This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Chandler-Henry congratulated everyone involved in the 2017 Eagle County Fair and Rodeo.
The rodeo was nominated by the Professional Rodeo Cowboys Association for the best medium rodeo in the
country. It was a testament to all the hard work that everyone in the county was doing to make the rodeo a great
experience for visitors, guests,and contestants.
Commissioner McQueeney spoke about a free opportunity to learn more about Alzheimer Disease.There
was a national expert coming to the Vilar Center on October 2nd.
Chairman Ryan provided an update on some lobbing efforts that she and John Gitchell from the
Environmental Sustainable Department did in Washington D.C.trying to convince congress not to cut the EPA
budget. Colorado received about$300 million a year. Budget cuts were being proposed by 1/3 which was a hefty
hit that would send the EPA back to 1970 funding levels.

Commissioner Chandler-Henry moved to approve the Consent Agenda for September 26,2017, as
presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Ryan opened constituent input.
Joanne Rock spoke about the history of the EPA leadership. She spoke about the failing policies in pre-
schools. She believed that in terms of funding there wasn't enough work being done.
Business Items
1. Presentation and Approval of the Early Head Start Grant Continuation Application

Mr. Peplinski highlighted the success of the program last year.
Ms.Kleinschmidt stated that she was proud of the program and thanked Mr. Peplinki for his work.The
Eagle County Early Head Start(EHS)program would apply for a continuation application for the fourth year of a
five year federal grant. The federal contribution was expected to be$940,367 and the county contribution was
expected to be$235,092 (including in-kind). EHS provided early childhood services to pregnant women and
children ages 0-3 who were considered high risk and/or living in low income households.Families enrolled in EHS
participated in a variety of program options, all including home visitation(one per week or one per month)and
some options included center-based child care(two to four days per week).The BoCC was the governing body of
EHS and a signature supporting this grant application was required.
Commissioner McQueeney moved to approve the Early Head Start Grant Continuation Application
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners
and re-convene as the Eagle County Air Terminal Corporation.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Eagle County Air Terminal Corporation
1. Agreement between Eagle County Air Terminal Corporation and Paradies,Inc. for storage and office space
in the Terminal Building

Kip Turner,EGE Aviation Director stated that the agreements were for a temporary extension for the
Paradies storage and concessionaire agreement. This agreement will extend the term through the winter season on
a month-to-month basis until April 15, 2018. At that time the terminal project will be starting, and the Eagle
County Air Terminal Corporation will be issuing an RFP for a new Concessionaire. He spoke about the terminal
expansion plan for the terminal departure lounge.
Commissioner McQueeney moved to approve the agreement between Eagle County Air Terminal
Corporation and Paradies, Inc. for storage and office space in the Terminal Building.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.

2. Concessionaire Agreement between Eagle County Air Terminal Corporation and Paradies,Inc.

Commissioner Chandler-Henry moved to approve the concessionaire agreement between Eagle County
Air Terminal Corporation and Paradies,Inc.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Air Terminal Corporation and re-
convene as the Eagle County Board of County Commissioners.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
