HomeMy WebLinkAboutMinutes 08/01/17 PUBLIC HEARING August 1, 2017 Present: Jillian Ryan Chairman Kathy Chandler-Henry Commissioner Jeanne McQueeney Commissioner Bryan Treu Interim County Manager Beth Oliver Interim County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Chandler-Henry mentioned today was Colorado Day. Colorado became a state on August 1, 1876, and to celebrate Eagle County recently finalized the purchase of Hardscrabble Ranch. The county now had 1,540 acres of open space that would be kept as a working agricultural property with recreation, access, fishing and protection of a huge wildlife corridor. Commissioner McQueeney highlighted a resource available through the state. A set of videos was created in the past year that could be used by parents and caregivers to support early childhood development. The videos were available in both English and Spanish on the website-earlylearningco.org. Chairman Ryan thanked the Eagle County Affordable Housing Advisory Committee that met recently. The group had representation from all the towns in unincorporated Eagle County. The committee was looking at different properties and working on a plan to address the need for affordable housing. Consent Agenda 1. Resolution 2017-046 Approving Colorado Aeronautics Board Division of Aeronautics Grant Agreement Erin Duffy,Airport 2. Grant Agreement between Eagle County and the State of Colorado, Colorado Department of Transportation, Colorado Aeronautical Board,Division of Aeronautics Grant Agreement for funds assistance for the Airport Internship Program Erin Duffy,Airport Commissioner McQueeney moved to approve the Consent Agenda for August 1,2017, as presented. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Constituent Input Chairman Ryan opened public input. Joanne Rock spoke about book called"White Worki Class;by Joan Williams. She also spoke about Simon Sinek, someone she heard recently on National Public Radio:4rie spoke about leadership and his latest book called"Start With Why". He had some interesting case studies bn orgaiuzation behavior. She spoke poor vision and disease called herpes of the eye.This disease was one'of the leading pauses of blindness in America. She found that there were no doctors in the county that toolN Iedicaid fell this eye conditions. The first doctor to step up to the plate was Dr.Ann Pence. She recently contacted the new Director of Public Health to tackle this issue. She believed this was an oversight and required people to leave the county for services. Chairman Ryan stated that she would follow up with the Public Health Director,Chris Lindley. 1 08/01/2017 Chairman Ryan closed constituent input. Business Items Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners and re-convene as the Eagle County Board of Equalization. Commissioner McQueeney seconded the motion. The vote was declared unanimous. County Board of Equalization 1. Resolution 2017-047 Regarding Petitions to the Eagle County Board of Equalization Andrew Owen,Attorney's Office Mr. Treu stated that this was the second to last resolution from the hearing officer recommendations for the appeals. Commissioner McQueeney moved to approve the resolution regarding petitions to the Eagle County Board of Equalization. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of Equalization and re- convene as the Eagle County Housing and Development Authority. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Eagle County Housing and Development Authority 1. Agreement for Procurement and Installation Services Between Golden Eagle Elderly Housing Corporation and McCord Construction,Inc. Daniel Murray,Housing Bill Wright stated that the agreement was for labor services for removal of existing dining room windows and installation of sliding glass doors. The project was funded through a grant with Northwest Colorado Council of Governments(NWCCOG). Commissioner Chandler-Henry moved to approve the agreement for procurement and installation services between Golden Eagle Elderly Housing Corp. and McCord Construction,Inc. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board Housing Authority and re- convene as the Eagle County Board of County Commissioners Commissioner Chandler-Henry seconded the motion.
