This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney expressed her thanks to Commissioner Ryan for organizing their trip to the
Division of Insurance and appreciated the other attendees. She spoke briefly on the CCAT—Counties and
Commissioners Acting Together meeting. She believed that working with likeminded counties and commissioners
to advance some legislative priorities had been helpful.
Commissioner Ryan provided a report on the trip to Denver and meeting with the Commissioner of the
Division of Insurance. She believed that the next step was to meet with Lt. Governor and Chief Operating Officer
Donna Lynne to better understand her strategies in mind for addressing this issue. She believed that re-insurance
strategy could make a difference statewide.
Chairman Chandler-Henry reported on the efforts to collaborate with municipal partners.
Consent Agenda
1. Approval of the Minutes of the Board of County Commissioner Meetings for December 12, December 19,
December 21, 2017 and January 2, 2018

Law Enforcement Services

3. Resolution 2018-014 Approval of Eagle County Land Use Regulation Amendment Pertaining to Medical
and Retail Marijuana Business Regulations

Undersheriff McWilliams spoke about the AGA between the county and the Town of Minturn for law
enforcement.He provided an overview on how the Sheriff's Department worked with Minturn and Gypsum to
provide law enforcement services. The contracts were for five years.Their town court systems handled minor
violations, and larger violations were handled by the county court.
Commissioner McQueeney moved to approve the Consent Agenda for February 20, 2018, as presented.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Chairman Chandler-Henry opened and closed constituent input, as there was none.

1. Resolution 2018-015 Adopting the Eagle County 2018 Legislative Policy Statement

Executive Summary: Eagle County follows the activity of the state and federal legislature closely in order to
identify any potential impacts on the county and its residents. In order to respond quickly to many bills,the Board
of County Commissioners has developed the 2018 Legislative Policy Statement. This document identifies issues of
interest to the County and aligned with the County's strategic plan.
Chairman Chandler-Henry stated that it was decided about three years ago that the commissioners become
clear about the legislative priorities, both at a state level and at federal level,that were of concern to Eagle County.
The document and letters of support or opposition were located on the website under the Commissioner page.
Commissioner McQueeney believed it was a great addition to the county's transparency efforts and a way
to use the legislation to assist the county in its priorities.
Commissioner Ryan stated that Eagle County belonged to a couple of advocacy groups and there were
lobbyists available through those groups. This was a way to effectively advocate for policy changes at the state and
federal level and a way to carry the voice of the citizens about things that were important.
Chairman Chandler-Henry encouraged anyone from the public to review the legislative priorities and
provided feedback.
Commissioner Ryan moved to approve the resolution adopting the Eagle County 2018 Legislative Policy
Statement.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
