HomeMy WebLinkAboutMinutes 04/03/18 PUBLIC HEARING April 3, 2018 Present: Jeanne McQueeney Chairman Pro-Tem Jillian Ryan Commissioner Mike Nugent Deputy County Manager Bryan Treu County Attorney Kathy Scriver Deputy Clerk to the Board Absent: Kathy Chandler-Henry Chairman This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Ryan stated that the Board of County Commissioners continued to work on the issue of access to healthcare. They supported a couple of bills working their way through the state legislature and were working with a couple of local nonprofits on some potential local solutions. Lieutenant Governor Donna Lynne had also been helpful over the last two years in finding solutions. Commissioner McQueeney mentioned that Chairman Chandler-Henry would not be in attendance. Consent Agenda 1. Approval of the Minutes of the Board of County Commissioner Meetings for February 27 and March 13, 2018 Kathy Scriver, Clerk&Recorder's Office 2. Second Amendment between Eagle County and the Vail Valley Jet Center for Lease of De-Icing Facility Erin Duffy,Airport Commissioner Ryan moved to approve the Consent Agenda for April 3, 2018, as presented. Commissioner McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Constituent Input Chairman Pro-Tern McQueeney opened constituent input. Joanne Rock stated that she was headed to the State Capital to witness a presentation by Secretary of State Wayne Williams regarding Proposition 108 which allows unaffiliated voters to vote in the primary election without declaring an affiliation. She commented on the healthcare issue and believed there was some usefulness in looking at the long term care policies. Chairman Pro-Tem McQueeney closed constituent input. 1 04/03/2018 Business Items 1. Resolution 2018-021 Supporting Crown Mountain Park's May Ballot Initiative to Increase the Operating Levy Rhea Silverkorn, Administration Executive Summary: This resolution supports the ballot initiative on May 8, 2018 to increase the operating levy by 1.95 mills for Crown Mountain Park&Recreation District operating and capital expenses. Commissioner Ryan stated that the Crown Mountain Park District leased land from Eagle County in El Jebel and provided recreational services. The district was asking voters to increase the mill levy in an effort to maintain current services. Commissioner McQueeney moved to approve the resolution supporting Crown Mountain Park's May ballot Initiative to increase the operation levy. Commissioner Ryan seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 2. Resolution 2018-022 Concerning Appointments to the Eagle County Regional Transportation Authority Board Claire Wilson, ECO Transit Executive Summary: The Town of Avon's regular and alternative members' terms expired on February 28, 2018. This Resolution re-appoints both members to terms of three years. The Town of Minturn's regular member's term expired on February 28, 2018. This Resolution appoints the alternative member as the regular member for a term of three years. The Town of Eagle's regular member submitted his resignation. This Resolution appoints a new member to finish his term. Chris Lubbers, Director of ECO Transit, stated that the resolution recommended several members due to term expirations or resignations. He spoke about the role of ECO Board members. Commissioner Ryan moved to approve the resolution concerning appointments to the Eagle County Regional Transportation Authority Board. Commissioner McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 3. Agreement Between Eagle County and the Eagle River Watershed Council to Provide Watershed Protection Services Ray Merry, Environmental Health Executive Summary: This is our annual funding agreement with the Eagle River Watershed Council for which they use our contribution to leverage funding from additional sources to conduct watershed protection, restoration and education services. Mr. Merry spoke about the work being done and the efforts of the council to assist in leveraging funding for water quality and protecting the natural resources. Holly Loff, Executive Director, Eagle River Watershed Council spoke about the upcoming projects and educational opportunities for 2018. Commissioner Ryan moved to approve the agreement between Eagle County and the Eagle River Watershed Council to provide watershed protection services. Commissioner McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 2 04/03/2018 4. Second Amendment to Agreement with Aspen Community Foundation, Cradle to Career Kendra Kleinschmidt,Human Services Executive Summary: Eagle County Government is continuing to invest in the implementation of the Eagle County Early Childhood Roadmap by allocating $200,000 for use in the Roaring Fork Valley. The Aspen Community Foundation (ACF) will continue to lead the early childhood systems building work in this part of Eagle County. This agreement is valid from 4/1/18 through 12/31/18. During this time, ACF will continue to convene community stakeholders to enhance community understanding of the importance of early childhood care and education and the ways it promotes positive life trajectory. ACF will also work to improve the quality of early childhood care and education,the health of our youngest residents and family engagement. This amendment extends original agreement and adds additional services& compensation for those services. Ms. Kleinschmidt spoke about the partnership and work being done in the Roaring Fork Valley. Early childhood was a huge priority for Eagle County, and it was through this partnership the county was able to carry out goals in the Roaring Fork Valley. Commissioner Ryan moved to approve the Second Amendment to Agreement with Aspen Community Foundation, Cradle to Career. Commissioner McQueeney seconded the motion.
