This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney spoke about a recent presentation by the Northwest Colorado Council of
Governments(NWCCOG). They had done a gap analysis around services for seniors which produced some
interesting results. The entire report was available on the NWCCOG website and the presentation was available on
the Eagle County website.
Commissioner Chandler-Henry stated that she attended the Colorado River Conservation District,Director
Training and was now the Director for Eagle County on the River District. She encouraged anyone interested in
history to visit the River District website.
Chairman Ryan stated that she would be testifying on HB 17-1235. The bill would provide some relief for
folks on the individual health care market who had seen their premiums increase year after year. She was looking
for people to testify with her.
1. Resolution 2017-010 Designating April as Parkinson's Disease Awareness Month
Carly Rietmann, Healthy Aging Supervisor talked about the support group in the valley and their efforts to
provide information and support and resources for people with Parkinson's in the county.
John Bade thanked the county for their support. There were about 50 people in the county that had
Parkinson's disease. Ms. Rietmann had been a corner stone for the entire group.He hoped there would be a cure
for the disease someday.
Ms.Rietmann stated that the meetings were held at the Trinity Church in Edwards the fourth Thursday of
every month, at 5:00 pm.
Commissioner Chandler-Henry added her thanks for everyone for taking the time to attend.
Commissioner Chandler-Henry moved to approve the resolution.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Consent Agenda
1. Agreement between Eagle County and Clarion Associates, LLC for Professional Services

3. Agreement between Eagle County and Crawford Properties LLC for Funding for the El Jebel Roundabout
Project
Aric Otzelberger,Deputy County Manger provided an overview on Item 1. Clarion Associates, LLC
would be assessing the Land Use Regulations,Master Plan documents, and Sub Area plans. The goal was to
improve clarity, consistency, legal conformance and procedural requirements. The assessment would transpire in
the next several months. Upon completion,the Board would be presented with the decision of how to proceed.
Barry Smith, Emergency Management Director provided an overview on Item 2,the 2017 Eagle County
Wildfire Annual Operating Plan. The plan was reviewed and readopted annually. Some of the key players
included the Bureau of Land Management,US Forest Service and the State of Colorado.
Riche Davies, Senior Staff Engineer spoke about Item 3. Construction would begin April 12 and the new
roundabout would be complete by November 1, 2017.
Commissioner McQueeney thanked the Crawford property owners for their donation their generous
donation and for stepping up on the El Jebel Roundabout project.
Chairman Ryan believed it was a good partnership and an improvement that would prevent traffic from
backing up onto Hwy 82.
Commissioner Chandler-Henry moved to approve the Consent Agenda for March 28, 2017,as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Constituent Input
Chairman Ryan opened constituent input.
Joanne Rock wondered about the money that people were fined that did not obtain health care insurance.
She wondered who collected the money and where it would be spent. She also shared information about a
company called Envision Solar that made solar powered charging stations for electric cars.
Chairman Ryan closed constituent input.
Business Items
1. Resolution 2017-011 Partner with Colorado Mountain College(CMC)in Applying for and Distributing the
Colorado Opportunity Scholarship(COSI)2017-2018 Matching Funds Scholarship
Commissioner McQueeney stated that the funding for the grant program came through the County and
CMC distributed the scholarships.
Commissioner McQueeney moved to approve the resolution and partnership with Colorado Mountain
College(CMC)in Applying for and distributing the Colorado Opportunity Scholarship(COSI)2017-2018
Matching Funds Scholarship.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
2. Resolution 2017-012 Supporting the Stepping Up Initiative to Reduce the Number of People with Mental
Illness in Jails.
Commissioner McQueeney stated that the initiative was a priority of the National Association of Counties
and offered training opportunities and information. The initiative would reduce the number of people with mental
illness in jails.
Sarah Kennedy,Total Health Alliance(THA) Coordinator spoke. She introduced Leola Noyes the
Community Health Worker from THA. She thanked the Commissioners and Sheriff's Office for supporting the
resolution and recognizing the need more mental health services in the community. The THA was a network of

groups committed to linking ideas,resources, and people together with a focus on mental health and substance
abuse. The Resource and Stabilization Team referred to as the REST was a network of local agencies that worked
together to help connect people affected by social and behavior health conditions to existing recourses in the
community and help to navigate any barriers.The REST was currently working with the jail and individuals to
overcome barriers and transition back into the community.
Joe Staffer, Chief of Police,Town of Eagle PD, spoke. On a National spectrum the current systems were
not working. Jails could not be the mental health fix. He believed that the county needed to provide some
additional resources for individuals with mental health. Law enforcement was limited by State Statute and
mandated to make an arrest when certain crimes are committed. He congratulated everyone in Eagle County for
recognizing the need and continuing the partnerships.
Sheriff Van Beek spoke. He believed that mental health was a public health issue. For many years jails
were the default for individuals with mental health. The long term goal was to keep people with mental illness
healthy and productive, and out of jail.
Agnes Harakal expressed her thanks. Her son struggled with mental illness for 10 years. She was a
member of THA. There would be a parade on May 16 in Eagle.
Commissioner McQueeney moved to approve the resolution supporting the Stepping Up Initiative to
Reduce the Number of People with Mental Illness in Jails.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Planning File
1. Vines at Vail Final Plat for Planned Unit Development Extension Request(Eagle County file No. PR-6481)
Mr. Hunn introduced Dominic Mauriello from Mauriello Planning Group. The applicant requested that the
file be tabled from today's date to April 11, 2017.
Mr.Mauriello stated that there was someone interested in the property and the applicant wanted to try to
engage them in the process so that they could potentially attend the meeting on April 11.
Commissioner Chandler-Henry moved to table the Vines at Vail Final Plat for PUD Extension Request
File No. PR-6481 to April 11.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
