This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Ryan stated that Eagle County would be reviewing the Mid-Valley Area Community Plan in
the Roaring Fork Valley.The first meeting would be held by the Planning Commission this Thursday at 2:30 PM at
the Eagle County Building. The public was encouraged to attend. The Master Planning process gave the
community and Planning Commission the opportunity to consider development and type of character they wished
to preserve. There would be several meetings over the next few months.
CSU Extension Award Recognition
Executive Summary: Glenda Wentworth received the Alton Scofield Award in 2017 for her high levels of
engagement,willingness to serve her community through her collaborative nature, selfless leadership and
dedication. Glenda is the County Extension Director and the Family&Consumer Science Extension Agent in Eagle
County. Glenda has mentored many Extension agents, in addition to her work for Eagle County.Her work with the
Family Leadership Training Institute, Estoy Sano Project,WIN the Rockies,Wellness in Kids,the ServSafe Food
Protection Manager Certification Training for restaurant workers and various personal financial management
programs have specifically targeted the various needs of her county residents.Wentworth is highly regarded in her
county, throughout the Western Region and as a strong collaborator in her Planning and Reporting Units(PRU)at
the state level.
Also 2018 Marks Glenda's 20 year anniversary with the county.
Jenny Leonetti received the Distinguished Service Award in 2017 for her work with the 4-H Youth Development
program through Colorado State University Extension. Jenny has been actively engaged as a devoted and dedicated
4-H Youth Development Extension Agent in Eagle County since 2004. She oversees the Eagle County 4-H
program with approximately 200 youth learning life skills through various projects such as Shooting Sports,
Livestock, Clothing Construction, Cake Decorating,Foods and Nutrition, and Woodworking. Jenny invests her
time and energy managing and supporting over 50 volunteers to create environments that help 4-H members reach
their full potential.
Chairman Pro-Tem McQueeney highlighted some to the good work happening at the CSU Extension
Office. She recognized Jenny Leonetti for her service and dedication to the 4-H Youth Development Profession.
Glenda Wentworth stated that Ms. Leonetti had been a 4-H Youth Extension Development Agent for 14
years. She worked with 50 volunteers who worked with the 4-H work program.
Commissioner Ryan added her thanks.
Chairman Pro-Tern McQueeney acknowledged Glena Wentworth's accomplishments.

Commissioner Ryan moved to approve the Consent Agenda for January 16, 2018, as presented.
Commissioner McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
Constituent Input
Chairman Pro-Tern McQueeney opened constituent input.
Joanne Rock highlighted a couple of newspaper articles she thought might be of interest to the community,
one about the National Alliance for Mental Illness(NAMI) free courses and the other related to snowshoe tours to
the snotel station. She also spoke about the mining operations at Climax Mine and expressed concern for water
contamination.
Chairman Pro-Tern McQueeney closed public input.
Business Items
1. Resolution 2018-005 Proclaiming January as Mentoring Month in Eagle County

Executive Summary: Resolution proclaiming January Mentoring Month in Eagle County, to go along with
National Mentoring Month. Janet Casson from the Bright Future Foundation will speak. Other local mentoring
programs will also be in attendance: Eagle River Youth Coalition, Cycle Effect,YouthPower365, SOS
Outreach, &Communities That Care.
Janet Casson,Buddy Mentors Program Manager at Bright Future Foundation, spoke about the mentoring
program. She thanked Mel McKinney the Communications and Business Coordinator for Bright Future Foundation
for spearheading these efforts and Ms. Silverkorn for bring the proclamation before the Board of County
Commissioners.
Commissioner Ryan thanked the members of the audience for what they did for the youth in the
community. Mentoring was an evidence-based strategy that aided in positive youth development. These programs
were important.

Chairman Pro-Tem McQueeney believed there were a variety of mentoring options for everyone. It was
amazing what the community put together to offer the kids the services they needed. She was thrilled to be able to
recognize the important work of mentoring.
Commissioner Ryan moved to approve the resolution proclaiming January as mentoring month in Eagle
County.
Chairman Pro-Tem McQueeney seconded the motion. Of the two voting Commissioners,the vote was
declared unanimous.
2. Resolution 2018-006 Amending and Adopting Eagle County Medical and Retail Marijuana Business
Licensing Regulations

Executive Summary: Over the past year, staff has worked to streamline and update the marijuana business
licensing and annual renewal processes. Changes are most evident when a marijuana business license holder
will renew its license, as the required documentation has been reduced. These new regulations also include an
increase in application and renewal fees, $4,000 and$3,000 respectively.
Ms. Musfeldt stated that there were currently 20 active licenses, 14 active businesses as some businesses
held multiple licenses. The primary changes included streamlining the renewal process, language for collection of
taxes, a requirement that odor mitigation reports be completed by a license engineer, and some increased license
fees.
Commissioner Ryan believed the regulations made sense and she was prepared to vote yes.
Commissioner Ryan to approve the resolutions amending and adopting Eagle County Medical and Retail
Marijuana Business Licensing Regulations.
Chairman Pro-Tem McQueeney seconded the motion. Of the two voting Commissioners,the vote was
declared unanimous.
