HomeMy WebLinkAboutMinutes 02/06/18 PUBLIC HEARING February 6, 2018 Present: Kathy Chandler-Henry Chairman Milian Ryan Commissioner Jeanne McQueeney Commissioner Mike Nugent Deputy County Manager Bryan Treu Interim County Manager Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner McQueeney spoke about an event happening on Friday,February 9th from 8 am until 12 pm at Colorado Mountain College. Starting Hearts was hosting the event in collaboration with Vail Health called"All You Need is Heart." Commissioner Ryan spoke about a symposium put on by the Compact of Colorado Communities that she and Eagle County staff attended. It was an opportunity to work on climate action together. Chairman Chandler-Henry gave an update on the Total Health Alliance. She also invited everyone to the State of the County,February 13`h. Consent Agenda 1. Agreement between Eagle County and Walking Mountains Science Center to Administer Energy Smart Program and Rebates Adam Palmer, Sustainable Communities 2. Third Amendment to Agreement between Eagle County and A.G.Wassenaar, Inc. for On-Call Environmental Assessments of County Owned Facilities Ron Siebert,Facilities Management 3. Colorado Department of Transportation; Eagle County Signature Sheet for Highway Users Tax Fund for Mileage Revenue Certification Nicole Trujillo,Road&Bridge 4. Resolution 2018-008 Approving ZC-7203 and PDSP-7079 Stillwater PUD Zone Change, Combined Sketch, and Preliminary Plan Kris Valdez, Community Development 5. Resolution 2018-009 Approving 1041-7143 Stillwater PUD Wastewater Collection&Water Distribution Kris Valdez, Community Development Commissioner Ryan moved to approve the Consent Agenda for February 6,2018, as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 1 02/06/2018 Constituent Input Chairman Ryan opened constituent input. Joanne Rock spoke about a study she'd done regarding the Homestead Senior Exemption. She also spent time at the Garfield administrative building listening to an informative study on carcinogens in the air related to oil and gas emissions and expressed concern for water contaminates. She also commented about a meeting she had with Regina O'Brien regarding unaffiliated voters becoming election judges. There were a lot of people getting involved in government, and she had one vision statement,it was"minimizing suffering", she would expand on it at another time. Chairman Chandler-Henry stated that Garfield County also hosted an annual Energy and Environment symposium coming up this spring for anyone interested in more oil and gas topics. Chairman Chandler-Henry closed constituent input. Business Items 1. Agreement Between Eagle County and Walking Mountains Science Center for Climate Action Collaborative and Actively Green Program Implementation Adam Palmer, Sustainable Communities Executive Summary: This agreement with Walking Mountains provides funding to support Climate Action Collaborative implementation, along with continued administration of the Actively Green program in support of implementation of the adopted Climate Action Plan for the Eagle County Community to reduce greenhouses by 25%by 2025. Mr. Palmer introduced Kim Langmaid, Vice President of the Walking Mountains Science Center. Ms. Langmaid stated that the Energy Smart program continued to grow. There were three full-time dedicated staff on the program. There were great partnerships at the state level,with Holy Cross Energy and other utilities. Mr.Palmer stated that the new scope of work was moving the Climate Action Collaborative forward. Commissioner Ryan believed it was good business to reduce greenhouse gases. Chairman Chandler-Henry added her thanks and encouraged people to look at the plan. Commissioner McQueeney moved to approve the agreement between Eagle County and Walking Mountains Science Center for Climate Action Collaborative and Actively Green Program implementation. Commissioner Ryan seconded the motion. The vote was declared unanimous. 2. Resolution 2018-010 Authorizing Deputy County Managers to Execute Agreements and Documents with a Value No Greater than Fifty Thousand Dollars Abby Musfeldt,County Manager's Office Ms. Musfeldt stated that the resolution, if approved, would increase the signatory authority for the deputy county managers to$50,000. This would speed up processing for staff and free up some agendas. The board would still see the big item expenditures and all contracts were published online. Overall it was still a transparent process. The previous value was $25,000. Commissioner Ryan moved to approve the resolution authorizing Deputy County Managers to execute agreements and documents with a value no greater than fifty thousand dollars. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 2 02/06/2018 3. Eagle County-Deed Restriction Agreement for Occupancy and Resale of Miller Ranch Housing for Unit 69 Marble F129 in Edwards Kim Bell Williams,Housing Ms.Bell-Williams explained the details of the agreement and the importance of the deed restrictions were for the county. Miller Ranch had won multiple awards for design and there continued to be a robust waiting list. Commissioner McQueeney moved to approve the agreement for occupancy and resale of Miller Ranch housing unit 69 Marble F129 in Edwards. Commissioner Ryan seconded the motion. The vote was declared unanimous. Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Housing and Development Authority. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Eagle County Housing and Development Authority 1. Resolution 2018-011 Ratifying the Contract to Sell Miller Ranch Unit 69 Marble F129 in Edwards Kim Bell Williams,Housing Commissioner Ryan moved to approve the resolution ratifying the contract to sell Miller Ranch Unit 69 Marble F129 in Edwards. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 2. Eagle County Housing&Development Authority-Deed Restriction Agreement for Occupancy and Resale of Miller Ranch Housing for Unit 69 Marble F129 in Edwards Kim Bell Williams,Housing Commissioner McQueeney moved to approve the agreement for occupancy and resale of Miller Ranch Housing unit 69 Marble F129 in Edwards. Commissioner Ryan seconded the motion. The vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Housing and Development Authority and re-convene as the Eagle County Board of County Commissioners. Commissioner Ryan seconded the motion.
