Lots of legal information was presented with 175 people registered and in attendance. Commissioner Ryan acknowledged all of those in attendance, including Andrew Romanoff, CEO and President of Mental Health Colorado. There would be a reception at the Dusty Boot at noon today to celebrate the World Mental Health Day Resolution Consent Agenda 1. File SMB 7099,Plat for Minor Type B Subdivision, a Duplex split for Lot 11,Whiskey Hill Subdivision in Eagle Vail. Cliff Simonton,Community Development 2. File SMB 7120,Plat for Minor Type B Subdivision, a Duplex split for Lot 4,Whiskey Hill Subdivision in Eagle Vail Cliff Simonton,Community Development 3. Amendment to Sheriffs Office Victim Services Unit and Colorado Department of Public Safety Victims of Crime Act(VOCA) Grant 2017 Jessie Porter, Sheriff's Office 4. First Amendment to Agreement between Eagle County and Electronics Recyclers Inc. Mandi Nolan, Solid Waste&Recycling 5. Agreement between Eagle County and Centennial Recycling LLC Mandi Nolan, Solid Waste&Recycling Commissioner McQueeney moved to approve the Consent Agenda for October 10,2017, as presented. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Constituent Input Chairman Ryan opened constituent input. Michael Cacioppo thanked the board for having microphones so the board was easier to hear. 1 10/10/2017 Joanne Rock spoke on tax reform. Cornerstone of Liberty was a book she referenced on the topic. She also spoke about mileage reimbursement rates and that they seemed to be all over the place. She attended the Senior Law Day in El Jebel yesterday. She stated that she would like Medicaid services to merge files with Social Security statements. Chairman Ryan closed constituent input. Business Items 1. Resolution 2017-067 Designating October 10,2017 as "World Mental Health Day" Chris Lindley,Public Health Chris Lindley,Eagle County Public Health Director, spoke. He introduced CEO and President of Mental Health Colorado,Andrew Romanoff. Mr. Romanoff thanked the commissioners for supporting the resolution for Mental Health Day. He shared thoughts about how Colorado's mental health issues could be mended. Severe mental illness affected 5%of the population, and any kind of mental health condition affected 1 out of every 4 or 5 people. Symptoms appeared at every age starting at age 14. We needed to do a better job of identifying mental health issues and providing treatment. Right now there was an average 8 to 10 year delay in identification and treatment. Only 40%of people were getting treatment,meaning 500,000 Coloradans were going without care,which was a conservative number. More than 5000 people with severe mental illness were incarcerated. When they don't get treatment,many incarcerated people reoffend.. He suggested three opportunities: 1. Prevention and early intervention 2. Improving coverage and delivery 3. Improving access to facilities and services Commissioner Chandler-Henry asked if the state was making any progress. Mr. Romanoff stated that the state was getting better at addressing crisis situations but was not getting better with early detection and intervention. He believed that schools need greater resources. Commissioner Ryan asked if there would be better funding from the federal and state levels. Mr. Romanoff stated that states and counties needed to take the lead. His organization was trying to change public policies,decision making, and public opinion.Mental illness was treatable. Commissioner McQueeney stated that this was about priorities, and schools faced funding priorities. Elevating the data around mental health may help schools. It was about the priorities set at the state level. Raising awareness of what could be done would change how programs were funded. Mr. Romanoff stated that when kids participate in social and emotional education and when they get mental health care,there was a clear correlation to improved performance in school and beyond. Chairman Ryan opened public input. Avon Chief of Police,Greg Daly, spoke in support of increased mental health services in Eagle County.He wanted to thank the Avon Town Council and the board in their collective commission of preventing suicide in Eagle County. He was proud of the steps taken over the past two years in the community to hit the problem head on. Agnes Harakal spoke. She had a son who was 28. She stated that many parents had children with mental illness. She felt the county had nothing for these kids. Kids had to go out of county for help.This was something she wanted the county to address. Jennie Wahrer spoke.Her daughter had a major head injury three years ago, and there were mental health issues as a result of this injury. She felt that a center in the county that focused on these issues would have been very helpful for her daughter. There was no place in Eagle County she felt comfortable taking her daughter. This had impacted her life tremendously, and she saw a need. Chairman Ryan closed public input. Commissioner McQueeney thanked the people in the community employees of Eagle County. The work they were doing was combating the stigma associated with mental health. Commissioner Chandler-Henry also thanked the group and read the resolution into the record. 2 10/10/2017 Commissioner McQueeney moved to approve the Resolution Designating October 10, 2017 as "World Mental Health Day". Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. 2. November 7,2017 Coordinated Election Update Regina O'Brien, Clerk&Recorder Regina O'Brien, County Clerk and Recorder,updated the board on the status of the 2017 Eagle county Coordinated Election. Ballots would be mailed to all active, registered Eagle County voters on Monday, October 16`h. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Housing and Development Authority. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Eagle County Housing and Development Authority 1. Agreement between Eagle County Housing and Development Authority and Williford LLC Tori Franks,Housing Tori Franks spoke about the agreement which would help collect data on solutions for housing. Commissioner Ryan asked if this information would be helpful for the towns as well as the county. Ms. Franks believed it would. This survey would focus on solutions. Commissioner Ryan felt like the public/private strategy was the direction governments were moving towards. Ms.Franks stated that this was the first big study that had been done in 10 years. The last time as study was done was in 2007. Commissioner Chandler-Henry asked how the new housing advisory committee would be involved. Ms. Franks stated that the Housing Advisory Board could take this information and determine how to prioritize participation based on demands and survey results. Commissioner McQueeney moved to approve the agreement between Eagle County Housing and Development Authority and Williford LLC. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Housing and Development Authority and re-convene as the Eagle County Board of County Commissioners. Commissioner McQueeney seconded the motion. The vote was declared unanimous.
