Commissioner Chandler-Henry stated that there would be an Earth Day presentation this afternoon. The poster contest was instituted by Ray Merry back in the dark ages. She also thanked the county staff for their work on the Tree Farm file and all the public that had turned out at the meeting in El Jebel to share their opinion. Consent Agenda 1. Second Amendment to Agreement between Eagle County and Snowbridge,Inc. for On-Call Pumping and Jetting Services at County Owned Facilities Ron Siebert,Facilities Management 2. Agreement between Eagle County and GS Enterprises,Inc d/b/a SteamMaster Restoration and Cleaning for Disaster Restoration On-Call Services for County Owned Facilities Ron Siebert,Facilities Management 3. Memorandum of Understanding between Eagle County and the State of Colorado,Office of Information Technology Defining State Support for Digital Trunked Radio System Software Upgrades Barry Smith, Emergency Management Alex Everman stated that the agreement for consulting services between Jviation and Eagle County was for the bidding and final inspection of two pieces of snow removal equipment.Jviation would oversee acquisition of the two pieces of equipment.The agreement between Eagle County and Campbell-Hill was for consulting services for air service development. He stated that they were always trying to attract new airlines, it was a challenging market. Jesse Masten stated that the agreement with Souder,Miller&Associates was to expand their scope of services. They would be the project lead on the Recycling Resources Economic Opportunity(RREO)grant they received from the State to do a waste diversion optimization study. The project was a five county study. They would study the waste diversion programs were in place and what may be needed in the future. Commissioner McQueeney moved to approve the Consent Agenda for April 25,2017, as presented. Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Constituent Input Chairman Ryan opened constituent input. Joanne Rock spoke. She recently picked up a Time magazine and found an article about water and the shortage around the world. She spoke about the importance of water and all the efforts one could do to conserve it. She believed there could be some importance placed on waste. She also spoke about the poverty level and tax reform. She believed that the Federal government should eliminate all income taxes for anyone poverty and below. Commissioner Chandler-Henry thanked Ms.Rock for her analysis and research on behalf of the public. Business Items 1. Resolution 2017-020 Designating April 2017 as Child Abuse Prevention Awareness Month in Eagle County Kendra Kleinschmidt Sheriff Van Beek spoke raising awareness of child abuse could save someone's life. The more people know about abuse and the signs of abuse the less likely it would continue. Daily they investigate the different forms of child abuse both locally and nationally. The long term effects of the abuse continued to impact the communities. Statistics had shown that reports of child abuse were coming in, one every 10 seconds in the United States. On average five or six children die because of child abuse. This could not continue. It was important that people understood the importance of reporting. 2 04/25/2017 Commissioner McQueeney moved to approve the resolution designation April 2017 as Child Abuse Prevention Awareness Month in Eagle County. Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 2. Resolution 2017-021 Declaring April 22 through 28 as Earth Awareness Week John Gitchell Adam Palmer spoke about Earth Day and Earth Awareness Week and Eagle County's investment in the Climate Action Plan. Since adoption of the Climate Action Plan last November,the Towns of Vail, Avon,Minturn,Eagle,Basalt and WEMRD and the School District had all adopted a plan. Holy Cross just released a new grant up to$300,000 that was a one to one match for commercial and government entities. The preliminary goal was a 25%reduction in greenhouse gases by 2025, if achieved it would save about 60 million dollars per year. Ray Merry stated that the Environmental Policy established the foundation in which the county built upon. He encouraged everyone and/or any organization to reach out and do something towards environmental protection,policy,protection,and climate action. People care about their health and the health of their family and all of the initiatives reduce emissions and relates to clean air. It was investment in protecting the natural environment. He encouraged everyone to get their homes assessed. Staff was available if help was needed. Mr. Gitchell stated that the county set a goal to reduce energy use and cost 15%by the end of 2015 —that goal was met. The actions that the county had taken including investing in solar and energy efficiency in buildings was now saving the county and county residents over$300,000 each year. The poster contest winners would be announced at 4:00 pm. Mr.Palmer spoke about the county's investments in solar energy and provided information on how one could get an energy assessment with Energy Smart. Commissioner Chandler-Henry move to approve the resolution declaring April 22 through 28 as Earth Awareness Week. Commissioner McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Housing and Development Authority. Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Eagle County Housing Development Authority Agreement between Lake Creek Village LLC and Ceres Design&Arborscape LLC d/b/a Ceres Landcare for Landscape Services Daniel Murray Mr.Murray stated that they were switching services this year and decided to work with a group that was more focused on sprinklers. All the timers would be replaced to save water. The contract amount for the entire summer was $39,775. Commissioner McQueeney moved to approve the agreement between Lake Creek Village LLC and Ceres Design&Arborscape LLC d/b/a Ceres Landcare for landscape services. Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 3 04/25/2017 Commissioner McQueeney moved to adjourn as the Eagle County Housing Development Authority and re- convene as the Eagle County Board of County Commissioners. Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Work Session(s) 1. The Earth Day celebration and poster contest was in line with one of the goals in the Strategic Plan, protecting the natural environment. Mr. Palmer stated that they would be naming the finalists and taking photos with the county commissioners. Commissioner Chandler-Henry welcomed everyone to the Eagle County Building and thanked them for being a part of the Green Team at Eagle County. Commissioner McQueeney added her thanks. She was looking forward to see everyone's creativity and seeing how everyone captured the idea of saving the planet.
