Business Item 1. Certification of Levies and Revenue by Eagle County Board of County Commissioners Lori Tarpey and Jill Klosterman,Finance Executive Summary: Taxing jurisdictions are required to submit their approved mill levy certifications to the County each year by December 15. In addition,the County Assessor certifies the valuations for each District. The County finance department compiles the information and checks the calculations of revenue derived from the mill levies and valuations. Once the BoCC acknowledges that finance has compiled the mill levy certifications using the Assessor's valuations,they agree to forward them to the State. Ms.Klosterman stated that the county set its own mill levy at the December 12th hearing. Today the board was being asked to certify the mill levies from all the taxing districts. Lori Tarpey,the newest member of the finance team explained the process. There were a couple things that were done differently this year. The report was sent out to the districts to check for accuracy, and based on the response from the districts,the report was accurate. She provided a brief overview of the differences from last year as far as values. There were a total of 87 taxing jurisdictions in addition to the county, and total gross value was $214 million.The mills increased only 1%and a total increase of 9 mills overall, largely driven by the value changes. Ms.Klosterman stated that the any increase in mill required voter approval.The increase in revenue was due mainly to property values. Ms. Tarpey stated that there was about a 6%increase in values. Ms. Klosterman stated that a lot of the bigger mill levy increases were effective in 2017. Commissioner Chandler-Henry clarified that other than the county mill levies,the mills were set by the local officials in each of the districts. The board was simply certifying the mill levies and sending the report to the State. Commissioner McQueeney moved to approve the Certification of Levies and Revenue as presented. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
