services were provided to 35 families, and 95 families engaged in child abuse prevention services through the Colorado Community Response Program. She recognized the Child Protection Team. The team was dedicated to and passionate about this work. She encouraged anyone having concerns for a child to contact the hotline at 1-844-264-5347. Commissioner Ryan moved to approve the resolution designating April 2018 as Child Abuse Prevention Awareness Month in Eagle County. Commissioner McQueeney seconded the motion. Of the two voting Commissioners, the vote was declared unanimous. 2 04/17/2018 3. Resolution 2018-027 Concerning an Appointment to the Basalt Regional Library District Board of Trustees Rhea Silverkorn, Administration Executive Summary: Resolution to appoint Enid Ritchy to the Basalt Regional Library District Board of Trustees as an Eagle County representative. Commissioner Ryan moved to approve the resolution concerning an Appointment to the Basalt Regional Library District Board of Trustees. Chairman Pro Tern McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 4. Resolution 2018-028 Authorization Extension of MVAP Moratorium Beth Oliver, Attorney's Office Executive Summary: On October 23, 2017, after a public hearing, the Board of County Commissioners(the "Board") adopted Eagle County Resolution 2017-069, implementing a temporary moratorium on all zone change applications for property located within the boundary of the MVMP comprised of five (5) acres or greater that would result in more residential dwelling units per acre than the present governing zoning allows and on all zone change applications that would result in commercial or industrial uses-by-right on property that is currently zoned for agricultural or residential uses(the"Temporary Moratorium")to allow the County sufficient time to review, study, hold public hearings and prepare and adopt amendments to the MVMP, if necessary, relating to the allowance or development of certain commercial uses, residential uses and industrial uses on property located within the boundary of the MVMP. The Roaring Fork Regional Planning Commission ("Planning Commission") is in the process of evaluating the MVMP, and has held several public hearings during the months of February, March and April 2018 to discuss, among other things,the character areas within the boundary of the MVMP, public facilities and infrastructure and to take public comment. The Temporary Moratorium ends on April 23, 2018, and the Planning Commission determined that it needs additional time to complete its evaluation of the MVMP and to prepare and adopt amendments to the MVMP, as necessary. Accordingly, the Planning Commission has recommended an extension of the Temporary Moratorium for up to two (2) months to allow for completion of this process. The Board supports the Planning Commission's recommendation for an extension of the Temporary Moratorium for up to two(2) months for the purpose of completing the evaluation of the MVMP and preparing and adopting any necessary amendments. The purpose of this Resolution is to authorize an extension of the Temporary Moratorium for up to 2 months or until such time as the Planning Commission completes its evaluation of the MVMP. Damian Peduto, Eagle County Community Development Director stated that additional time was needed to work through the proposed changes to the document. Commissioner Ryan reiterated the importance of the Mid Valley Master Plan (MVMP), so she believed it was important to get it right and an extension was reasonable. Commissioner Ryan moved to approve the resolutionauthorizing the extension of Mid Valley Area Plan moratorium. Chairman Pro Tem McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 3 04/17/2018 Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Housing and Development Authority. Chairman Pro Tem McQueeney seconded the motion. The vote was declared unanimous. Eagle County Housing and Development Authority 1. Agreement for Services between Lake Creek Village LLC and Ceres Design&Arborscape LLC DBA Ceres Landcare Daniel Murray, Housing Karen Thomas with the Housing Authority stated that there weren't any changes to the document. The contract was budgeted. • Commissioner Ryan moved to approve the agreement for the services between Lake Creek Village LLC and Ceres Design&Arborscape LLC DBA Ceres Landcare. Chairman Pro Tern McQueeney seconded the motion. The vote was declared unanimous. Commissioner Ryan moved to adjourn as the Eagle County Housing Authority and re-convene as the Eagle County Board of County Commissioners. Chairman Pro Tem McQueeney seconded the motion.
