HomeMy WebLinkAboutMinutes 02/28/17 PUBLIC HEARING February 28, 2017 Present: Jillian Ryan Chairman Jeanne McQueeney Commissioner Bryan Treu Interim County Manager Beth Oliver Interim County Attorney Kathy Scriver Deputy Clerk to the Board Absent: Kathy Chandler-Henry Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner McQueeney spoke about the county's efforts to recruit people interested in housing to the Housing and Development Authority Advisory Committee. The committee would consist of nine people;two were needed from unincorporated Eagle County. Chairman Ryan reminded everyone that the Eagle County Annual Report was available for viewing on the website. The report addressed all the great accomplishments in 2016 and reported on the goals for 2017. Consent Agenda 1. Public Notice of Final Settlement between Eagle County and American Civil Contractors, Inc. for the Burns and Catamount Bridge Projects Riche Davies,Engineering 2. Final Settlement of Contract between Eagle County and Concrete Works of Colorado,Inc. for construction of airport improvement to the Eagle County Regional Airport, Schedule I: Apron Reconstruction and Schedule II: Apron Reconstruction and Infield Improvements,A1P Project No. 3-08-0020-53 Kristin Degenhardt,Project Management 3. Final Settlement of Contract between Eagle County and Concrete Works of Colorado, Inc. for continuation of construction of airport improvement to the Eagle County Regional Airport, Schedule I: Apron Reconstruction and Schedule II: Apron Reconstruction and Infield Improvements,A1P Project No. 3-08- 0020-55 Kristin Degenhardt,Project Management 4. Final Settlement Owed on the Construction Agreement between Eagle County and FCI Constructors,Inc. for Construction Services for Remodeling of Certain Existing Office Space within the Eagle County Main Administrative Building Kristin Degenhardt,Project Management 5. Fifth Amendment to Agreement between Eagle County and Vail Honeywagon Enterprises,LLC for the Modification of the Cardboard Collection Containers at the Avon and Edwards Recycle Drop-off Sites Mandi Nolan, Solid Waste&Recycling 1 02/28/2017 6. First Amendment between Eagle County and the Vail Valley Jet Center De-Icing Facility Erin Duffy,Airport 7. Right of Way Grant and Temporary Use Permit between Eagle County and Bureau of Land Management (BLM) for the Eagle to Horn Ranch and Horn Ranch to Wolcott Trail Projects Ellie Caryl, ECO Trails 9. Agreement between Eagle County and Aspen Community Foundation Cradle to Career Jone Bosworth,Human Services Ellie Caryl spoke about the progress being made on the Eagle to Horn Ranch trail project. The right of way grant was good for 30 years. They were still in the bidding process and working with the final right of way approvals. Work was expected to begin June 1, 2017. Commissioner McQueeney moved to approve the Consent Agenda for February 28, 2017,as presented. Commissioner Ryan seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Constituent Input Chairman Ryan opened constituent input. Joanne Rock wondered if the county would consider inviting two at large people to the table with regards to the Housing Committee. Business Items Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Housing and Development Authority. Chairman Ryan seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Eagle County Housing and Development Authority 10. Agreement between Lake Creek Village LLC and Tarrant Enterprises, Inc. d/b/a Brush Creek Landscaping for Services Daniel Murray,Housing Mr. Murray stated that the one of the recommendations had been to remove all 40 cottonwood trees at the Lake Creek Village apartments for safety reasons. Brush Creek Landscaping would remove the trees for$750 per tree. Commissioner McQueeney asked that there be communication with the residents as to why the trees were being removed because people tend to like their trees. Mr.Murray stated that the trees would be replaced with something other than cottonwood trees. 2 02/28/2017 Commissioner McQueeney moved to approve the agreement between Lake Creek Village LLC and Tarrant Enterprises, Inc. d/b/a Brush Creek Landscaping for services. Chairman Ryan seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Housing and Development Authority and re-convene as the Board of County Commissioners. Chairman Ryan seconded the motion.
