HomeMy WebLinkAboutMinutes 04/10/18 PUBLIC HEARING April 10, 2018 Present: Kathy Chandler-Henry Chairman Jillian Ryan Commissioner Jeanne McQueeney Commissioner Mike Nugent Deputy County Manager Bryan Treu County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Ryan provided an update on a reinsurance health care bill moving its way through the legislature. She believed it was a strategy that could help individuals in the market place. She would continue to report back as the bill moved forward. The legislators representing Eagle County were in full support. Commissioner McQueeney thanked the folks that organized the tour of the Roaring Fork Valley. It was a nice afternoon. She also encouraged everyone to attend the TEDxYouth event happening at Battle Mountain High School on Saturday afternoon. Chairman Chandler-Henry spoke about the terminal expansion taking place at the airport. The expansion would make the experience arriving in Eagle County a better one, both for the passengers and the airlines. Consent Agenda 1. Third Amendment to the Agreement Between Eagle County and the Foundation of Trustees for the Family Learning Center Joey Peplinski, Department of Human Services 2. Agreement between Eagle County and Ewing Trucking and Construction for the Delivery and Supply of Gravel Nicole Trujillo, Road&Bridge Commissioner Ryan moved to approve the Consent Agenda for April 10, 2018, as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Constituent Input Chairman Chandler-Henry opened constituent input. Joanne Rock spoke about the food stamp program. She didn't agree with it but preferred allowing people to purchase fresh produce rather than box foods. She wondered if there was a way that the voucher program could be instituted this year and would include fresh farmers' products grown locally. She mentioned the visitor center bathroom and believed it did not reflect positively on the town or entrance to the county. Chairman Chandler-Henry closed constituent input. 1 04/10/2018 Business Items 1. Resolution 2018-023 Declaring April Sexual Assault Awareness Month Rhea Silverkorn, Administration Executive Summary: April is Sexual Assault Awareness Month, an annual campaign to raise public awareness about sexual assault and educate communities and individuals on how to prevent sexual violence. Casey Wolfington with Bright Future Foundation will be here to present this resolution and share information/answer questions. Casey Wolfington with Bright Future Foundation spoke about the theme for the 2018 Sexual Awareness Month"Embrace Your Voice". The balloons they brought signified the one-in-three women that were experiencing physical or sexual violence. Annually, Bright Future Foundation saw approximately 150 victims of sexual assault. Holly Kasper spoke about the services provided by Bright Future Foundation. Commissioner McQueeney moved to approve the resolution declaring April Sexual Assault Awareness Month. Commissioner Ryan seconded the motion. The vote was declared unanimous. 2. Resolution 2018-024 Designating the Week of April 8-14, 2018 as National Crime Victims'Rights Week Jessie Porter, Sheriff's Office Executive Summary: The Eagle County Sheriffs Office along with the BOCC proclaim the week of April 8-April 14,2018 as National Crime Victims' Rights Week and reaffirms this County's commitment to respect and enforce victims' rights and address their needs throughout the year Deena Ezzell, Victim's Service Coordinator spoke about the designation and acknowledged all the caseworkers, advocates, police officers,and other first responders that dealt with crime victims. Commissioner Ryan moved to approve the resolution designating the week of Apri18-14, 2018 as National Crime Victims' Rights Week. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Air Terminal Corporation. Commissioner Ryan seconded the motion. The vote was declared unanimous Eagle County Air Terminal Corporation 1. Agreement Between Eagle County Air Terminal Corporation and Colorado Gifts and Grub LLC for Operation of Terminal Restaurant Concessions Andy Solsvig, Airport Executive Summary: The Eagle County Air Terminal (ECAT) solicited request for proposals for restaurant concession services for the terminal building in March 2018. Proposals were due March 23, 2018 in which one proposal was received. It is recommended to award the proposal and agreement to Colorado Gifts & Grub, LLC for these services with an initial term beginning April 14, 2018 through,July 1, 2019. Mr. Solsvig introduced Troy Speakman who would be managing the concessions. Mr. Speakmen had been running the concessions at the airport for the last four years and was a good working partner already. 2 04/10/2018 Commissioner Ryan moved to approve the agreement between Eagle County Air Terminal Corporation and Colorado Gifts and Grub LLC for operation of terminal restaurant concessions. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Air Terminal Corporation and re- convene as the Eagle County Housing and Development Authority. Commissioner Ryan seconded the motion. The vote was declared unanimous Eagle County Housing and Development Authority 1. Agreement for Services between Lake Creek Village LLC and Blu-Sky Restoration Contractors Inc. Daniel Murray, Housing Executive Summary: Upon repairing structural issues with the siding/window project at Lake Creek Village, it was observed that there is bacterial growth that needs to be remediated via a serum application through Blu-Sky Restoration. This is not part of the siding project and will not be funded through HUD, but it's in our best interest to complete it now before we finish up the building repairs. Josh Miller, Construction Manager, stated that the agreement was required to perform mitigation work outside of the HUD project currently going on. Chairman Chandler-Henry wondered if the treatment was a tried and true method to treat the mold. Mr. Miller stated that they would only be addressing a small portion of each building. There would be a future project to address a more extensive problem at Lake Creek Village. The work may take three weeks. Commissioner Ryan wondered if the application would be of any risk to the residents. Mr. Miller stated that they had an industrial hygienist do some sampling and found nothing. Commissioner McQueeney approved the agreement for services between Lake Creek Village LLC and Blu-Sky Restoration Contractors, Inc. Commissioner Ryan seconded the motion.The vote was declared unanimous. Commissioner Ryan moved to adjourn as the Eagle County Housing and Development Authority and re- convene as the Eagle County Board of County Commissioners. Commissioner McQueeney seconded the motion. The vote was declared unanimous.
