HomeMy WebLinkAboutMinutes 03/14/17 PUBLIC HEARING March 14, 2017 Present: Jillian Ryan Chairman Kathy Chandler-Henry Commissioner Jeanne McQueeney Commissioner Bryan Treu Interim County Manager Beth Oliver Interim County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Chandler-Henry invited everyone to the Rocky Mountain Oyster Feed March 18`x'at the Eagle River Center. The event benefited 4-H scholarships and awards. Commissioner McQueeney spoke about the joint meetings with the towns and municipalities. The meetings provided an opportunity to talk about the county's strategic plan and ways everyone could work together. She encouraged the community to participate. Chairman Ryan spoke about HB-1242, a transportation funding bill. If passed and signed by the Governor, it would be placed on the November ballot. The bill would increase state sales tax to be used towards transportation funding and slightly decrease vehicle registration fees. She would provide updates when available. Consent Agenda 1. Agreement between Eagle County and Basalt Chamber of Commerce for Economic Development Services Aric Otzelberger,Administration 2. Amendment 10 to the Agreement between Eagle County and Jviation, Inc. for Professional Engineering and Architectural Services to add the Additional Services Identified in the Scope of Work Dated December 12, 2016 for Engineering Services Kristin Degenhardt,Project Management 3. Agreement between Eagle County and Menendez Architects,P.C. for Professional Architectural and Engineering Design Services Kristin Degenhardt,Project Management 4. First Amendment to Agreement between Eagle County and Miller Engineers,Inc. d/b/a Souder, Miller& Associates for the Relocation of GMP-3 and to Conduct a Rate Study Mandi Nolan, Solid Waste&Recycling 5. Memorandum of Understanding between Eagle County and Holy Cross Energy for Shared use of Holy Cross Energy's Beaver Creek Radio Site Mick McQuilton,Emergency Management 1 03/14/2017 Commissioner McQueeney moved to approve the Consent Agenda for March 14, 2017, as presented. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Constituent Input Chairman Ryan opened constituent input. Joanne Rock asked about the transportation bill and wondered what it would fund. Chairman Ryan believed the bill would provide additional funding for state highways,trails, and transit. Chairman Ryan closed constituent input. Business Items 6. Intergovernmental Agreement between Eagle County and Berry Creek Metropolitan District Rickie Davies, Engineering Mr. Davies stated that the agreement divided work between Eagle County and Berry Creek Metropolitan District. Commissioner Chandler-Henry moved to approve the intergovernmental agreement between Eagle County and Berry Creek Metropolitan District. Commissioner McQueeney seconded the motion. The vote was declared unanimous 7. Intergovernmental Agreement between Eagle County and the Town of Avon Regarding the Avon Station ECO Transit Shelter Jared Barnes, ECO Transit Mr.Barnes stated that the agreement outlined the funding,project construction management, as well as the lease. The shelter serviced the valley bus lines traveling east and west. Commissioner McQueeney moved to approve the intergovernmental agreement between Eagle County and the Town of Avon regarding the Avon Station ECO Transit Shelter. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. 8. Agreement between Eagle County and Walking Mountains to Implement Climate Action Plan John Gitchell, Environmental Health and Sustainability Mr. Gitchell stated that the Climate Action Plan was published in December and identified the sources of climate pollution. This was a collaborative approach to reducing total emissions by 25%by 2025. He believed the goal was achievable. Chairman Ryan believed this was an important investment and the goal was catching on. Commissioner Chandler-Henry stated that there had been a lot of interest statewide as well. The plan had a list of strategies that worked for businesses,communities,and homes. Mr. Gitchell encouraged people to get a home energy assessment. Walking Mountains Science School was the home of the Energy Smart Colorado program. Eagle County was also a supporter of electric vehicles and electric vehicle charging stations. There was a program beginning April 1St to encourage people to purchase an electric vehicle. Dealerships from around the region were offering deep discounts until June. Commissioner Chandler-Henry moved to approve the agreement between Eagle County and Walking Mountains to implement Climate Action Plan. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Liquor Licensing Authority. 2 03/14/2017 Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Eagle County Liquor Licensing Authority 9. Application to Transfer Ownership of a Retail Liquor Store License-Spiked,LLC DBA Market Wine& Spirits Kathy Scriver,Clerk and Recorder Commissioner Chandler-Henry moved that the Local Liquor Licensing Authority approve the transfer of a Retail Liquor Store License from South Central Trading Company d/b/a Market Wine& Spirits to Spiked,LLC d/b/a Market Wine& Spirits. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Liquor Licensing Authority and re- convene as the Eagle County Board of County Commissioners. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Work Session(s) 10. Abrams Creek Cutthroat Trout Restoration Project Update Holly Loff,ERWC 11. Vines at Vail(tabled from 12/20/16) **to be tabled to 3/28** Scot Hunn Beth Oliver explained that the applicant requested the tabling to allow them time to gather additional information. Commissioner McQueeney moved to table file no. PR-6481 Vines at Vail Plat for Planned Unit Development Extension unit March 28,2017. Commissioner Chandler-Henry seconded the motion.
